The FIFA Disciplinary Committee found that former Spanish Football Federation president Luis Rubiales had violated Article 13 of the FIFA Disciplinary Rules and that he would be banned from all football-related activities, both nationally and internationally, for a period of three years.

The case relates to an incident that took place during the FIFA Women's World Cup final on August 20, 2023, for which Rubiales had previously been suspended for 90 days.

Rubiales has been informed today of the decision of the FIFA Disciplinary Committee. In accordance with the relevant provisions of the FIFA Disciplinary Code, he has 10 days to request an appeal. If an appeal is filed, it will be published on the FIFA website.

Article 13 of the FIFA Disciplinary Rules deals with "offensive conduct and breaches of the principle of fair bans", which states that anyone who acts in one of the following ways may be subject to disciplinary action

b) insult a natural or legal person through the use of offensive gestures, signs, or language;

c) the use of sporting events for non-sporting demonstrations;

d) misconduct that damages the reputation of football or FIFA;

e) Actively tampering with the age on a player's ID during an age-restricted match
