Chen Xiang, secretary of the party branch of the Zhejiang Communications Construction Taizhou Project Group under Zhejiang Communications Group and deputy commander of the Yongtaiwen Reconstruction and Expansion Taizhou North Section Project Headquarters, said so and did so.

For the sake of this promise, he did not hesitate. From the first batch of "quality engineering construction demonstration projects" Yueqing Bay Bridge in Zhejiang Province, the "super project" Ningbo Zhoushan Port main passage project, to the Zhejiang smart high-speed demonstration project - Hangzhou-Shaoyong Expressway Hangshao Section Project. Once each project is on track, he is focused on the next "battlefield."

Now, the reconstruction and expansion of the northern section of Taizhou in Yongtaiwen is a new battlefield, and it is not easy to expand the 4-lane high-speed to 8 lanes in the Chongqiu area of Zhejiang, and expand the "famous" Maotanling tunnel group to ten. At the end of last year, the project was officially started with pre-approval at a super fast speed, and recently the two key control projects of Maotanling Tunnel and Lingjiang Special Bridge have made significant progress, and Chen Xiang, who is running at full speed, led the project to move forward at full speed.

Back in early 2022, when Chen Xiang was still the deputy commander of the Hangshaoyong Expressway Hangshao Section Project (hereinafter referred to as the "Hangshaoyong Project"), there were still 3 500KV high-voltage wires that had not been relocated and completed during the tight construction period. At that time, Chen Xiang had received an order to go to a new project. Before leaving, Chen Xiang took the initiative to work overtime for a month, just so that the new colleagues who came to replace him could quickly get started and smoothly solve the bottleneck of relocation.

As long as the problem of relocation is solved, the Hang Shaoyong project is on the right track. Even the drawings of the Yongtaiwen reconstruction and expansion of the northern section of Taizhou are still castles in the air, and everything has to be started from scratch. And Chen Xiang's reason is quite pure: "Linhai is my hometown, and I have an advantage over others in dealing with the early stage of the project." I applied for a transfer to the Yongtaiwen project and took the initiative to claim the task of 'start construction within the year'. ”

It is very difficult to start construction within the year, and this is a self-imposed military order. Drawings, land use, tenders... Everything is "zero based". Chen Xiang and the team led by him took the initiative to form a "start within the year" attack team at the first time, each of which was a "trapeze" itinerary, shuttling between many cities in China and various departments in the province, "opening their mouths and breaking their legs" just to speed up the approval process and quickly open the work situation.

For the preliminary approval work, Chen Xiang summed up "3 can't, 3 no" with practice. That is, can't wait, can't afford to wait; Can't rely on, let alone rely on; You can't ask for it, and you can't ask for it.

On August 30, 2022, the project was officially approved by the Provincial Development and Reform Commission. But he did not relax for a moment, and the next morning, Chen Xiang appeared in the building of the provincial transportation department. One morning of running upstairs and downstairs, 8,000 steps, just to make approval a little faster.

With the strong support of the competent authorities of various industries, the working situation was quickly opened. On December 15, 2022, under the premise of completing 16 pre-approvals, the project finally obtained the "birth permit" and officially started construction. This is the first land pre-approval and prior land approval for Zhejiang Communications Group during the "14th Five-Year Plan" period, and it is also the only national high network reconstruction and expansion project officially started in the province, and completed 104.5% of the investment target in that year.

The absence of progress is also a step backwards

Chen Xiang liked a saying: "A gentleman's learning will be new every day, and the new one will advance day by day." Those who do not retreat day by day will retreat, and those who do not retreat without further retreat. "For him, not improving is a step backwards. As a professional construction unit, it is the basic skill to follow the design plan, and the management needs efficiency in order to benchmark the high level.

As the secretary of the party branch of the Zhejiang Communications Construction Taizhou Project Team, Chen Xiang took "solving problems and common development" as the breakthrough point, identified the best combination of party building and business, led the joint construction of party building, realized the resonance of all parties at the same frequency, and built a new pattern of joint efforts to overcome the difficulties of project construction.

In the design plan of the Yongtaiwen Reconstruction and Expansion Taizhou North Section Project, Chen Xiang led the team to actively communicate with the high-speed traffic police and design units, repeatedly demonstrated and studied, overturned the original design idea of Shaojiadu No. 2 Bridge that needed to "repair the road, dismantle the bridge, and then bomb the road", and adopted the method of "first build a unilateral road, and then demolish the bridge", which is expected to save about 130 million yuan in cost for the project and save the construction period of up to 6 months.

In addition, Chen Xiang innovatively incorporated greening, housing construction and traffic safety into the civil construction bid section and simultaneously produced the construction drawings, and optimized the spacing of the Maotaniling tunnel, which is expected to save about 29.2 mu of land and save about 14 million yuan, which plays an important role in saving construction investment.

In the preliminary work of the Yongtaiwen Reconstruction and Expansion Taizhou North Section Project, Chen Xiang also broke the conventional mode and led the team to handle the approval procedures for the construction plan of the construction project within the scope of river management before the construction unit entered the site, so as to provide prerequisites for the construction of water wading construction such as navigation of the construction unit.
