In fact, as the first generative AI product released by the world's major manufacturers, Wenxin's basic model, Wenxin Da Model, was first released in China as early as 2019, and the recently upgraded Wenxin Da Model 3.5 also continued to rank first in more than ten authoritative evaluations at home and abroad.

As early as August 30, there was market news that the artificial intelligence large model license in Beijing will be issued soon, including Douyin (Skylark), Baidu (Wen Xin Yiyan), Baichuan Intelligent (Baichuan series), Tsinghua University (Zhipu Huazhang) and the Chinese Academy of Sciences (Zidong Taichu) and other enterprises and institutions have passed the record, and the product can be officially launched.
A series of AI large model products were launched, pointing to the "Interim Measures for the Management of Generative Artificial Intelligence Services" issued by the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, and the Ministry of Science and Technology in July. According to reports, the first batch of 8 large models that have passed the filing will be opened to C-end consumers for trial one after another.
This is also a new node for current generative AI governance.
In fact, since the Provisions on the Administration of Internet Information Service Algorithm Recommendations and the Provisions on the Administration of Deep Synthesis of Internet Information Services put forward the requirements for algorithm filing, the Cyberspace Administration of China has successively released four batches of domestic Internet information service algorithm filing lists and the first batch of domestic deep synthesis service algorithm filing lists, the latter covering Meituan, Kuaishou, Taobao, Damai, Kugou Music, Baidu Wenxin Yige and other popular applications.
At the same time, major app stores have also begun to strengthen the review of the completion of algorithm filings by apps. According to Article 13 of the Provisions on the Administration of Deep Synthesis of Internet Information Services, if AIGC products fail to perform algorithm filing in accordance with relevant laws and regulations, app stores have the right to take measures such as not listing, warning, suspending services, or removing from the shelves.
In addition, the Interim Measures for the Administration of Generative Artificial Intelligence Services, which came into effect on August 15, also put forward algorithm filing requirements for AIGC products. This also means that as an important regulatory measure in the field of artificial intelligence, algorithm filing has become the entry threshold for AIGC products.
"In view of the long time required for algorithm filing, it is recommended that enterprises that need to perform algorithm filing carry out algorithm filing as soon as possible." In addition to algorithm filing, AI model licenses have also received market attention. In order to give full play to the versatility advantages of large-scale models and promote the real landing of large-scale model technology in the industry, the China Academy of Information and Communications Technology and all parties in the industry jointly prepared the "Paper Kite" open artificial intelligence model license, and the next step will be to release the "Paper Kite Open Artificial Intelligence Model License (Draft for Comments)".
In addition, according to Zhong Lun Law Firm, for AIGC product service providers, whether the product to be listed is an independent website, APP or mini program, basic qualification applications are required, including but not limited to ICP filing, public security network filing and relevant certificates. At the same time, due to the special nature of AIGC products, they often involve more complex business scenarios and functional requirements, and it is necessary to obtain qualification licenses such as "Network Culture Business License", "Online Publishing Service License", "Information Network Transmission Audiovisual Program License" or filing.
"AIGC products need to obtain a variety of qualification licenses before they can be put into operation. The acquisition of these qualification certificates is not only the basic condition for protecting the legal operation of enterprises, but also an important means to protect the rights and interests of enterprises themselves.
