However, this does not mean that the mainland's state-owned enterprises have not encountered difficulties. At a time when market competition is becoming increasingly fierce, many formerly wealthy and powerful state-owned enterprises or central state-owned enterprises are also facing a certain degree of shrinkage and decline.
For various reasons, many companies that should have prospered and created more value and jobs for society have gone bankrupt and collapsed. The heavy losses suffered by these companies are a heavy blow to themselves and society as a whole, especially for the large number of employees among them.
Under such circumstances, more help and attention should be given to the laid-off or laid-off personnel. But in fact, for a long time, they received relatively little support, and there were even absurd incidents such as government departments' "chicken soup for the soul" style of reassuring layoffs.
Fortunately, after the remarkable results of the anti-corruption struggle in recent years, rectification and reform in many central enterprises such as "banking department" and "steel department" has become the norm and achieved obvious results. Especially under the current situation, and the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China put forward the requirements of improving the hearing system, strengthening judicial justice, and promoting governance according to law; We can see that slogans such as "remove garbage", "demolition of illegal construction", and "crackdown on gangs and eliminate evil" have become a general consensus. Although the practice of "killing chickens and guarding monkeys" may cause doubts and criticism, it has in fact served as a warning.
So, how to protect the interests of laid-off or laid-off employees in the context of the new era? On the one hand, it is necessary to accelerate the construction of an inclusive people's livelihood security system to ensure basic living needs; In addition, it is necessary to carry out all-round rescue through three aspects: legislative norms, policy support and organizational coordination:

When formulating relevant policies, consideration should be given to safeguarding the rights and interests of employees in a long-term and effective manner, and incorporating them into the corresponding regulatory framework. At the same time, attention should be paid to whether the coverage is extensive and whether the system is perfect.
2. Policy support
For those who have lost their sources of income and lack of pension security, they can consider adopting tax relief measures or other financial subsidies to help; At the same time, they can also be promoted to return to the mainstream employment force through training transfer payments and employment training subsidies (including entrepreneurship).
3. Organize and coordinate
Bank credit service institutions can actively participate in the investment of relevant project funds and provide technical support for risk prevention and control; From the perspective of attracting investment, local governments can give priority to high-end leading capacity projects with strong stable employment ability and environmental protection standards for incubation and landing; Non-governmental organizations and non-profit organizations can carry out volunteer service activities and provide psychological counseling services.
In short, "there are no two days and no two lives." We must always remember that no action should focus on short-term interests and ignore the big picture – especially those who are competitive in the market but lack environmental responsibility or even infringe on the public interest; Only by truly following the idea of "scientific outlook on development" to promote the improvement of productivity level and the hard integration of environmental protection can we truly succeed!
