Xu Changqi, former director of the Political Department of the 21st Army, has been fighting, working, and living in the 186th Regiment of the 62nd Division for more than 20 years from grassroots cadres to regimental political commissars; soon after serving as director of the political department of the 62nd Division, he was transferred to the organs of the General Political Department; and later returned to the old unit as the political commissar of the 62nd Division, the political commissar of the 61st Division, and the director of the Military Political Department. The long-term practice of political work has enabled him to form his own unique characteristics, that is, to grasp the positive factors and grasp the advanced models. On April 24, 1980, the working group of me (then the political commissar of the 61st Division) investigated the situation in the "Hammer" regiment. At about 11 a.m., the division headquarters called me to report: "This morning, the artillery company of the third battalion of the 'Diamond Drill Regiment' had an accident while throwing live grenades. Shrapnel broke the right leg of a platoon of long party members. We will report to you after the details are clarified. I put down the phone and immediately left the "Hammer" regiment and rushed straight to the division headquarters.
At noon, after arriving at the division headquarters to listen to the headquarters' brief report on the accident, I immediately led the chief of the training section, the chief of the organization section, and the propaganda officer to the "Diamond Drill" regiment, and listened to the regiment's report on the incident before and after and what happened.
According to their reports: A platoon leader of the artillery company of the three battalions turned over, a native of Wugong County, Shaanxi Province, born in 1954, enlisted in the army in 1976, joined the party in 1980, and is active and willing to work in peacetime and has strong ability. On the morning of April 24, when he organized his platoon to drop grenades, the first few squads were progressing smoothly, and the last new squad of soldiers, Li Liping, because of timidity and fear, did not throw the grenades forward, but threw them behind him. The grenade squeaked and smoked on the ground, and the soldier was frightened, standing and lying down, just at the moment of a thousand gunshots, a long party turned over and pushed Li Liping down, desperately trying to pick up the smoking grenade and throw it out of the danger zone. Just as his right hand was about to touch the projectile, the grenade exploded as soon as it flashed.
Wang Bingjun, deputy commander of the third battalion, Luo Shikuan, commander of the artillery company, and several other soldiers were all behind Li Liping, and at this time they all ran to the party in a thrilling situation. Only to see the party turn over and his face was blackened, and his right thigh exploded and bled; The right finger explodes off exposed; A piece of shrapnel from under his mouth through his right eye membrane is bleeding outwards, blind in his right eye; The cadres and fighters present at the time all believed that the party turned over and bravely used its body to block the shrapnel from the grenade explosion and flew out to protect the officers and men at the scene, otherwise the consequences would be unimaginable. Li Liping said while crying: "The platoon leader was injured in order to save me, he is my savior." I'm sorry platoon leader, because I was timid and didn't drop the bomb according to the gist, it was all my fault. Subsequently, the ambulance of the regimental health team sent the party to the 133 Army Hospital for treatment.
I took the relevant personnel to the site to investigate. Looking for officers and soldiers at the scene to investigate, everyone believes that this is not an accident, it is indeed a heroic act. I immediately ordered the "Diamond Diamond" regiment to organize the forces to sort out the deeds and materials as soon as possible and report them. After I returned to the division, I telegraphed to the Military Department: I led the working group to investigate on the spot, and the incident in which the grenade training injuries of the "Diamond Drill" regiment was not an accident, it was a heroic act of sacrificing oneself to save people.
The military party committee called back and said: "I agree with your division's report and opinions, and the army will send people as soon as possible to help sort out the deeds and materials and report them for naming." Fei Longshan, the military political commissar, paid more attention to it and called me specifically to express his congratulations on the emergence of a typical example of the Red Army division that sacrificed himself to save others, and demanded that the materials be sorted out and that the officers and men be educated and educated.

Our Red Army Division immediately held an enlarged meeting of the Party Committee, at which we specially introduced the heroic deeds of sacrificing ourselves to save others, and corrected the practice of some people who regarded a heroic act as an accident. He unified his thinking and proposed to carry out an upsurge of learning from the party in the whole division.
