Chapter I General Provisions

Article 1: In order to strengthen the construction management of manufacturers entering the factory and ensure construction safety, these measures are specially formulated.

Article 2: These Measures are applicable to the construction management of manufacturers entering the factory, excluding visitors and meeting personnel, and other restaurants, house supervisors, security guards and other outsourcing personnel shall refer to these Measures for implementation.

Article 3: The definitions of individual terms involved in these Measures are as follows:

(1) Hot operation: construction operations that generate sparks during the operation and may cause fire hazards, such as open flame, cutting, grinding and other operations.

(2) Temporary power operation: During the operation, the extension wire must be temporarily used to connect to the construction work of 220V (inclusive) or more power supply.

(3) Climbing operation: construction work with a working height of more than 2 meters above the datum.

(4) Holiday construction work: the operation carried out during the period when the holiday time is less than 2 days (inclusive) and the number of personnel in the factory area is greater than 1/2 of the total number of employees.

(5) Long-term holiday construction work: the operation carried out during the period when the holiday time is more than 3 days (inclusive) and the number of personnel in the factory area is less than 1/2 of the total number of employees.

Chapter 2: Application for Factory Entry

Article 1: The construction unit entering the factory must fill in the "Application Form for Entering the Factory" before starting construction, and only after being approved by the supervisor of the contract-issuing unit can it enter the factory.

Article 2: The "Application Form for Entering the Factory" must indicate the list of construction personnel (provide a special operation qualification certificate, a copy of ID card and a 1-inch photo), and the tools required to enter the factory, so as to apply for the "Entering Construction Certificate" and conduct safety inspections on the tools entering the factory.

The validity of the identity documents of the construction personnel shall be verified by the contracting unit.

Article 3: Hazardous operations involved in the construction process, including hot operations, temporary electricity use, and climbing operations, shall go through the approval procedures for hazardous operations in advance before construction.

Article 4: The contract-issuing unit shall make statistics on the construction projects applied for entry into the factory on the same day, fill in the "Statistical Form of Construction Projects Entering the Factory", and notify the safety commissioner and other relevant departments.

Chapter III: Management of the Construction Certificate for Entering the Factory

Article 1: The personnel entering the factory construction must be trained by the safety commissioner, and after passing the training, the "Entering the Factory Construction Certificate" will be issued before entering the factory for construction.

Article 2: The safety training content for construction personnel includes:

(1) Konka Electronics Company safety management system;

(2) Hazard sources and safety precautions existing at the construction site;

(3) Emergency handling plan for construction accidents.

During the above training process, the training signature record should be kept.

Article 3: The "Factory Construction Certificate" must post the photos of the construction personnel themselves and affix the "safety training qualification seal".

Article 4: The "Factory Construction Certificate" shall indicate the construction area, and the construction personnel shall not enter other areas.

Article 5: The "Entry Construction Certificate" shall indicate the valid period of use, and the certificate that exceeds the validity period shall not be used. If it is necessary to extend the period of use, the contractor shall contact the safety officer to change it.

Article 6: The "Factory Construction Certificate" is used exclusively by special personnel and shall not be lent or altered from each other. If lost, it should be replaced in time.

Article 7: With the "Entry Construction Certificate", construction personnel must register at the designated time and designated exit doorman when entering and leaving the factory. If the "Factory Construction Certificate" is not processed, it is not allowed to enter the factory for construction.

Article 8: After the completion of construction, the "Construction Certificate for Entering the Factory" shall be recycled by the contract-issuing unit and submitted to the safety commissioner for cancellation.

Article 9: The handling and cancellation procedures of the "Construction Certificate for Entering the Factory" shall be recorded.

Article 10: For temporary operations of less than 8 hours, when the construction personnel enter the factory, they shall go through the temporary registration procedures at the doorman, and there is no need to conduct training and apply for the "Entry Construction Certificate", but the responsible person designated by the contracting unit shall be responsible for relevant safety publicity work.

In the process of temporary operation, if it involves fire, climbing and other operations, the safety commissioner must conduct safety training and education for the construction personnel, but it is not necessary to apply for the "Factory Construction Certificate".

