Immigration, Refugees and Citizenship Canada (IRCC) has issued the latest round of Express Entry EE invitations.

On July 12, the Department of Immigration's IRCC invited 3,800 candidates to participate in a draw based on the French-speaking category, with the lowest score in the Comprehensive Ranking System (CRS) of 375, a 64-point drop from last week's draw in the French-speaking priority category, another recent low.

This is almost an "amnesty" for EE French-speaking applicants.

The day before, on July 11, IRCC invited 800 candidates to participate in a project-wide lottery. The minimum CRS score required by candidates is 505 points, which is significantly higher than last week's selection invitations based on three categories, but still below the 511 points required for candidates in the July 4 draw.

Due to the impact of the "pandemic", the IRCC of Immigration Canada has a serious backlog of lottery and approval for Express Entry EE, resulting in a consistently high CRS score for applicants in the pool, and the normal all-category lottery score has always hovered around 485-495 points.

For example, a 25-year-old young applicant who graduated from a bachelor's + master's degree in Canada and accumulated one year of local work experience in Canada as an example, even if the IELTS score is close to the full score, his CRS score is only about 480 points, which is not enough to be invited by the recent Fast Track EE.

Fast Track EE invitations based on priority categories

Canada's Minister of Immigration, Sean Fraser, announced on May 31 that IRCC has finalized screening based on priority categories. These categories were expected after Bill C-19 was approved by the Canadian Parliament and became law last June. The law gives the immigration minister the power to invite economic immigration candidates who will support the Canadian economy and promote the French language outside of Quebec.

This means that ministers can invite newcomers based on specific attributes such as language or work experience, rather than focusing on overall CRS scores.

These categories were selected after discussion with stakeholders and provincial and territorial governments to identify the most critical gaps in Canada's workforce. They are as follows:

  • health care
  • Science, technology, engineering, and math (STEM) majors
  • Industries such as carpenters, plumbers and contractors
  • transport
  • Agriculture and agricultural products
  • Strong command of French

Implications for Chinese EE applicants

Among the several rounds of priority category lottery that have been completed by the IRCC of Canada, today's CRS score of 375 in the French priority category is undoubtedly the lowest. This score level is more than 100 points lower than the average score of Express Entry EE all-category invitations in recent years.

For many Chinese applicants, will it be easier to relearn French than to complete a Canadian university? Would it be more reasonable than spending millions to buy an "illegal employer sponsorship"?

The French-speaking era of Canadian immigration may really be coming.
