New national standard introduced! Tea, alcohol, cosmetics and other packaging should be "slimmed down"
The State Administration for Market Regulation (SAMR) newly revised and issued the mandatory national standard for Limiting Excessive Packaging Requirements for Food and Cosmetics (GB 23350-2021), which has been officially implemented since September 1, 2023, standardizing the packaging requirements of 31 types of food and 16 types of cosmetics in terms of packaging void rate, number of packaging layers and packaging costs, and products that do not meet the new standards will not be allowed to be produced, sold and imported.
Problems such as the difficulty of climbing buildings for the elderly and the disabled are expected to be solved
Previously, the Law of the People's Republic of China on the Construction of Barrier-free Environment, passed at the third meeting of the Standing Committee of the 14th National People's Congress, will come into force on September 1, 2023.
The Law on the Construction of Barrier-free Environment stipulates that newly built, reconstructed, and expanded residential buildings, residential areas, public buildings, public places, transportation facilities, urban and rural roads, etc., shall comply with the standards for the construction of barrier-free facilities. The State supports the installation of elevators or other barrier-free facilities in existing multi-storey dwellings in old urban communities to provide convenience for the disabled and the elderly.
Legal aid reaches more people
The newly revised Procedural Provisions on the Handling of Legal Aid Cases came into force on September 1, 2023.
The revised procedural provisions consist of 46 articles in six chapters, covering five major aspects: clarifying the division of duties and handling principles, optimizing application procedures, improving review procedures, detailing assignment procedures, and standardizing the requirements for undertaking. It is mainly clarified that legal aid institutions shall announce to the public and promptly update the requirements for applying for legal aid; When applying for legal aid, applicants no longer need to submit proof of financial hardship forms, etc.
Improve systems and standardize the management of religious activity sites
Previously, Order No. 19 of the State Administration for Religious Affairs promulgated the Measures for the Management of Religious Activity Sites, which came into force on September 1, 2023. The Measures consist of 76 articles in 10 chapters, improving the management system for religious activity sites.
The Measures stipulate that no organization or individual may conduct commercial publicity in the name of a religious activity site or use the influence of a religious activity site to seek illegal benefits; Religious activity sites must not form affiliation, etc.
Special legislation! Safeguard the basic rights and interests of citizens outside the country
The Regulations of the People's Republic of China on Consular Protection and Assistance came into force on 1 September 2023, making it the first special legislation on consular protection and assistance and the security of Chinese citizens and institutions overseas.
The Regulations consist of 27 articles, the main contents of which include: clarifying the responsibilities and obligations of all parties in consular protection and assistance. Stipulate the respective responsibilities of the Ministry of Foreign Affairs, diplomatic missions stationed abroad, relevant departments of the State Council, etc., and clarify the self-protection obligations of Chinese citizens, legal persons, and unincorporated organizations abroad. Clarify the methods for accepting consular protection and assistance and the areas for performing their duties, so as to facilitate Chinese citizens, legal persons, and unincorporated organizations to consult and apply for consular protection and assistance.

Jiangsu: Special legislation to retain more health care personnel at the grassroots level
The Regulations on Primary Health in Jiangsu Province will come into force on September 1. In terms of access mechanism, the Regulations specify that recruitment of primary medical and health personnel may relax the registration requirements and reduce the proportion of examinations, and may not set the proportion of examinations for positions where recruitment personnel are really difficult.
Fujian: Electric bicycles are charged indiscriminately or fined
The Fujian Provincial Fire Protection Regulations will take effect on September 1, 2023, and make specific provisions on the parking, charging and other aspects of electric bicycles. The regulations also specify that if electric bicycles are parked in public areas such as public foyers, evacuation passages, safety exits, stairwells, etc., or electric bicycles are charged by pulling wires and sockets, the township (town) people's government and street office shall order corrections, and if they refuse to make corrections, they shall be fined accordingly to the units and individuals.