Chapter V: Management of Hazardous Operations

Section 1 Management of hot operations

Article 1: Before the hot operation, the "Hot Work Approval Form" shall be processed in advance, and the construction can only be carried out after approval by the supervisor of the applicant unit and the supervisor of the on-site unit. The approval form is for local use on the day only.

Article 2: The "Hot Work Approval Form" shall indicate the content of the fire, the time of the fire and the person responsible for the construction unit on site.

Article 3: Hot work is limited to 8:00~18:00, and hot work is not allowed at other times. If overtime work is necessary beyond the scheduled completion time, it must be approved in advance by the supervisor at the next higher level.

Article 4: Hot work is strictly prohibited in the following areas:

(1) Raw material warehouse;

(2) Chemical warehouse;

Article 5: When starting hot work, the applicant unit and the on-site unit shall each appoint a supervisor to supervise and manage the whole process of construction site safety. Supervisors shall not leave their posts.

Article 6: Before hot work, the construction plan and inspection items formulated by the supervisor in accordance with the "Hot Work Approval Form" must confirm and sign the "Hot Work Approval Form" before the hot work can be carried out. The focus should be on checking whether there are flammable dangerous substances in the construction area and doing a good job of isolation and protection measures.

Article 7: The hot fire safety area shall be demarcated at the construction site, centralized management shall be implemented for the hot operation, and relevant interference between the operations shall be prevented.

Article 8: The manufacturer shall allocate the fire extinguishing equipment by itself, and the supervisor shall check the effectiveness of the fire extinguishing equipment.

Article 9: In the process of hot operation, when the fire probe may cause false alarm, ventilation and smoke exhaust measures should be taken.

Article 10: In the process of hot operation, the supervisor has the right to request the construction manufacturer to stop the operation and rectify the potential safety hazards found, and record the treatment process in the "Hot Operation Approval Form".

Article 11: During the break, all power and gas sources should be turned off, and the supervisors should take turns to stay.

Article 12: After the completion of the hot operation, the supervisor shall inspect and confirm the items proposed in the "Hot Work Approval Form", eliminate hidden dangers, and sign the "Climbing Operation Approval Form" before the construction personnel can be allowed to leave the factory. At the same time, the construction unit should appoint 1~2 construction personnel to stay with the supervisor to prevent the relapse of residual ash.

For construction work on normal working days, after the end of hot construction, it should stay for more than 60 minutes;

Holiday construction work, after the end of hot construction, should stay for more than 120 minutes;

During long-term holiday construction work, after the hot construction is completed, you should stay for more than 180 minutes.

The above left-behind process should be recorded in the "Hot Work Approval Form".

Section 3: Management of Ascending Operations

Article 1: When climbing the operation, the examination and approval shall be carried out, the "Approval Form for Ascending Operation" shall be processed, and the construction shall be carried out only after the approval of the supervisor of the applicant unit and the supervisor of the on-site unit. The approval form is for local use on the day only.

Article 2: Climbing operations are limited to 8:00~18:00, and climbing operations are not allowed at other times.

Article 3: Climbing operations should avoid high temperature in summer and cold weather in winter. When there are strong winds, heavy rain and frost weather, outdoor climbing operations shall not be carried out, and outdoor scaffolding, escalators and other climbing tools shall be dismantled or reinforced.

Article 4: During the climbing operation, the applicant unit and the on-site unit shall each appoint a supervisor to supervise and manage the whole process of construction site safety. Supervisors shall not leave their posts.

Article 5: The construction unit shall ensure the health of the climbing operators, and prohibit the elderly and infirm and women from climbing the height.

Article 6: Climbing workers must wear tight clothes and pants, and must not wear slippers. It is forbidden to run and play in high places, let alone sleep and rest in high places.

Article 7: According to the height of the operation and the difficulty of construction, select reasonable climbing tools, such as escalators, scaffolding, scaffolding, erections, elevators, etc., and ensure the safety and reliability of climbing tools.

Article 8: Climbing operators must be equipped with necessary safety protective equipment, such as safety helmets, safety belts, safety ropes, safety nets, etc.

Article 9: Protective isolation warning belts shall be enclosed around the construction site to prevent idle personnel and vehicles from entering.