In order to make Wugong County in Shaanxi Province cooperate with the troops to publicize the example of the party's turnaround, I took Comrade Zhu Yien, political commissar of the "Diamond Diamond" regiment, to Wugong County to report good news to the county party committee. Zhang Zhongliang, secretary of the county party committee, listened to our report and attached great importance to it. On behalf of the people of the whole county, he thanked the troops for turning the party around and cultivating it into a heroic model of sacrificing itself to save others. Then he introduced us to the party's performance before he turned over and enlisted in the army, and accompanied us to visit his parents at the party's home. The deeds of the party's turnaround have had a great impact on the masses of the people in Wugong County. I learned that Li Ping, the party's girlfriend, was working as a typist in the county party committee, and I was worried that he was injured and crippled. In order to be afraid of the woman's change of heart, we asked Li Ping to talk and do a good job, and Li Ping immediately said: "Please rest assured that the leader, please turn over and rest assured!" We are a young plum bamboo horse relationship, and we will never change our hearts. He crippled me to earn money to feed him. ”
Subsequently, the "People's Liberation Army Daily" sent reporters to assist us in sorting out the materials on the deeds of the party's turnaround, and the Lanzhou Military Region reported the materials for the party's turnaround to the General Political Department of the People's Liberation Army and the Central Military Commission. On December 10, 1980, the Central Military Commission conferred on the party the honorary title of "Model of Loving Soldiers" and called on all officers and men of the army to learn from his spirit of loving soldiers at the expense of himself to save others. The Central People's Radio broadcast the full text on the evening of December 11. On January 6, 1981, the Lanzhou Military Region held a naming meeting, read out the commendation order of the Central Military Commission, and called on the whole army to study conscientiously. Zhang Zhongliang, secretary of the Wugong County CPC Committee, and I also attended the meeting. At the meeting, I made a lot of poetry and gave it a poem entitled "Seven Laws of Praise for the Party's Turnaround":

In December 1980, I was appointed director of the Political Department of the Twenty-first Army. After taking office, I believe that the Twenty-First Army is a heroic unit with a long history, outstanding military achievements, many talents, heroic models, and glorious revolutionary traditions. Especially during the war years, the campaign of making meritorious contributions and creating models has been carried out for a long time, so there are many heroic teams, combat heroes, and people's heroes in this heroic team. In a peaceful environment, it is also necessary to grasp the positive factors of the troops and publicize good examples. At a general meeting, I proposed: "Let's grasp the positive factors of the troops and grasp the positive and typical work." See which unit can catch its own real variety of models. I hope that you will be able to report more on the number of typical troops. Soon after the meeting, there were more models of all kinds of troops, and there were obviously fewer negative things. Therefore, the military party committee decided to convene a large-scale commendation meeting for advanced units and advanced individuals, and to gather the advanced units and advanced individuals of the whole army to hold a meeting and exchanges.
In February 1982, I led Wang Weizhen, director of the Organization Department of the Political Department of the Army, Li Desheng, deputy director of the Propaganda Department, and Li Guangyou and Xu Tianyou, officers of the Propaganda Department, to conduct a thorough survey of all outstanding units and individuals in the whole army. For each typical, I talked to him and studied the typical material together. After our working group came to the Artillery Regiment of the Sixty-second Division, we heard a report from the comrades of the Regiment's Political Department that there was a female military doctor named Huang Caifang in this regiment, who had been an old model since joining the army in July 1951, who had been awarded the third class merit four times, who had been rated as an advanced worker in 10 years, and who had attended the meeting of advanced workers of the General Logistics Department of the People's Liberation Army in March 1957. His lover, Wang Fangjie, was the deputy political commissar of the Artillery Regiment and died of liver cancer. At the same time, Huang Caifang also suffered from stomach cancer. After three-quarters of her stomach was removed, she was weak, and she insisted on working with illness, doing great good deeds for the people in the station, and was well received. When both divisions and regiments wanted to publicize Huang Caifang's deeds, she repeatedly refused to be openly known as an advanced model. When I learned of this situation, I immediately talked to Huang Caifang. Huang Caifang sincerely told me: "After the Start of the Cultural Revolution, I truthfully reflected my views to a leading comrade, saying that I was anxious about the future and destiny of the party and the country, such as singing too many praises and praising virtue, and leading cadres at all levels were criticized for fighting, will the state power be consolidated?" He was later beaten into a counter-revolutionary and imprisoned for more than three months in 1971. At this time, I was pregnant with my third son, but I was still subjected to general criticism, interrogation and various insults, and the third son was born when the guards escorted me to the hospital. Although I was greatly tortured physically and mentally, my trust in the Party and in communism remained unchanged. However, when I think of the scene at that time, I am very sad and do not want to openly be a model and a model. I still set strict demands on myself at all times according to the requirements of the Communist Party members. "I was very sympathetic to her after hearing her story. I told Huang Caifang: "This period of history is an unfortunate stage for our party, and many party members and cadres are as unfortunate as you. Today the 'Gang of Four' has fallen, and you stand up again as a model, which is history proving that what you did is correct. Now you will attend this advanced commendation meeting, and you will also tell you many touching deeds. I demand that you must attend this congress as a member of the Communist Party, so that you can prove the glory and greatness of our Party. You are a Communist Party member who strives for the ultimate goal of the Party. She listened to my words and immediately said that she must be a good model and must make a good report.

