Cyberspace Affairs Office of the Party Committee of each province, autonomous region and municipality directly under the Central Government, and the Cyberspace Administration of the Party Committee of the Xinjiang Production and Construction Corps:

  In order to further strengthen the online protection of minors and create a healthy and safe online environment, the Cyberspace Administration of China (CAC) will launch a two-month special campaign of "Qinglang 2023 Summer Online Environment Rectification for Minors" from now on.

  1. Work objectives

  Through carrying out special actions, focus on rectifying prominent problems involving minors online, comprehensively compress the living space for invisible mutations of harmful information, resolutely curb illegal acts that infringe on the rights and interests of minors, further improve the security standards for information content of exclusive products and services such as learning apps and children's smart devices, effectively solve the problem of online addiction, and create an online environment conducive to the healthy and safe growth of minors.

  Second, the focus of rectification

  For website platforms with a large number of minors and a significant impact on minors, as well as children's smart devices, comprehensively rectify in depth and detail, deal with punishments strictly and severely, and continue to purify the online ecology. Focus on the following 7 areas:

  1. Invisible mutation of harmful content. The first is to spread pornography, vulgarity, gambling superstitions and other content in the form of homophonic words, variant words, emojis, etc.; The second is to use video editing, film and television second creation, animation adaptation, etc. to focus on displaying pictures involving bloody violence involving minors; The third is to conduct pornographic drainage through external links, floating windows, QR codes, account information, etc.; Fourth, children's smart devices come with their own and third-party apps, and there is pornography-related and violent content in voice and text search results.

  2. Cyberbullying issues. First, using Internet memes to insult and abuse minors; The second is to conduct "human flesh searches" for minors and maliciously spread bullying videos that leak minors' privacy; The third is to slander minors through malicious P-maps, fabricating rumors, etc.

  3. Air indecency issues. First, in the name of "personality dating", "child star recruitment", "paid collection pictures", etc., to lure or coerce minors to engage in online naked chats, make obscene actions, provide nude photos, etc.; second, sending pornographic pictures and obscene language to minors through groups, private messages and other channels; The third is to publish vulgar pornographic comments on accounts and article pages involving minors, inducing bad friends or sexual seduction.

  4. Online fraud issues. First, falsely selling concert tickets to minors in the name of "insiders" and "tearful transfers", and committing online fraud; The second is to induce minors to join group chats in the name of free game equipment, voting cashback, blind box draw, fan lottery, etc., to trick them into transferring money and remittance; The third is to trick minors into providing social accounts, payment passwords, etc. for online fraud activities.

  5. Bad content issues. The first is to release videos of campus themed plot interpretation, ugly the image of the school in an extreme way, encourage conflicts between teachers and students, and beautify behaviors such as bumping into teachers; The second is to exaggerate the content of parents "oppressing" and "squeezing" children, maliciously fabricating false family conflicts, etc.; the third is to induce smoking, drinking, tattooing, truancy and other bad behaviors; The fourth is to advocate deformed aesthetics such as "bullying" and "domestic violence makeup" through false posing to spread bad content such as bullying the weak and fighting violence with violence.

  6. Network addiction problem. First, inducing minors to watch live short videos for a long time; The second is to use algorithms to push addictive content to minors to form an information cocoon; the third is to induce minors to consume through entertainment functions such as chat dating and virtual space decoration; The fourth is to provide online game account rental and sales services to minors in violation of regulations, teaching minors to crack the anti-addiction system and bypass youth mode.

  7. New technologies and new application risks. The first is to use technologies such as "AI face change", "AI drawing" and "AI one-click undressing" to generate vulgar pornographic pictures and videos involving minors; The second is to use the so-called "burn after reading" secret chat software to trick minors into providing personal information and induce the commission of illegal acts; The third is to use generative artificial intelligence technology to produce and publish harmful information involving minors.

  3. Work requirements

  Local internet information departments should fully understand the importance of carrying out special actions to rectify the online environment for minors in the summer, carefully organize and deploy, and solidly advance implementation.

  (1) Highlight the focus of work. It is necessary to focus on inspecting the website platforms, product functions, and location sections where minors are more active, concentrating time and efforts on rectifying prominent problems that endanger minors' physical and mental health, and promptly discovering and handling all kinds of rebound and invisible mutations. It is necessary to continue to supervise and grasp the key and difficult problems to ensure that the rectification work achieves solid results.

  (2) Responsibility for compacting platforms. It is necessary to consolidate the main responsibility for the protection of minors online on website platforms, urge territorial platforms to set up special work classes, comprehensively check their own products and services in accordance with the requirements of special actions, formulate detailed rectification plans, strengthen content management of key links, strictly standardize the setting of functional sections, innovate and optimize protection measures, and truly improve the ability and level of online protection for minors.

  (3) Handle punishments strictly. Crack down violations of laws and regulations involving minors, strictly and severely employ measures such as banning, closing, and blacklisting accounts that violate the rules, and lawfully employ measures such as removing or shutting down website platforms with prominent problems. It is necessary to promptly report and expose typical disposal cases to form a strong deterrent.
