Unveiling the Dusty Memories of Unit "102" The mysterious code name has become history

Today's mention of the "102" unit may be unfamiliar to many people, but this is a team that made great contributions to the construction of Shiyan and Erqi in those years!

After consulting a large number of historical materials and interviewing witnesses, the "102" unit of that year had three sources.

One of the sources of "102": from the Second Construction Engineering Company directly under the Central Ministry of Construction and Engineering in North China. In early 1950, after the victory of the Pingjin Liberation Campaign, the logistics department of the 20th Corps of the Chinese People's Liberation Army led by General Yang Chengwu absorbed private construction factories such as "Liqun" and "Siyi" in Tianjin in order to carry out barracks construction, and the 20th Corps was equipped with cadres to set up a public "Times Construction Company", which was located at No. 322, Binjiang Road, the first district of Tianjin (now Heping District, Tianjin), with a total of more than 300 employees.

From 1950 to 1952, the foundation period of the public construction company, the company gradually developed from small to large, into a well-organized construction enterprise with comprehensive administrative management and economic accounting. In terms of construction forces, only a small number of technicians, management personnel and skilled workers have been collectively contracted, and a capital construction team with relatively complete business management personnel, complete technical work and independent comprehensive construction capabilities has gradually formed.

At that time, the level of construction technology and equipment was not advanced enough, vertical and horizontal transportation was basically shoulder lifting, manual work, few construction machinery, living in sheds and simple workshops. Most of the employees are scattered migrant workers of the old society, and after participating in the enterprise, they have become permanent employees of the state, although the conditions are relatively difficult, but they still feel satisfied compared with the old society, their political and ideological consciousness is constantly improved, and their enthusiasm for production and construction is great, they are proud of the builders of the new society, proud of making more contributions to the country, and have a high sense of ownership responsibility and professionalism, which fully reflects the high patriotic enthusiasm, good professionalism and heroic spiritual outlook of the construction workers after the founding of New China.

In the first half of 1952, Times Construction Company was changed to Tianjin Branch of North China Capital Construction Engineering Company, under the leadership of the Central North China Administrative Commission, and a group of technicians, managers and skilled workers were recruited in Tianjin that year, and the workforce grew to more than 3,000.

On March 3, 1953, the Tianjin Branch of North China Capital Construction Engineering Company was changed to the Second Construction Engineering Company directly under North China of the Ministry of Construction Engineering, which was established at the prefectural division level. Comrade Chen Yun, Director of the Financial and Economic Committee of the State Government Council, issued the following business license for the company:

Licensed by the Financial and Economic Committee of the State Council

North China Directly Subordinate No. 2 Construction Engineering Company was established in Binjiang Road, District 1, Tianjin, operating construction business, approved and registered by the Association, and specially issued a license as a certificate

Director Chen Yun

Gongyuan - March 3, 953 公字 No. 278

The Second Construction Engineering Company directly under North China has seven civil engineering areas, an installation team and an automobile team. The installation team has more than 200 employees, 200 employees in the automobile team, and more than 70 cars. During this period, the company mainly completed the construction of barracks of Tianjin East Bureau, Xinhe and Hanzhen troops, and undertook the construction of Tianjin University, Nankai University, Tianjin Normal University, College of Political Science and Law, Haiguang Temple Army Hospital, 291 Hospital, Gucheng Airport, Xinxiang Textile Factory, Hengshui General Logistics Department Quilt Service Factory, Shijiazhuang Advanced Infantry School and other projects.

In April 1953, in order to meet the needs of large-scale economic construction throughout the country, the central authorities decided to transform the eight infantry divisions of the Chinese People's Liberation Army into construction engineering units, of which the 109th Division of the 37th Army of the 23rd Corps of the Chinese People's Liberation Army was organized as the Second Construction Division of North China. The cadres and fighters of the unit learned construction techniques while constructing. The regiments and battalions of the troops are "three-three formations," and the companies are "four-four formations." Three levels of management, two levels of accounting.