In 1985, Comrade Huang Caifang was invited to participate in the heroic model tour organized by the Central Propaganda Department and the General Political Department, and was received by the leaders of the party and the state army. In addition to her reports in Beijing, she also reported dozens of cases in Yunnan, Guizhou, Sichuan, and other places, and the military and the localities spoke highly of them. This year, she was also awarded the second class merit.
After more than a month of investigation and understanding, we have a good idea of the advanced units and advanced individual models of the whole army. These typical examples can fully reflect the level of our army since the beginning of the construction of a refined civilization. We proposed to the military party committee to convene a "commendation meeting for advanced individuals in building an advanced unit of socialist spiritual civilization" to establish a number of advanced units and individuals who have built spiritual civilization, lead the way from point to point, guide work, and promote the building of spiritual civilization in the troops. The military party committee agreed with the opinion of the Political Department and decided to convene a "commendation meeting for advanced individuals in building an advanced unit of socialist spiritual civilization."
In order to hold the commendation meeting, our Political Department has made every effort to prepare for the work. First of all, we should concentrate our main efforts on reviewing, revising, and sorting out the typical materials of each unit. These efforts are mainly on the organization, the advocacy, the secretariat. I personally review all important typical materials. Secondly, the conference group is jointly organized by the security, culture and secretariat. The subsistence support team is mainly based on logistics, and the Political Department participates in the assistance of two people. The work was fully prepared, the materials for the meeting report were of high quality, and Zhang Chunli, a first-class people's hero in East China, was specially invited to be a member of the presidium.
On May 8, 1982, we held the "Commendation Meeting for Advanced Individuals in Building Advanced Units of Socialist Spiritual Civilization" in Baoji, and representatives of units at and above the company level of the whole army participated, and the divisions and regiments were led by principal commanders. On the opening day, the conference was very grand and lively. The regiments directly under the army and the detachments directly under the organs have long been divided into two rows, from the auditorium to the gate of the military compound to welcome all the deputies. When the delegations entered the gate of the military compound separately, the red flags were displayed on the avenue inside the courtyard, the gongs and drums were noisy, the firecrackers were fired in unison, the warm welcome was warm, and the applause was thunderous. The military chief went to the gate to welcome the deputies, and after the female soldiers and young children presented flowers to the deputies, they entered the auditorium and sat down. All the deputies reflected the importance attached by the military party committee, the organization was strict, the meeting was warm, and it was a typical honor.
At the beginning of the meeting, on behalf of the military party committee, I will first sum up the achievements and experiences made since the building of spiritual civilization, and will continue to carry out the opinions on building spiritual civilization in the future. The conference then lasted for 3 days to present typical deeds and experiences. At the all-army commendation meeting, a total of 10 advanced units and 10 individual pacesetters were set up. Finally, in his speech, Fei Longshan, political commissar of the military, called on the officers and men of the whole army to learn from the advanced, catch up with the advanced, and be super advanced.
