According to statistics, Zhang He is the third "tiger" to be investigated on the website of the Central Commission for Discipline Inspection this month, and the fourth provincial and ministerial-level cadre in Hebei Province since the 19th National Congress.
Public information shows that Zhang He was born in December 1950 and moved to the west of Hebei. Zhang He has worked in Tangshan, Hebei Province for a long time, and has successively served as secretary general, vice mayor, mayor and secretary of the Tangshan Municipal Party Committee of Tangshan Municipal Government. In March 2005, Zhang He became a member of the Standing Committee of the Hebei Provincial Party Committee and became vice governor of Hebei Province the following year. In January 2011, at the age of 61, Zhang He resigned as vice governor of Hebei Province. Since then, he has also served as a special consultant of the provincial government and deputy secretary of the provincial government party group.

In June 2015, Chen Xuejun was informed that he was under investigation and arrested in July of the same year.
Yu Shan and Zhang He are "fellow villagers" and are both hebei qianxi people. In April 2003, Yu Shan became the vice mayor of Tangshan City, and in September 2011, he became a member of the Standing Committee of the Tangshan Municipal Party Committee. In June last year, Yu Shan, then director of Hebei Daily, was notified to be subject to censorship and investigation. It was indicted in February this year.
In addition, just one day before Zhang He's fall, the website of the Hebei Provincial Discipline Inspection Commission supervision commission published the news that Li Fandong, former director of the First Discipline Inspection and Supervision Office of the Hebei Provincial Discipline Inspection Commission, was suspected of serious violations of discipline and the law and is currently under disciplinary review and supervision and investigation by the Hebei Provincial Discipline Inspection Commission. Public information shows that Li Fandong has served in the Discipline Inspection Commission of Hebei Province for a long time.
Zhang He has been retired for nearly a decade. In recent years, there have been numerous cases of leading cadres being investigated after retirement. According to public information statistics, since the Nineteenth National Congress of the Communist Party of China, nearly 20 provincial and ministerial-level cadres, including Chen Qianfeng, former vice mayor of Tianjin Municipality, Xing Yun, former deputy director of the Standing Committee of the Inner Mongolia Autonomous Region People's Congress, and Hu Huaibang, former chairman of the China Development Bank, have been investigated and punished after retirement.
Among them, Hu Huaibang was investigated and retired less than a year ago; Wei Chuanzhong, deputy director of the State Administration of Quality Supervision, Inspection and Quarantine, was investigated nearly 5 years after retirement; Zhao Shijie, former president of the Yunnan Provincial Higher People's Court, was punished by staying on party probation for one year after retiring for 11 years.
