With the accumulation of farmers' application and use, rural homestead land resources are becoming less and less, and some villages even have no land to build houses. In order to strengthen the management of rural homesteads and maximize the use of rural homesteads, since entering 2020, the state has begun to actively explore a series of rural homestead reform content. In August 2022, the Ministry of Agriculture and Rural Affairs released the Summary of Responses to the Proposal on Recommendation No. 02954 of the Fifth Meeting of the 13th National Committee of the Chinese People's Political Consultative Conference. Among them, the problems of voluntary paid withdrawal and paid use of rural homesteads have been analyzed, and rural homesteads are related to the interests of hundreds of millions of people in rural areas. Therefore, any change in rural homesteads affects the hearts of the people, and the paid use of rural homesteads by peasant friends should be more understood.
At present, 104 cities, counties and districts in the mainland have been included in the pilot areas of rural homesteads, and have begun to explore the feasibility of paid use of rural homesteads. So what is paid use of rural homesteads? Speaking of rural homesteads, we have to mention Article 10 of the Interim Administrative Measures for Rural Homesteads issued by the Ministry of Agriculture and Rural Affairs in November 2022, which stipulates that rural villagers can only own one homestead per household, and the area of the homestead must not exceed the standard area stipulated by the province, autonomous region or municipality directly under the Central Government.
After understanding this homestead policy, let's go back to the question at the beginning, what is the paid use of rural homesteads? Paid use, as the name suggests, is a charge for rural homesteads. However, not all homesteads require payment to use, and the fees are mainly for farmers who exceed the area of the homestead, in other words, the homestead applied by the farmer does not need to pay a paid user fee within the specified standard area. Secondly, even if the farmer's homestead exceeds the area, as long as he is willing to withdraw, he does not need to pay the paid use fee for the overarea of the homestead.
However, if a rural household owns multiple houses or one household, the total area exceeds the standard area stipulated by the province, autonomous region or municipality directly under the Central Government, that is, the excess part needs to pay a paid user fee. Then some farmer friends have to be curious, how is the overarea of the homestead charged, and how much is a square meter? First of all, we must understand that rural homesteads are assets belonging to local village collectives and do not belong to local governments. Therefore, the standards for charging for the over-area of homesteads are also different, and each township has its own set of charging standards. Taking Dongzhi County, Chizhou City, Anhui Province as an example, according to the "Interim Measures for the Paid Use of Rural Homesteads in Dongzhi County (Ending April 30, 2024)" issued by the local government in 2023, the charging standards for the paid use of rural homesteads are stipulated.
Take the overarea of the homestead by 1 square meter to 50 square meters as an example, in accordance with the provisions of the Measures. Farmers with excess area need to pay a paid user fee of up to 100 yuan per square meter per year, that is, 2 yuan per square meter per year. If the homestead exceeds the area by 51 square meters to 100 square meters, it will be calculated at 5 yuan per square meter per year, that is, the maximum amount of 500 per year for farmers with excess area is 500. If the area of the farmer's homestead exceeds 101 square meters to 150 square meters, it will be calculated according to the square meter of 8 yuan per year, and the maximum annual paid use fee of 1200 yuan for the excess area of the homestead will be charged. If the area of the farmer's homestead exceeds the area of 150 square meters, it will be calculated at 10 yuan per square meter per year. In other words, when the farmer's homestead exceeds the area of 150 square meters, the annual paid user fee of the homestead is 1,500 yuan per year.
According to the Anhui Provincial Measures for the Management of Rural Homesteads, if farmers apply for homesteads in suburban areas, rural market towns and polder areas, the maximum cannot exceed 160 square meters. Secondly, in the Huaibei Plain area, the maximum farmer's homestead cannot exceed 220 square meters, and finally the use of wasteland and barren mountains to build a homestead, the maximum cannot exceed 300 square meters. If it exceeds these standard areas, it is considered to be oversized by the homestead and a fee is required.
Therefore, farmers in Anhui Province can take a seat and see what kind of land your family uses for the house built, and the total area of the homestead charges exceed the standard, and it is clear how much money needs to be paid when calculating. The good news is that according to the "Measures" of Dongzhi County, as long as it is a farmer friend, it is a one-time payment of the paid use fee for the excess area of the homestead for 10 or 20 years. You can also enjoy preferential policies, up to 20% of the total cost, of course, if there are farmer friends who have oversized homesteads and are unwilling to pay, they may have to add late fees.
In the end, the author wants to say that it is clear that only a very small number of areas pilot rural homesteads are used for paid use in excess of area. It is necessary to know that since ancient times, there has been no precedent for charging homesteads in the mainland, so it is still unknown whether the paid use of rural homesteads can be popularized on a large scale in the end, so peasant friends do not need to panic.
