Choose training providers carefully. Some off-campus training institutions have not obtained administrative permits issued by the competent authorities, or have carried out illegal training such as "one-on-one", "live-in teachers" and "high-end housekeeping" in the name of individuals, which are not qualified, have no quality assurance, and have great safety risks. In order to facilitate parents' inquiries, the Ministry of Education has opened a national comprehensive platform for off-campus education and training supervision and services, and parents can choose qualified off-campus training institutions through the "Off-campus Training Parent Terminal" APP.
Be wary of agency falsehood. In order to obtain the maximum source of customers and obtain the greatest benefits, some training institutions deliberately exaggerate and publicize the training effect, training achievements, and the strength of practitioners. It is recommended that parents and students "think twice before acting" and make a decision after inspecting the training institution's school premises, practitioners, business conditions, facilities and equipment.
Sign a regulated service contract. Before paying the training fee, parents of students should sign the "Off-campus Training Service Contract for Primary and Secondary School Students (Model Text)" (2021 revised version) formulated by the Ministry of Education and the State Administration for Market Regulation with the off-campus training institution, pay special attention to the terms involving courses, practitioners and fees, clearly stipulate the refund situation and refund method, and at the same time obtain formal invoices and keep them properly.
Pay for training rationally. When paying for training, do not pay for more than 3 months or 60 lessons; Non-discipline training pays a fee of no more than 5,000 yuan at a time to avoid refund disputes and the risk of "running away with money". At the same time, we should be wary of inducing over-time and over-limit charges by means such as "recharge and gift". Pay attention to the safety of payment, complete training payment through the national off-campus education and training supervision and service integrated platform, and do not pay training fees to any account other than the pre-charged fund supervision account by transfer or cash.
2. Beware of training course refund scams
Criminals' common methods:
When the training institution is suspected of business contraction or the capital chain is broken, it impersonates government departments, consumer associations, training institutions, well-known enterprises, third-party cooperation institutions, etc., forges red-headed documents of government departments or enterprises, and carries out fraud in the name of training course refunds.
Countermeasures:
The first is to verify information and respond calmly. When you receive calls, text messages, and documents claiming to be staff of training institutions or other relevant units handling refunds, you must be vigilant. All information should be based on authoritative channels, and the other party should not be trusted;
The second is to stop card-related transfers immediately. The formal refund process is generally in the form of the original return, and if there is a request to pay additional fees in advance, provide bank card account passwords, transfers, remittances, etc. when refunding, you should be immediately vigilant and stop immediately;
The third is to find out that you have been fooled and report the case in time. If you find that you have been deceived, you should promptly call the customer service hotline of the card-issuing bank (payment institution) or directly report fraudulent transactions to the bank counter, monitor bank card transactions or freeze or stop payment of bank card accounts, and report the case to the public security organ in a timely manner.
3. How to protect legitimate rights and interests in the event of consumer disputes
Once it is found that the training institution has violated laws and regulations, it can make complaints and reports through the "National Primary and Secondary School Students Off-campus Training Institution Management Service Platform", or directly report to the local education department, market supervision and management department and other relevant administrative departments.
