On July 7, the Beijing Municipal Office of the High-level Autonomous Driving Demonstration Zone ("Municipal Autonomous Driving Office") officially announced at the opening ceremony of the 2023 "Collaborative Future" Autonomous Driving Future City Carnival event that it will open a commercial pilot of intelligent networked passenger vehicles "unmanned in the car" in Beijing. Based on the revised version of the Administrative Rules for the Commercialization of Autonomous Driving Travel Services in the Beijing Intelligent Connected Vehicle Policy Pilot Zone (Trial), enterprises can provide normalized autonomous driving paid travel services to the public in the demonstration area after meeting the corresponding requirements.
It is reported that the demonstration area in this stage will pay more attention to the assessment of the service capabilities of autonomous driving enterprises, mainly focusing on the professional demonstration and real vehicle evaluation of solutions in three aspects: passenger in-vehicle safety risks, traffic environmental risks, and automatic driving function risks. At the same time, at the regulatory level, special daily supervision content and emergency plans are formulated for commercial pilot vehicles to ensure the orderly development of vehicle road activities.
In April 2021, the Beijing Intelligent and Connected Vehicle Policy Pilot Zone (hereinafter referred to as the "Pilot Zone") was established to promote the opening of scenarios in a phased and orderly manner. Up to now, a total of 640 licenses have been issued, including 337 passenger cars, 288 multi-purpose unmanned vehicles, 7 autonomous commercial vehicles, 6 connected buses, and 2 unmanned shuttle buses. The cumulative number of orders for the commercialization pilot of autonomous driving mobility services exceeded 1.5 million, and the user praise rate reached more than 95%.
The relevant person in charge of the Municipal Autonomous Driving Office said that through continuous iterative innovation of policies and regulatory systems, the pilot zone has created a good business environment for enterprise technical ability verification and service experience accumulation.
It is reported that the pilot zone has three key tasks in the whole process management of "unmanned in the car": First, further strengthen the assessment of the commercial service capabilities of autonomous driving enterprises. The second is to strengthen daily supervision. The third is to strictly implement the punishment mechanism.
In the future, the pilot zone will fully summarize the unmanned test path, provide reference for the large-scale implementation of passenger car scenarios and the construction of other travel service scenarios, form a complete closed loop from technology verification and demonstration to commercial exploration for the industry, and continue to contribute Beijing standards and Beijing experience.
