Born in June 1904, he joined the Communist Party of China in 1944, joined the work in 1941, and served as the deputy township chief of Kongzhuang and the director of the Poor Congress in Shahe County. In 1952, he became the president of the Agricultural Production Cooperative of Heidi Village. In 1951, he was rated as a model worker in Hebei Province, and in 1954, he was rated as a national model worker; In September 1954, he attended the First National People's Congress as a deputy and was received by Chairman Mao, Liu Shaoqi, Zhou Enlai and other central leaders. In 1958 and 1963, he was elected as a deputy to the Provincial People's Congress. He died in April 1969 at the age of 65 due to ineffective medical treatment.

In the spring of 1952, with the help of his superiors, the Heidi Village Agricultural Production Cooperative was established, and Yuanxing was elected as its president. According to the opinions of the masses, Yuanxing properly solved the problem of land, agricultural tools, trees and large livestock entering the society, and formulated a reasonable method of land dividends. In order to give full play to the superiority of the collective cultivation of the land of the agricultural cooperative, they planted cotton in the east of the village, sorghum and corn in the southwest of the village, and millet in the west of the village according to the soil quality and soil strength. They also use the characteristics of each member according to their strengths. In this way, the agricultural community basically achieved "people do their best, the land to do their best", so the first year of the establishment of the cooperative has achieved a bumper harvest.

While grasping agricultural production, Yuanxing also paid special attention to afforestation. Under the leadership of YuanXing, agriculture, forestry and animal husbandry have developed in an all-round way and remarkable changes have taken place. Historically, the black rice cooks who have not been able to eat enough bran vegetables have surplus grain and surplus money, and have become a wealthy mountain villa that people yearn for. They turned around and did not forget the country, voluntarily donated wheat to support the War to Resist US Aggression and Aid Korea, actively planted cotton, enthusiastically handed over surplus grain, and supported national construction.
