Strengthen three initiatives
Adhere to the guidance of party building. Give full play to the fighting bastions of party organizations and the leading and exemplary role of village "two committees" teams, persist in taking collective economic development as an important work content of rural grassroots party organizations, use themed party days, three sessions and one lesson, villagers' meetings and other channels to strengthen publicity and guidance on the development of village collective economy, actively mobilize the enthusiasm of party members and cadres in their jurisdictions to support and participate in the development of village collective economy, and gather a strong joint force for development.
Adhere to local conditions. Fully according to each village's own resource endowment and development status, adhere to measures according to local conditions and village policies, effectively revitalize assets, use existing resources, actively innovate methods and methods, and take the path of diversified development. In accordance with the idea of "one village, one plan", through measures such as soliciting opinions, on-site inspections, and meeting research, we will find out the bottom line, broaden the channels, find good projects, and formulate a work plan for developing and strengthening the village collective economy.
Persist in overall planning. Include the development of the village-level collective economy in the annual comprehensive assessment, as an important part of the evaluation and assessment of the party building report by the secretary of the village party organization, promote the system of linking the performance of village cadres with the development of the village collective economy, fully dispatch the entrepreneurial passion of village cadres and officials, and strictly establish a good orientation for "rewarding the good and punishing the inferior" officers for starting a business. At the same time, establish a village collective economic development account, regularly supervise and inspect, analyze and judge at any time, and ensure that tasks are completed on schedule.
Explore four modes
Village-enterprise cooperation model. The party branch of Xingzhuang Village signed an agreement with Hongjie Characteristic Planting Co., Ltd. on "order planting", transferring more than 100 mu of land, and the village collective was responsible for planting vegetables such as beans, peppers, cabbage, etc., and finally the enterprise guaranteed to buy, which is expected to increase the village collective income by 20,000 yuan.
Industrial development model. Establish and improve the characteristic industrial development model of "party branch + cooperative + base + farmer", on the basis of the original planting, adapt measures to local conditions, take innovative planting mode as the starting point, actively introduce new categories such as black beauty, bead pepper, konjac, Chinese medicinal materials, etc., and introduce new paths for the masses to increase income and become rich.
Resource revitalization mode. Fully tap all kinds of idle assets, revitalize idle assets, and let idle resources "move". Longdong Village took the special rectification work of wasteland as an opportunity to actively transfer long-term idle and abandoned land on a large scale through the village collective economic cooperative, and planted 1,800 mu of Chinese medicinal materials on a trial basis, which is expected to increase the village's collective economic income by 10,000 yuan.
Capable people drive the model. Kurikawa Town attaches great importance to the role of prosperity leaders, guides the establishment of cooperatives, and uses the "village committee + cooperative + prosperity leader" model to assist prosperity leaders to develop and expand characteristic industries and drive village-level collective economic income increase.
In the next step, Lichuan Town will continue to "do everything possible" to take multiple measures to develop the village collective economy, optimize the industrial pattern, drive the masses to increase employment and income, form a new pattern of "tripartite win-win" for enterprise development, village collective economic growth, and farmers' income increase, enhance the credibility and cohesion of village-level teams, and enhance the sense of gain and happiness of the masses.
