In 2016, the state issued the "Medium and Long-term Railway Network Planning", which officially included the Baotou (Yin) Hai high-speed railway in the "eight vertical and eight horizontal" plan, with the line being Baotou ~ Ordos ~ Yulin ~ Yan'an ~ Tongchuan ~ Xi'an ~ Ankang ~ Chongqing ~ Guiyang ~ Nanning ~ Zhanjiang ~ Haikou (Sanya) high-speed railway, including Yinchuan ~ Xi'an high-speed railway and Hainan ring island high-speed railway. It connects the northwest, southwest and south China regions, and runs through the urban agglomerations of Hubao'e, Ningxia along the Huang, Guanzhong Plain, Chengdu-Chongqing, Qianzhong, Beibu Bay and so on.

The Bao (Yin) Hai high-speed railway was approved and constructed in sections, and the Section from Xi'an to Yan'an was named the Western Extension High-speed Railway. In December 2018, the National Development and Reform Commission officially approved the feasibility study report on the new Xi'an-Yan'an railway, and the western extension high-speed rail project was correctly established.

There are a total of 11 stations on the whole line, namely port area east (Yuehang Station), Gaoling, Fuping Yanliang, Tongchuan, Tongchuan North, Yijun, Huangling West, Luochuan, Fuxian North, Ganquan North, Yan'an Station (existing); the approval clarifies that Fuping County and Yanliang District jointly built Fuping Yanliang Station with a scale of 2 sets of 6 lines and 6000 square meters, located in the southwest of Fuping County, Jingshanyuan Beiwali Village.

Since the spacing between the stations of the high-speed rail is controlled according to the distance of 30 kilometers in principle, Zhuangli is only 16 kilometers away from Fuping, and the former Zhuangli Station of the West Copper Intercity Railway has been cancelled, so that the West Extension High-speed Railway has only one station in Fuping, namely Fuping Yanliang Station.

In June 2020, the State Railway Group and the Shaanxi Provincial Government approved the preliminary design of the Tongchuan to Yijun section of the project (Tie Jian Letter [2020] No. 235), and the construction drawing design was completed. The construction of the new Yan'an Tunnel (16km), an advance control project for the Yijun-Yan'an section, began on January 9, 2020, marking the official processing of the Western Extension High-Speed Railway.

During the period, the fuping Yanliang station determined by the original research and initial line in the Fuping section is far away from Fuping and Yanliang urban areas, the line layout is not in line with the current plan for the southeastward development of Fuping County, and the site selection has a certain impact on the travel of residents in the densely populated areas in the northeast, and the local government and the local people have put forward strong demands for further optimizing the direction and station setting of the west-extended high-speed rail line.

(2) Adjustment. On August 13, 2020, the "Public Participation in the Environmental Impact Assessment of the Change of the New Railway Xi'an-Yan'an Line" was officially released. The original Gaoling Station and Fuping Yanliang Station were adjusted to Liyang Station and Fuping South Station, and the original line plan passed through Sanyuan County, Xianyang City, and the line was no longer passed after the eastward shift, adding Yanliang District of Xi'an City. There are 9 new stations on the main line of the western extension high-speed railway, namely Liyang, Fuping South, Tongchuan, Tongchuan North, Yijun, Huangling West, Luochuan, Fuxian North, ganquan North, which are connected to the existing Yan'an Station and technically transformed; the main line sets up 3 line offices, namely the Port District East Line Office, the Zhao West Line Office, and the Gengzhen Line Office.

At the same time, the West Korea Intercity Railway Fuping East Station was also cancelled. Fuping South Railway Station is located in Chutian Village, JingshanYuan, southwest of Fuping County, with a scale of 6 lines and 6,000 square meters. At present, all parties are actively working to expand the scale of Fuping South Railway Station to 4 sets of 10 lines of 15,000 square meters, whether it can achieve good wishes can only wait for the approval of the superior.

There are two main sections of the line that have changed due to the optimization of the Station location in Fuping, resulting in a change of about 62km in the line from the north bank of the Weihe River to the Tongchuan inlet section; the other is that the Lintong Airport section is partially set up as a tunnel project, causing the line adjustment to be about 9km, and the resulting change in the east connection line from the port area to the port area.

On September 27, 2020, the "Second Announcement of the Environmental Impact Assessment Information of the Change of the Xi'an-Yan'an Line of the New Railway" began to be announced, the plan of Liyang Station and Fuping South Railway Station was established, and the Xi'an-Tongchuan section began to re-start construction procedures according to the new line level.

During this period, due to the cancellation of Gaoling Station is extremely unfavorable to the construction of Xi'an Weibei Industrial Park, the distance between Liyang Station and Fuping South Railway Station is relatively close, and the tunnel through the military Lintong Airport is difficult to coordinate after the rerouting, coupled with the fact that the original Liyang Station is located between Yanliang District and Gaoling City, there is a certain distance from the two urban areas, whether it is for Gaoling or Yanliang, the distance is relatively far, the ride is inconvenient, similar to the problem of the original Fuping Yanliang Station after a reply, the relevant parties have put forward strong demands, causing the adjustment of the station position of the Xi'an to Tongchuan section of the brew again.

(3) Re-adjustment.
