At a time when internal and external troubles were abounding, the imperial palace began another desperate struggle for the right to inherit the throne. Empress Yan was infertile for many years, and in the first year of Yongning (120 AD), Liu Bao, the son of Li Shi, a member of Emperor An's palace, was made crown prince, and Li Shi had been killed by Empress Yan before that.

Empress Yan was afraid that after the crown prince succeeded to the throne, she would pursue the revenge of killing her mother, and she deliberately wanted to remove Liu Bao.