Article 10: Before the operation, the construction plan and inspection items formulated by the supervisor in accordance with the "Climbing Operation Approval Form" must confirm and sign the "Climbing Operation Approval Form" before the construction operation can be carried out.

After the completion of the operation, check and confirm one by one according to the items proposed on the "Climbing Operation Approval Form", eliminate hidden dangers, and sign the "Climbing Operation Approval Form" before the construction personnel can be allowed to leave the factory.

Chapter VI Management of Construction Personnel

Article 1: With the "Entry Construction Certificate", construction personnel must register at the designated time and designated exit doorman when entering and leaving the factory. Without applying for the "Entry Construction Certificate", it is not allowed to enter the construction operation.

Article 2: Enter the construction site of the factory area according to the designated route, and it is strictly forbidden to enter other non-construction areas.

Article 3: It is strictly forbidden to smoke, defecate casually, and steal in the factory area.

Article 4: When constructing in the factory, it is strictly forbidden to work with bare chest and back, wear slippers, and wear uniform work clothes marked with the name of the construction unit.

Article 5: It is forbidden to eat at the construction site, and it is not allowed to bring instant noodles, bread and other foods into the factory area.

Article 6: Construction personnel engaged in special operations shall obtain the corresponding "Special Operation Qualification Certificate"; Those who fail to collect evidence must not engage in special operations.

Article 7: Construction personnel shall abide by safe operation procedures and wear necessary protective equipment.

Article 8: After the completion of construction on the same day, except for the remaining personnel, all other construction personnel must leave the factory in time and shall not stay and wander.

Chapter VII Management of Construction Vehicles

Article 1: When a construction vehicle enters the factory area, it should submit the driver's license at the doorman, go through the replacement procedures, and obtain the "Factory Vehicle Pass" before entering the factory area. When leaving the factory, you must complete the departure procedures at the original entrance.

Article 2: Vehicles entering the factory area should drive according to the speed limit of the designated route, the speed of entering the factory entrance is not more than 5km/h, the driving speed on the straight road is not more than 20 km/h, and the speed at the turn is not more than km/h.

Article 3: During the rush hour (**:**~**:**), vehicles are prohibited from entering the factory area, and the unified dispatch management of the doorman is obeyed.

Article 4: Vehicles entering the factory area should clean their wheels and body to avoid pollution of the road surface by the sludge of the tires of the transport vehicle;

Article 5: When driving in the factory, attention should be paid to avoiding pedestrians and surrounding materials to prevent collision or damage to objects.

Chapter VIII Management of the Construction Environment

Article 1: During the construction process, the construction waste generated shall be centrally placed in accordance with the designated location, and the factory area shall be cleaned up regularly.

Article 2: The materials required during the construction process shall be placed in accordance with the designated place and marked by line, and shall not occupy roads, logistics passages and fire passages.

Article 3: Gas cylinders, engine oil and other items used in the construction process that may cause fire and explosion hazards shall be cleaned and transported out of the factory after the daily construction is completed, and shall not be stranded at the work site.

Article 4: After the daily construction is completed, the contractor shall inspect the 5S and safety matters of the construction site and eliminate all potential safety hazards before allowing the manufacturer to leave the factory.

Chapter IX: Supervision and Inspection

Article 1: The construction unit shall designate a special person responsible for project safety to be responsible for the unified management of the construction site and construction personnel. Before the daily construction, the necessary safety publicity is carried out for the construction personnel, and the construction safety matters of the day are deployed, which are recorded in the "Construction Status Safety Record Form".

Article 2: The applicant unit and the on-site unit shall appoint supervisors to supervise and manage the safety of the fire and climbing operations, discover potential safety hazards, and coordinate and deal with them in a timely manner. When the circumstances are serious, it should be reported to the department head and company leaders step by step, and the safety officer should be notified.

Article 3: During the construction work during the long holiday, 1~2 supervisors above the ** level should be appointed to be responsible for the construction safety supervision and management of the whole plant.

Article 4: The safety commissioner shall inspect the construction work of the whole plant, find problems, and solve them together with the construction unit, the contracting unit and the supervision unit, and record it in the "Safety Inspection Record Form".

Article 5: Other units and individuals have the right to report and supervise the potential safety hazards that occur during the construction operation of the manufacturer, and report to the relevant units and supervisors.
