Circular of the People's Government of Tancheng County on strengthening the management of trucks in urban areas

In order to strengthen the management of road traffic safety in the urban area of Tancheng County, standardize the order of the passage and parking of trucks, prevent the occurrence of major and extraordinarily serious road traffic accidents, effectively protect the safety of people's lives and property, and improve the living environment of the people, in accordance with the "Road Traffic Safety Law of the People's Republic of China", "Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China" and other laws and regulations, adhere to the principle of "safety, standardization and convenience", after study, it was decided to implement management measures for the restriction and prohibition of parking of trucks on some roads in the urban areas of our county. Notice is hereby given as follows:

1. Restricted and prohibited areas and time periods

(1) Restricted and prohibited areas: East to S230 (not included) - Renmin Road (included) - Shuhe Road (included), south to South Ring Road (not included), west to Industrial Road (not included) - Renmin Road (not included in the section between the highway and Industrial Road) - Yu Highway (not included in the section between Renmin Road and Shitan Road) - Shitan Road (not included in the section between the highway and Xingye Road) - Xingye Road (not included), north to S230 line (not included) The closed area formed by the connection is a restricted and no-stop area. (2) Restricted and prohibited periods: 5:00-22:00 every day. II. Management measures for driving restrictions and stops:

(1) Light trucks and pickup trucks (multi-purpose trucks) are not restricted from driving around the clock.

(2) Medium-sized vans and closed ordinary trucks with a length of no more than 6 meters and a total mass of no more than 8 tons shall travel from 7 a.m. to 9 a.m. and from 17 a.m. to 19 p.m. daily, and there is no restriction on other times.

(3) Dangerous goods transport vehicles, highly toxic chemical transport vehicles, low-speed trucks, three-wheeled vehicles, and trucks that do not meet emission standards are restricted from driving around the clock.

(4) Other trucks legally registered with the traffic management department of the public security organ, due to production and living needs, really need to pass in restricted areas and time periods for refined oil, natural gas and other hazardous chemical transport vehicles, emergency rescue, road wrecker cleaning, power communication guarantee, heating and water supply emergency repair and other special purpose vehicles, domestic garbage removal, postal express, logistics distribution, engineering construction and other livelihood protection vehicles, and temporary entry and exit of restricted areas of trucks, must pass through traffic management 12123App, Changxing Linyi and other network platforms, Or go to the Tancheng Brigade of the Traffic Police Detachment of the Linyi Municipal Public Security Bureau to apply for a permit on site, and the vehicle that obtains the pass must strictly follow the time and route approved by the pass to enter the restricted area.

(5) It is forbidden for all restricted vehicles to park on both sides of the road during the restricted period and area (including parking spaces for small passenger cars set up on urban roads).

(6) The above-mentioned vehicles include new energy and non-new energy categories.

3. The relevant law enforcement departments will investigate and deal with the perpetrators of violations of the circular in accordance with laws and regulations, and those who obstruct state organ personnel from performing their duties in accordance with law will be dealt with in accordance with relevant laws and laws, and where a crime is constituted, criminal responsibility shall be pursued in accordance with law.

4. The passage and parking regulations for other trucks not covered in this notice shall be subject to the actual road traffic prohibition signs.

5. This Circular shall take effect from midnight on July 17, 2023, and the Notice of the Tancheng Brigade of the Traffic Police Detachment of the Linyi Public Security Bureau on Strengthening the Traffic Traffic Management of Freight Vehicles in Urban Areas of Tancheng County issued on January 5, 2020 shall be abolished at the same time.
