With the exception of the host Germany and the top two in each group who qualify directly for the Euro 2024 main event, the remaining three places will be determined by the UEFA Nations League rankings in the 2022-23 season. The top teams from the 12 groups in Tier B and Tier C will be selected and divided into three play-off groups, with the best team in that division selected for the play-offs if a team has qualified for the European Championship finals through qualifying, and Estonia with the best place in Division D if there are not enough teams to choose from in the same league, and the full UEFA Nations League ranking for the 22/23 season if four teams have not yet been filled.
