Notice on strengthening the management of "self-media"

Cyberspace Affairs Office of the Party Committee of each province, autonomous region and municipality directly under the Central Government, and the Cyberspace Administration of the Party Committee of the Xinjiang Production and Construction Corps:

In order to strengthen the management of "self-media", consolidate the main responsibility of information content management on website platforms, improve the normalized management system and mechanism, and promote the formation of a good online public opinion ecology, the relevant work requirements are hereby notified as follows:

1. Strictly prevent counterfeiting. Website platforms shall strengthen the review of account information at the stage of registration, proposed changes to account information, and dynamic verification, to effectively prevent "self-media" counterfeiting. Where account information contains the names or logos of party, government, and military organs, news media, or administrative divisions, it must be manually reviewed, and where counterfeits are found, relevant services must not be provided.

2. Strengthen the display of qualification certification. For "self-media" engaged in the production of information content in finance, education, medical and health, judicial and other fields, the website platform shall conduct strict verification, and display the names of their service qualifications, professional qualifications, professional backgrounds and other certification materials on the home page of the account, and add labels to their respective fields. For "self-media" whose qualifications have not been certified or whose qualifications have expired, the website platform shall suspend the provision of information release services in the corresponding fields.

3. Standardize the labeling of information sources. When "self-media" publish relevant information involving current affairs, public policies, social events, etc. at home and abroad, the website platform shall require it to accurately indicate the source of the information, and display it in a conspicuous position when publishing. If you use pictures or videos taken by yourself, you need to mark the shooting time, location and other relevant information one by one. Pictures and videos generated by technology shall be clearly marked as technical generation. Where old news is cited, the time and place of the incident at that time must be clearly stated.

4. Strengthen information authenticity management. Website platforms shall require "self-media" to be responsible for the authenticity of the information they publish and reprint. When "self-media" publishes information, the website platform shall display the "self-media" account name on the information release page, and must not replace it with anonymous users. "Self-media" must not create information out of nothing, must not take words out of context, distort facts, and must not use methods such as patchwork editing, synthesis and forgery to affect the authenticity of information.

5. Tag fictitious content or disputed information. Where "self-media" publishes content containing fictional plots or plot interpretations, the website platform shall require it to mark fictional or deductive labels in a conspicuous manner. Website platforms are encouraged to label controversial information with controversial information and restrict the flow of relevant information.

6. Improve the rumor tag function. Where rumors are involved in areas such as public policy, social livelihood, and major emergencies, the website platform shall promptly mark rumor labels, place the rumor refutation information at the top of the specific rumor search and presentation page, and use algorithm recommendation methods to increase the reach rate of rumor debunking information and increase the effect of debunking rumors.

7. Standardize account operation behavior. Website platforms shall strictly implement the regulations on the number of "one person, one number, one enterprise and two numbers" account registrations, and strictly prohibit individuals or enterprises from manipulating the "self-media" account matrix to publish and disseminate illegal and negative information. "Self-media" shall be required to carry out account operation activities in accordance with laws and regulations, and must not collect negative information, flip up old news, stir up social hot events, and consumer disaster accidents, and must not induce users to pay attention to other accounts by preventing loss of contact, paying attention in advance, leaving suspense, etc., and encourage and guide "self-media" to produce high-quality information content. Website platforms shall strengthen the verification of "self-media" account information, to prevent accounts that have been closed in accordance with law and agreement from re-registering.

8. Clarify the conditions for opening profit-making authority. If "self-media" applies to open profit-making permissions, there must be no record of violations within 3 months. If the account entity is changed, the website platform shall suspend or not grant it profit-making authority within 3 months from the date of the change. Profit methods include but are not limited to advertising sharing, content sharing, e-commerce delivery, live broadcast rewards, article or short video appreciation, knowledge payment, brand cooperation, etc.

9. Limit profit from violations. Where website platforms take gag measures against illegal "self-media", they shall simultaneously suspend their profit-making authority for a period of 2 to 3 times the period of banning. For "self-media" that create vulgar personalities, violate public order and good customs and Internet celebrity images, and engage in malicious marketing by multi-account linkage to speculate on social hot events, the website platform shall cancel or not give them profit-making authority. Website platforms shall periodically report to the internet information departments relevant circumstances restricting the profit-making authority of "self-media" in violation of regulations.

10. Improve measures to manage the number of followers. The number of fans increased by "self-media" due to violations shall be promptly verified and eliminated by the website platform. During the ban period, "self-media" must not add new fans, and historical posts must not be presented in key links such as website platform recommendations and lists. For "self-media" that frequently speculate on social hot events to gain attention, permanently prohibit new fans, and if the circumstances are serious, empty all fans. Website platforms must not provide fan transfer services.

11. Increase the management of MCN institutions affiliated to "self-media". Website platforms shall complete management systems for MCN institutions, and implement centralized and unified management of MCN institutions and their contracted accounts. On the homepage of the "We-media" account, display the name of the MCN organization to which the account belongs in a prominent manner. For MCN institutions that use contracted accounts to speculate and repeatedly violate regulations, the website platform shall take measures such as suspending profit-making authority, restricting the provision of services, and settling in and retiring.

12. Strict handling of violations. Website platforms shall promptly discover and strictly handle violations of "self-media". All "self-media" that produce and publish rumors, speculate on social hot events, or publish and disseminate illegal and negative information in a matrix manner that has a bad impact are to be closed, included in the platform's blacklist account database, and reported to the internet information department. For "self-media" that retweet rumors, measures such as canceling interactive functions, cleaning up fans, canceling profit-making permissions, banning, and closing shall be employed. "Self-media" engaged in information release in finance, education, medical and health, judicial fields, and other fields that have not passed qualification certification shall employ measures such as canceling interactive functions, banning, or closing them.

13. Strengthen the exposure of typical case handling. Website platforms shall strengthen the handling and exposure of illegal "self-media", set up warning education columns, periodically publish typical cases of illegal "self-media", and warn "self-media" to do a good job in self-management.

Local internet information departments should earnestly perform their territorial management responsibilities, strengthen business guidance and daily supervision, carry out supervision and inspection of information, social networking, live broadcasting, short videos, knowledge quizzes, forum communities, and other types of website platforms, urge website platforms to strictly follow work requirements and implement them, and truly strengthen "self-media" management.