In June 1954, the Second Construction Engineering Company directly under North China and the team of the Second Construction Division of the Chinese People's Liberation Army went to Baotou City, Inner Mongolia, to jointly undertake the construction of Baotou Iron and Steel Company, as well as military factories such as Plant 447, Plant 67 and Plant 408, as well as the construction of Baotou Industrial Base among the 156 key projects of the national "First Five-Year Plan" period.

In April 1955, according to the order of Chairman Mao and Commander-in-Chief Zhu to transfer to other jobs, all the commanders and fighters of the Second Construction Division were collectively transferred to work and formally merged with the Second Construction Engineering Company directly under North China, and the North China Baotou Engineering General Company of the Ministry of Construction was established. General Manager Liu Xiangdao, Wen Hanmin, Deputy General Manager Manqiu, An Enda, Tian Suimin, Party Committee Secretaries Miao Shusen, Wu Heqian, Chief Engineers Manqiu, Sun Xiangmeng, Liu Wenhan.

In August 1958, the Ministry of Construction Engineering decided that Baotou Engineering Corporation would be changed to Baotou Engineering Bureau, and in November of the same year, it was changed to the Second Engineering Bureau of the Ministry of Construction Engineering.

In May 1964, the Second Engineering Bureau of the Ministry of Construction Engineering was renamed as the North China Engineering Administration Bureau of the Ministry of Construction and Engineering, and the bureau was relocated to Beijing.

In October 1965, the North China Engineering Administration Bureau was changed to the Eighth Engineering Bureau of the Ministry of Construction and Engineering, and then moved to Taiyuan City, Shanxi Province. (After 1970, it merged with Shanxi Provincial Construction Bureau)

In May 1969, the State Construction Commission decided to send tens of thousands of employees from the Eighth Company, the First Company, the First Industrial Equipment Installation Company, the First Mechanized Construction Company, the Second Mechanical Repair Plant of Inner Mongolia, the Bureau Scientific Research Institute, the Bureau Staff Hospital, the Bureau Technical School, and the children's schools of each company under the Eighth Engineering Bureau of the Ministry of Construction to participate in the construction of the Second Automobile in Shiyan, Hubei Province.

In October 1980, in order to complete the earthquake relief task in Tianjin, the State Administration of Construction and Engineering transferred all the 7th and 5th regiments of the Hubei Provincial First Construction Engineering Bureau (formerly the "102" Engineering Headquarters) who participated in the construction of the second automobile in Shiyan, Hubei, and 11,476 personnel of the Aircraft Transport Regiment, the Second Installation Regiment and some personnel of the headquarters and subordinate units to Tianjin Tangzhen and merged with the first company and sixth company of the first engineering bureau of the former State Construction and Construction Administration in Tianjin, and established the sixth engineering bureau of China State Construction Corporation in 1982.

The second source of "102": the Second Construction Division of North China of the Chinese People's Liberation Army. In the winter of 1950, General Fu Zuoyi transferred his insurgent troops stationed in Suiyuan, which had participated in the peaceful liberation of Beiping, to Jingxian County, Hebei Province for rectification. With the approval of the Central Military Commission, the Seventh Division received a number of new soldiers from Jiangsu, Hubei, Hunan, and Henan, and on this basis, the 109th Division of the 37th Army of the 23rd Corps of the Chinese People's Liberation Army was established.

On May 7, 1951, the 109th Division marched to the front line to resist US aggression and aid Korea. The 109th Division stubbornly withstood the indiscriminate bombardment of the "air superiority" of the "United Nations" aircraft, paid a considerable price for sacrifices, set a record of using machine guns to shoot down arrogant enemy planes that could clearly see the faces of pilots, successfully completed the task of building two military airfields, and made outstanding contributions to supporting the Chinese People's Volunteers and the campaign to resist US aggression and aid Korea.

At the end of November 1952, after returning to the motherland, the unit rested in the area of Dingxian County, Hebei, and in April 1953 it was reorganized into the Second Division of the Chinese People's Liberation Army, with Wen Hanmin as the division commander, An Enda and Tian Suimin as deputy division commanders, Miao Shusen as political commissar (later vice minister of the Ministry of Construction and Engineering), Jia Huaizhou, chief of staff, Long Hongliang, deputy chief of staff, and Jin Tao, director of the Political Department. There are four, five and six regiments. In the spring of 1953, the 4th and 6th regiments went to the northeast Kuandian region to undertake the construction of two military airfields, and the 5th regiment was transferred to Changchun and accepted the glorious task of building the Changchun First Automobile Plant.

