According to the arrangement of the "Drunken Central Plains, Tour Zhengdong" automobile consumption promotion activity, the 17 million yuan automobile consumption coupons of Zhengdong New Area will open the qualification verification channel on the "Zheng Haoban" APP at 15:00 on September 15, 2023, and the consumption coupon grabbing channel at 10 am on October 17.
1. Total amount of subsidy and subsidy standard
(1) New energy vehicle consumption coupons
A total of CNY 9.7 million was issued to 1,900 consumption coupons for new energy vehicles. Among them, 850 electronic consumption coupons of 4,000 yuan and 1,050 electronic consumption coupons of 6,000 yuan were issued.
According to the total amount of the invoice price and tax of the purchase car, new energy vehicles with a fare of more than 70,000 yuan (inclusive) and less than 150,000 yuan (excluded) can grab 4,000 yuan electronic consumption coupons; New energy vehicles with a fare of more than 150,000 yuan (inclusive) can grab 6,000 yuan of electronic consumption coupons.
(2) Fuel vehicle consumption coupons
1,820 fuel vehicle consumption coupons were issued, totaling 7.3 million yuan. Among them, 900 electronic consumption coupons of 3,000 yuan and 920 electronic consumption coupons of 5,000 yuan were issued.
According to the total amount of the invoice price and tax of the purchase of the car, fuel vehicles with a fare of more than 70,000 yuan (inclusive) and less than 150,000 yuan (excluded) can grab 3,000 yuan electronic consumption coupon; If you buy a naked car and drive a fuel vehicle with a fare of more than 150,000 yuan (inclusive), you can grab 5,000 yuan of electronic consumption coupons.
2. Subsidy targets
The new car ticketing time is from 0:00 on September 1, 2023 to 23:59 on September 30, 2023; The registration period is from 0:00 on September 1, 2023 to 23:59 on October 7, 2023.
Within the above time range, individual consumers (regardless of household registration) and enterprises that purchase small non-operational vehicles (including new energy vehicles and pickup trucks, excluding second-hand car transactions) of more than 70,000 yuan (inclusive) in participating automobile sales enterprises (the list of enterprises can be found on the activity page of the Zhenghaoban APP) can participate in the activity, and the purchase of vehicles must go through the new car registration and licensing procedures in Zhengzhou City. The purchase of new cars by party and government agencies and institutions is not within the scope of activity subsidies.
3. Subsidy process
(1) Unified verification (15:00 on September 15, 2023 to 17:00 on October 11, 2023)

Consumers who meet the rules of the event and complete the purchase and registration of new cars can enter the activity section of "'Drunken Central Plains, Tour Zhengdong' Zhengdong New Area Car Consumption Coupon" through the "Zheng Haoban" APP homepage at 15:00 on September 15, 2023 for qualification verification. 2. Individuals and enterprises must fill in the license plate number of the purchased vehicle for declaration (the license plate number submitted for verification must be the license plate number of the vehicle registered for the first time, and the license plate number after the license plate replacement cannot pass the qualification verification), and the enterprise declaration must use the personal account of the enterprise legal person to log in, and perform legal person authentication, and select the bound enterprise (if the enterprise is not bound, you can manually add the legal entity verification).
3. The qualification verification channel will be opened from 15:00 on September 15 to 5:00 on October 11, and all consumers who have completed the purchase and licensing of new cars in accordance with the requirements of the event can undergo qualification verification review. After filling in the license plate information and checking it correctly, click "Qualification Check" to view the verification status; If the qualification verification fails due to incorrect information, you can fill in and submit the verification again; If the verification is unsuccessful due to the temporary absence of data, the verification audit can be performed again on a later date.

1. Consumers who have passed the qualification verification can log in to the "Zheng Haoban" APP activity page from 10 am on October 17, 2023, and follow the principle of "fuel vehicles before new energy" to grab car consumption coupons in different time periods. Consumers who fail to pass the eligibility check will not be able to collect the coupon.
The specific timeline is:
At 10 a.m. on October 17, a 3,000 yuan fuel vehicle consumption coupon will be rushed;
At 11 a.m. on October 17, a 5,000 yuan fuel vehicle consumption coupon will be rushed.
At 10 a.m. on October 18, 4,000 yuan new energy vehicle consumption coupons will be rushed;
At 11 a.m. on October 18, a 6,000 yuan new energy vehicle consumption coupon will be rushed.
2. For consumers who grab the coupon, the system will push the coupon package to the UnionPay account corresponding to the mobile phone number bound to the consumer's "Zheng Haoban" APP within one working day, and the user will log in to the "UnionPass" APP through the mobile phone number and view it in "My-Rewards-My Tickets" at the bottom of the homepage.
3. If the consumer does not register the "UnionPass" APP with the mobile phone number submitted for verification application in the "Zheng Haoban" APP, and can still successfully collect the consumption coupon after successful claim, the consumer needs to register the "UnionPass" APP with the mobile phone number that submitted the verification application, complete the registration and card binding process, and check and use it in the "UnionPass" APP.
Tips: Individual and corporate consumers can only grab one coupon per quota, and can only grab one car coupon at a time.
4. Rules for the use of consumption vouchers
(1) Consumption vouchers can only be used by designated offline merchants that support "UnionPay Payment Code" payment in the jurisdiction of Zhengdong New District (the list of merchants can be found on the QuickPay APP activity page), and participating merchants must have the function of accepting "UnionPay Payment Code". If any merchants who meet the conditions for the event have problems that cannot be written off, please call China UnionPay customer service: 95516.
(2) The electronic consumption coupon package consists of a single consumption coupon of 200 yuan, 500 yuan, 1,000 yuan and 2,000 yuan.
(3) When using a single consumption coupon, the consumption amount must be greater than the face value of the consumption coupon, for example, 200.01 yuan for a 200 yuan coupon can be used. Only one can be used for each settlement, and consumption vouchers cannot be stacked in a single settlement.
(4) The period of use of consumption vouchers ends at 24:00 on November 16, 2023, and the unused consumption voucher system will be withdrawn.
