Liu Fu (?) –208), courtesy name Yuanying, was a native of Peiguoxiang County (沛国相县; present-day Suixi County, Anhui). An official at the end of the Eastern Han Dynasty, he served as the Assassin of Yangzhou.

Cao Cao was in time for a bitter battle with Yuan Shao, believing that he could entrust the affairs of the southeast to Liu Fu, so he recommended him as the Assassin of Yangzhou. After Liu Fu accepted the appointment, he rode alone to Hefei, established the Yangzhou Administrative Office, and went to the south to appease Mei Qian and Lei Xu. Within a few years, the policy of reformation and affection was vigorously implemented. Especially in the construction of Hefei city rammed earth wall with fish paste coating, when Hefei belonged to the land of fish and rice, countless fish, Liu Fu let the people boil fish paste, the people and soldiers do not understand what it means, think that it is labor and hurt the people, but the fish paste after several years of wind and rain hit hard as stone.