In the winter of 1953, the headquarters of the 2nd Division and the 4th and 6th Regiments were transferred to Tianjin. And received business and technical training from the second construction engineering company directly under North China.

In June 1954, the team of the Second Jian Division and the Second Company of Huazhi went to Baotou, Inner Mongolia to jointly undertake the construction of military factories such as Plant 447, Plant 617, and Plant 4O 8 among the 156 key projects of the national "First Five-Year Plan" and the industrial base of Baotou Iron and Steel Company.

In late April 1955, according to the order of Chairman Mao Zhu Commander-in-Chief to transfer to work, all the commanders and fighters of the Second Construction Division were collectively transferred to other jobs, and formally merged with the Second Construction Engineering Company directly under North China to establish the North China Baotou Engineering General Company of the Ministry of Construction and Engineering. Since then, this heroic unit with a glorious tradition has bid farewell to steel guns, taken off its military uniform, and joined the construction industry that has added bricks and tiles to the construction of New China, completing the transformation from soldiers to construction workers.

The third source of "102": the third-line construction team composed of personnel from Beijing's construction, building materials, medical and health units. In September 1966, the State Construction Commission agreed to the Ministry of Construction "Report on Dispatching Beijing Construction Strength to Support the Construction of the Central and Southern Third Lines". The Beijing Municipal Planning Commission, the Beijing Urban Construction Commission and the Beijing Municipal Construction Bureau decided that 5,828 (including 4,577 workers and 1,251 cadres) of the Beijing Sanjian Company were transferred to Hubei to participate in the construction of the Second Automobile Corporation. At the same time as Beijing Sanjian Company, the third-line construction tasks were accepted, and the personnel of the supporting units under the Beijing Municipal Construction Bureau (machinery transportation, equipment installation, construction production, building materials production, timber mills and other industrial units) and the medical staff of major hospitals in the Beijing Municipal Health Bureau system, as well as graduates of construction technical schools, health schools, and nursing schools, totaling nearly 10,000 people.

In March 1969, Beijing Sanjian Company established a leading group for transfer and relocation and a Beijing left-behind office, and from the end of March to July, all the reorganization system was moved to the construction base of the second automobile manufacturing plant in Shiyan City, and the company's subordinate units were organized into the "102" project headquarters under the supply management office, the first, second and third engineering regiments, the machine transport group, the installation regiment, the material department, the component factory and other subsidiaries. After more than three years of arduous struggle, by the end of 1972, the first, second and third engineering regiments had successively undertaken the construction tasks of 590 building numbers in 37 units (including 23 specialized factories).

On November 5, 1972, the State Capital Construction Commission issued a document to the Hubei Provincial Revolutionary Committee and the Beijing Municipal Revolutionary Committee (Jiange Shizi No. 503): Notice on transferring more than 10,000 people from the former Beijing Third Construction Engineering Company and its affiliated units under the General Headquarters of the Second Automobile to Beijing to undertake construction tasks.

On November 24, 1972, the Party Committee of the Second Automobile Construction General Headquarters decided to transfer the former Sanjian Company and its affiliated units back to Beijing, and commented on it: "You have carried forward the fine traditions of the working class in the capital, actively undertaken the construction task of 54% of the total area of the Second Automobile Project, contributed to the construction of the Second Automobile Project, and made great achievements." It has left a glorious chapter in the history of the construction of the second automobile plant." On November 28, the General Headquarters of FAW Construction conveyed the documents of the State Construction Commission to the relocation unit and the provisional leading group of Yibu Beijing Sanjian Company, composed of Zhou Zongyuan, Wang Chunting, Zhang Baifa, Huang Bingwen, Jia Ping, Li Yuzeng, etc., was responsible for presiding over the relocation work of Beijing Sanjian Company and the preparation of Beijing construction tasks. In January 1973, the team of Beijing Sanjian Company, the former "102" project headquarters of the State Construction Commission, was moved back to Beijing in phases and batches.
