On December 14, Guangming Street held a special meeting on the promotion of grassroots governance deployment, and once again sounded the assembly order and charge to deepen the reform of grassroots governance. The meeting made it clear that 2024 is the "Year of Deepening Reform of Grassroots Governance" in Guangming Street, and the streets will work together, plan systematically, innovate and explore, and make every effort to create a "bright sample" of grassroots governance in the new era.

Reshape the system and build a "1+6+18" refined governance system
When the grassroots are strong, the country is strong, and when the grassroots are safe, the world is safe, and grassroots governance is the cornerstone of national governance. In order to thoroughly implement the deployment requirements of the provinces, municipalities and districts on carrying out the construction of the "1+6+N" grassroots social governance work system, better respond to new challenges and adapt to new requirements, Guangming Street has carried out a large-scale investigation and doxxing of grassroots governance, high-level planning, overall planning, detailed responsibilities, practical measures, and high-standard and high-quality start of grassroots governance deepening reform.
On the basis of in-depth research, judgment and analysis, Guangming Street combined with the actual situation of the jurisdiction, formulated the "Work Plan on Improving the Level of Grassroots Governance and Carrying out the Construction of "1+6+18" Governance System", through the construction of a refined governance system, the grassroots social governance and the system, source, local, pluralistic, and lawfully resolve the contradictions of the masses combined, unblock the channels for the diversified resolution of contradictions and disputes at the grassroots level, comprehensively improve the ability and level of diversified resolution of contradictions and disputes, and take the lead in exploring and creating a "1+6+18 Bright Practice of Grassroots Governance" in the whole region Sample.
The plan proposes to adhere to and develop the "Fengqiao experience" in the new era, take the initiative to adapt to the new requirements of conflict mediation and resolution, with the goal of "government leadership, industry cooperation, and social force participation", with the core of serving the masses, and the three-level structure of street-community-small grid as the starting point, "one-stop" absorption and resolution of contradictions and disputes, and maximize the prevention of various risks at the grassroots level, early detection, and small disposal.
Specifically, it is mainly to implement the "three-four-five" construction drawings. Among them, "three" is the "three-fold closed-loop" measures: global investigation, comprehensive resolution, and whole-process supervision; "four" is to strengthen the "four-dimensional linkage": "police grid + small grid" linkage, "government + industry" linkage, "mediation + guidance" linkage, "publicity + training" linkage, and "five" is the supervision mechanism, distribution mechanism, reward and punishment mechanism and other five guarantee mechanisms.
According to the plan, on the basis of the existing work, Guangming Street will give full play to the three-level position function of the street comprehensive management center (mass service hall) - community comprehensive management center (mass service hall) - small grid (mass appeal service station), and realize the "one-stop" service such as petition appeal acceptance, diversified solutions, legal aid, psychological counseling, and difficulty assistance. It is reported that at present, the street has established 36 mass appeal service stations in contradictory places such as construction sites, parks, and soil preparation sites in the jurisdiction, so that where the masses are concentrated, the appeal service stations will be built, and every effort will be made to solve problems for the masses, and 11,936 mass appeals have been accepted and resolved on the spot since 2019.

To this end, the street will introduce social forces to participate in the diversified resolution of contradictions and disputes, and extend the governance tentacles to the areas closest to the production and life of residents, including actively organizing community "five old people", safety volunteers and other mass prevention and control forces to participate in local investigation and conflict resolution. In addition, through the "love supermarket", "building chief points", "righteousness and courage fund" and other incentive mechanisms, mobilize and resolve enthusiasm.
At the meeting, Chu Hong, Secretary of the Party Working Committee of Guangming Street, defined 2024 as the "Year of Deepening Reform of Grassroots Governance", emphasizing that it is necessary to follow the requirements of superiors, adhere to the guidance of party building, vigorously promote the construction of smart streets, and make every effort to promote the all-round reform and systematic reshaping of governance concepts, governance models and governance methods, so as to create a "bright sample" of pluralistic co-governance and good governance at the grassroots level.

In just a few years, the number of residential communities in Guangming Street has grown to 54, the young and high-quality population has accelerated, and the fundamentals of grassroots governance such as urban villages and residential communities have become more complex and diverse. In the face of the new situation and new requirements, how to unify thinking, build consensus, and constantly forge the ability and level of grassroots governance that matches the development orientation of the central urban area?
Deepen the reform of grid governance, set up 18 small-scale temporary party branches, party-mass councils, and party-mass service stations, improve and straighten out the "three-committee coordination" mechanism, and promote the local resolution of people's livelihood demands. In order to ensure that the work is implemented and effective, the members of the street party and government team led the research, took the "four grassroots units" as the starting point, visited and investigated 18 small grids, interviewed grid leaders and community residents, and further summarized and optimized on the basis of the preliminary work, and formulated a more targeted and operable "Several Measures of Guangming Street on Optimizing Party Building to Lead Grid Governance", so as to promote the iterative upgrading of party building leading grid governance.

According to reports, there are two highlights in the iterative upgrading of the grid governance work led by the party building. First, the "dual instructor system" empowers and improves the quality and efficiency of guidance and supervision. Each sub-grid is equipped with 2 instructors, one experienced section-level cadre and one "young eagle" cadre, to lead the new with the old and promote the old with the new, strengthen the transmission and help the band, and activate the new kinetic energy. On November 30 this year, at the special event of "When Bright Meets Science" Talent Month, Guangming Street signed a strategic cooperation agreement with the Guangdong Provincial Laboratory of Artificial Intelligence and Digital Economy (Shenzhen). The two sides will comprehensively explore multiple fields such as intelligent governance, intelligent supervision, intelligent services, and intelligent decision-making, steadily improve the ability and level of grassroots governance, enhance the experience and convenience of community residents to participate in grassroots governance, and promote community governance, co-construction, co-governance and sharing.
