The Guanhai Liberation Bureau noted that Li Xiaoming has been working in Lüliang, Shanxi for a long time, and served as a member of the Standing Committee of the Lvliang Municipal Party Committee and secretary of the Political and Legal Committee, and retired in July 2020. During his tenure as secretary of the Political and Legal Affairs Committee, Li Xiaoming was also reported under his real name.
Worked in Lvliang for a long time Before a colleague was investigated
Li Xiaoming, male, Han ethnicity, born in June 1960, 61 years old, Shanxi Yuanping people, on-the-job university degree, joined the Communist Party of China in October 1984, joined the work in October 1981.
Public information shows that Li Xiaoming has been working in Shanxi for a long time, and in his early years he worked in the printing plant of Lishi County, Chengguan Town, and the Organization Department of the county party committee, and served as the deputy mayor and mayor of Chengguan Town, the standing committee member of the Lishi County CPC Committee and the secretary of the Party Committee of Chengguan Town, the deputy mayor of Lishi District, the director of the Lvliang City Landscaping Administration, and the secretary of the party group and director of the Lvliang City Housing Security and Urban and Rural Construction Administration.
In September 2016, Li Xiaoming was appointed as a member of the Standing Committee, Secretary of the Political and Legal Committee and Secretary General of the Lvliang Municipal Party Committee, and stepped down as the Secretary of the Political and Legal Committee of the Lvliang Municipal Committee in January 2019. In July 2020, Li Xiaoming retired and was investigated less than a year later.
Li Xiaoming is not the only official in Lüliang city to be investigated.
In May 2018, Ma Wenge, then a member of the Standing Committee of the Luliang Municipal Party Committee and secretary of the Xiaoyi Municipal Party Committee, was investigated.
Ma Wenge has worked in Shanxi for a long time, serving as deputy director of the Policy Research Office of the Shanxi Provincial Party Committee, secretary of the Discipline Inspection Commission of the Organ, and in March 2015, he was appointed as a member of the Standing Committee of the Luliang Municipal Party Committee and secretary of the Xiaoyi Municipal Party Committee. During his time at Lü Liang, Ma Wenge and Li Xiaoming were colleagues.
During his tenure as secretary of the Political and Legal Committee of the Luliang Municipal CPC Committee, Li Xiaoming once swore to the media that "in the post of secretary of the Political and Legal Committee, I have positioned myself as a good 'bodyguard' for the common people" and "deepen the building of discipline and work style, and promote the integrity of cadres and policemen, the clean team, and the clarity of the judiciary."
But alas, he didn't do that.
Two years ago, he was reported under his real name
The Guanhai Liberation Bureau noted that during his work in LüLiang, Li Xiaoming had been reported under his real name.
According to a report in October 2018 Beijing time, Feng Hailiang, a deputy to the People's Congress of Lishi District, Lüliang City, Shanxi Province, reported on the Internet under his real name Li Xiaoming, who was then a member of the Standing Committee of the Luliang Municipal Party Committee and secretary of the Political and Legal Committee, saying that he was an accomplice of local criminal and evil forces.
Feng Hailiang reported that Li Xiaoming was the main suspect who sent a message to the local triad boss Wang Shijun (nicknamed "Wang Sisi"), who was hunted down around the world after fleeing, and was an accomplice who committed a crime with a criminal syndicate. The main content of his report was that Li Xiaoming colluded with Wang Genping, the former secretary of the village's party branch, to take advantage of the robbery and extort money.
The report mentioned that on October 25, 2018, the Xiaoyi City Public Security Bureau of a county-level city under the jurisdiction of Luliang City reported that the bureau was investigating a group crime case headed by Feng Hailiang, who had been criminally detained.
In May 2019, Feng Hailiang was expelled from the party.
The circular mentioned that Feng Hailiang, former director of the shuixi village committee in Fengshan Street, Lishi District, Luliang City, resisted the organization's examination; failed to truthfully fill in the archives of individuals joining the party; embezzled funds allocated by the district finance bureau for public welfare undertakings such as the construction of new rural areas, and was suspected of committing crimes while performing official duties; and there were also problems of violating state laws and regulations, such as organizing, leading, and participating in mafia-type organizations.
The Guanhai Liberation Bureau noted that during his tenure as secretary of the Lüliang Municipal Law Commission, Li Xiaoming repeatedly deployed the work of sweeping away organized crime and eliminating evil forces.
For example, in August 2018, Li Xiaoming attended the third round of supervision work report meeting of the city's special struggle against organized crime and evil forces. Li Xiaoming stressed: It is necessary to really supervise and guide people in such areas as thorough digging and thorough investigation, cracking umbrellas and breaking blood, freezing assets, and speedy prosecution and trial, conduct pressure, and promptly report clues that need to be used as police officers in different places and promoted to investigation in the process of supervision.
Eliminate the black sheep
The Guanhai Liberation Bureau noted that in the same month of Li Xiaoming's retirement, from July 22, 2020, the Shanxi Special Supervision Group of the National Anti-Mafia Eradication Office was stationed in Luliang City to carry out a ten-day special supervision.
At the report meeting on July 27, 2020, the secretary of the Lvliang Municipal Party Committee said that Lüliang City smashed Wang Shijun, Li Zenghu and other criminal organizations of a triad nature in one fell swoop, and cooperated with the provincial public security department to investigate and handle major triad-related cases such as Chen Hongzhi in Liulin County and Wang Jiangang in Jiaocheng County, effectively cracking down on the arrogance of criminal and evil forces.
