Article 47 of the Implementation Measures Any unit or individual that discovers a fire shall promptly report to the police. The person who caused the fire, the person at the scene of the fire, and the person in charge of the fire site have the obligation to immediately report the fire.
The person in charge of the fire site and the personnel familiar with the situation of the fire site shall truthfully report to the fire extinguishing command personnel whether there are persons in distress at the fire scene, whether there are flammable and explosive dangerous articles and other important information.
It is strictly forbidden to lie about fires and dangers. Telecommunications business units shall assist public security organs and fire rescue agencies in verifying and handling acts of falsely reporting fire or dangerous situations.
Article 64 of the Fire Protection Law of the People's Republic of China Whoever violates the provisions of this Law and commits any of the following acts, which does not constitute a crime, shall be detained for not less than 10 days but not more than 15 days, and may also be fined not more than 500 yuan; where the circumstances are minor, a warning or a fine of not more than 500 yuan shall be given:
(1) Instructing or forcing others to violate fire safety regulations and operate at risk;
(2) Causing a fire through negligence;
(3) Blocking the alarm after a fire breaks out, or failing to report to the police in a timely manner;
(4) Disturbing the order of the fire scene, or refusing to carry out the command of the fire scene commander, affecting fire fighting and rescue;
(5) Intentionally destroying or falsifying the scene of a fire;
(6) Unpacking or using places or parts sealed by fire rescue agencies without authorization.
