Inter Milan have identified Fullarin Balogon as a top target but have refused to pay Arsenal's hefty transfer fee.
According to journalist Alfredo Pedula, Inter Milan want to bring in Barogon after the deal to bring in Romelu Lukaku broke down. However, Inter do not want to meet Arsenal's request for a £50 million transfer fee. The amount Inter is willing to spend is £40 million, including a surcharge.
Inter Milan also have some backup plans in place if they are unable to convince Arsenal to release Balogon. Alternative targets include West Ham United's Gianluka Scamarca and Atletico Madrid's Alvaro Morata.
Rome was also determined to bring in Morata. The Spanish striker's release fee is only 21 million euros. Meanwhile, West Ham are open to a loan deal with Scamarca with a purchase option.
Inter are understood to have met with Morata's agent, while Inzaghi also gave the green light for the deal. Atletico are still looking to charge a €21 million release fee, but Inter are hesitant to meet that figure.
Inter Milan does not want to rush the decision and will continue negotiations with Arsenal on the issue of Balogun. The young American was impressed by his loan loan at Reims last season. He scored 22 goals in all competitions, including 21 in Ligue 1.
Balogun has not been trusted by boss Mikel Arteta this summer, the American who has played a few games for Arsenal but has not performed well and could be sold by Arsenal.
