With the theme of "Forging a Firm Sense of the Chinese National Community", "Online" relies on platforms such as "Study and Strengthen the Country", "Law Propaganda Online" and "Western Xia United Front" to organize cadres and workers to carry out study, education and exchanges on the party's ethnic theories, policies, and regulations; "Offline" carried out more than 20 poetry readings, mutual observation and learning, and themed publicity and education activities through "three sessions and one lesson". Strengthen the guidance of public opinion, publish theoretical knowledge and relevant propaganda information on the work of national unity and progress in various propaganda positions, and strive to maintain national unity and social stability.
Actively promote the experience and practice of "community party branches + grid party groups + party members", and go deep into the grassroots to carry out more than 20 national unity and progress activities such as "pairing and helping" and "doing practical things for the people". In political and legal organs, we have innovatively carried out the "Four Ones" national unity and progress building project, that is, "teaching a party course on forging the consciousness of the Chinese national community, conducting a seminar on national unity and progress, organizing a work investigation, and completing a comprehensive rectification and reform", so as to unite the strong joint force of all ethnic groups to work together in unity and common prosperity and development.
Give full play to the overall coordination role of the Ping An Xixia District Construction Coordination Group, take ethnic unity as the key work of safety construction, establish a "three-color" ledger of contradictions and disputes and key personnel classification by level, and accurately prevent and resolve social conflicts and disputes. Give full play to the advantages of the "high campus" in Xixia District, set up a professional legal popularization volunteer team with the participation of lawyers, legal service providers, gold medal mediators and other forces, and create characteristic publicity brands such as "Red Pomegranate Allegro" and "Happy Neighbor Good Voice". Carry out in-depth training projects of "one village, one residence, one legal adviser" and "people who understand the law". Relying on the Law Society to carry out ethnic work and rule of law publicity practice, truly let the rule of law shine in all corners of Xixia District.
A total of 665 grids were scientifically divided into 82 villages (residences), and comprehensive management centers were set up in each town (street) and village (residence) to investigate and resolve conflicts and disputes over ethnic factors. Explore the mechanisms of "mutual governance of community associations and two communities" and "linkage and integration of police + grid", and promote "big governance" with "small grid". It took the lead in establishing Ningxia's first comprehensive service center for social governance, and the "one-stop full-chain conflict and dispute resolution model" was rated as a demonstration construction project of the rule of law government in the autonomous region. Carefully build 42 standardized police offices such as Huaiyuan Night Market, Northern University for Nationalities, Zhenbeibao Town Police Station, "Pomegranate Seed" Police Office, and "Yongliang Police Office", 2 "unmanned police stations", and set up 3 "Pomegranate Seed" volunteer teams. Innovate grassroots social governance co-construction, co-governance and sharing models such as "shared court" and "long-term system", and steadily advance the modernization of governance methods.
