Hello everyone! First of all, thank you very much for taking the time out of your busy schedule to attend today's press conference. It is my pleasure to introduce to you the relevant situation of the special rectification work of the Municipal Urban Management Bureau to carry out the "road zipper".

Repeated excavation of urban roads to form a "road zipper" not only affects traffic and brings potential safety hazards, but also causes economic losses, waste of resources, and destroys the image of the city. The 2023 "Work Report of the Municipal Government" clearly states: "Scientifically coordinate municipal projects such as road pipe network construction and maintenance, and strive to solve the problem of repeated road excavation." In order to conscientiously implement the work deployment of the municipal government and effectively curb the phenomenon of "road zipper", the Municipal Urban Management Bureau attaches great importance to it, combined with its own responsibilities, grasping the "system" and "supervision" with one hand, and researching and formulating the "Huainan Municipal Garden Administrative Examination and Approval Matters Whole-process Supervision Measures", deploying and carrying out special investigation and rectification actions for occupying and excavating municipal roads, overall coordination, comprehensive policy, and multi-pronged approach, forming a strong joint force of source governance, full grasping, and normal management, and promoting the "road zipper" governance to achieve good results. The main practices are as follows.

The first is to strengthen the pre-review and strictly control it. In accordance with the principle of "information sharing, precise planning, merger and integration, and overall management", the declaration information provided by the relevant construction units in the city was collected and summarized at the beginning of the year, and all kinds of excavation road behaviors that have excavation needs in the same road section and at similar times were integrated as far as possible, and pipeline construction, road excavation and urban road construction, reconstruction and maintenance and repair were carried out simultaneously and intensively excavated. Further standardize the relevant processes and on-site inspection standards for the approval of occupied and excavated urban roads, adhere to the overall planning and arrangement, and do a good job in guidance services, requiring relevant units such as water supply, power supply, gas supply, and communications to apply for the administrative approval procedures for occupying and excavating urban roads in a timely manner before road excavation, so that there is no construction without approval, and no excavation without reporting. Strengthen the examination and approval supervision of temporary occupation and excavation of urban roads, so as to achieve scientific research and judgment and strict examination and approval. Strict control is implemented for projects involving repeated road excavation, excavation of new roads and repeated declarations, effectively reducing the number of excavations, saving construction resources, and minimizing the impact of construction on citizens' travel and life. Since the beginning of this year, the municipal urban management department has handled a total of 176 approvals for the occupation and excavation of urban roads, of which the number of approvals involving cross-cutting roads has decreased from 25 last year to 3, a significant decrease compared with the same period last year.

The second is to implement closed-loop management and strict supervision. Continue to strengthen the closed-loop management of the whole process of road excavation and repair before, during and after the event, require relevant units such as water supply, power supply, gas supply and communication to strictly implement the main responsibility of "who constructs, who is responsible", clarify the responsible person, sign the "Safe and Civilized Construction Notice", and organize the construction in strict accordance with the location, time limit, area and other matters determined by the approval. Set up safety signs at the construction site, take protective measures, hang excavation city road permits, set up construction billboards, etc., and shall not expand the scope, content and type of construction without authorization. Resolutely put an end to extensive management and uncivilized construction behaviors such as not setting up fences before construction, failing to implement wet operations during construction, piling up construction machinery and materials, muddy and water crossflow, not cleaning up residual materials after construction, not restoring the road surface or just simple landfilling. Supervise and urge the relevant construction units to put on-site safety precautions in place, civilized construction requirements in place, and pavement restoration standards in place.

The third is to implement strict management and detailed inspection, and really hit the hard. Article 42 of the Regulations of the State Council on the Administration of Urban Roads clearly stipulates that the defects of inspection wells, box covers or ancillary facilities of various pipelines located on urban roads are not timely supplemented or repaired; Failure to set up obvious signs and safety prevention facilities at the construction site of urban roads; Failure to clean up the scene in a timely manner after the expiration of the occupation of urban roads or the excavation of urban roads; Attached to various pipelines, poles and other facilities for the construction of urban roads, and not going through approval formalities in accordance with regulations; Urgently repairing pipelines buried under urban roads, and failing to go through the approval procedures in accordance with regulations; Failure to occupy or excavate urban roads in accordance with the approved location, area, and time limit, or the need to move the location, expand the area, extend the time, and fail to go through the change approval procedures in advance and other 6 types of illegal acts, may be fined up to 20,000 yuan; and where losses are caused, they shall be liable for compensation in accordance with law.

The municipal urban management department will combine the special investigation and rectification action of "road zipper" with the normalized inspection and supervision to further strengthen law enforcement. In accordance with the State Council's "Regulations on the Management of Urban Roads", the Ministry of Housing and Urban-Rural Development's "Regulations on the Management of Urban Construction Waste" and the "Regulations on the Management of Municipal Facilities in Huainan City" and other relevant laws and regulations, the inspections found that the unauthorized excavation, repair not in accordance with the standards, uncivilized and non-standard construction, etc., once discovered, will be investigated and dealt with immediately. Up to now, the city's urban management system has inspected and stopped 110 uncivilized and non-standard road construction behaviors, and filed cases for investigation and punishment in accordance with the law and ordered to correct 16 cases of illegal excavation of roads, which has played a good warning and educational role, and effectively curbed the phenomenon of repeated road excavation and unauthorized excavation.

Fourth, we should insist on joint management and gather joint efforts. Jointly held a special rectification work meeting on "road zippers" with public security traffic police, urban construction and other departments, and urged water supply, power supply, gas supply, communications and other pipeline units to conscientiously implement the "road zipper" special rectification work. Further strengthen the coordination and linkage working mechanism between the administrative examination and approval departments and the supervision and management departments, each performing its own duties, each taking its own responsibility, coordinating and cooperating, to ensure that the whole process of linkage is not disjointed, and the supervision connection is not lacking. Actively mobilize the forces of all parties to promote urban management, housing and construction, self-regulation, local governments and urban service enterprises to strengthen communication and coordination, exchange information, break the "information barriers" between various departments, twist into a rope, play a good game of chess, and form a good work pattern of working in the same direction and at the same pace, which provides a good mechanism guarantee for reducing the phenomenon of "road zipper".
