According to the court's trial, since the first half of 2017, defendant Zeng Dehong has actively searched for drug sources and financial support through continuous recruitment of drug users and traffickers in Xinhua County, and gradually formed a relatively stable mafia-type organization with Zeng Dehong as the organizer and leader, defendants Liu Peng, Liu Yang, Yuan Jiao, Zou Taoqian and other 4 people as backbone members, defendants Xiao Zhipeng and Li Hongtao as active participants, and defendants Yang Libo and Liu Wen as other participants.

The Loudi Intermediate People's Court held that defendant Zeng Dehong's conduct constituted the crime of organizing and leading a mafia-type organization, the crime of trafficking and transporting narcotics, the crime of illegal detention, the crime of picking quarrels and provoking trouble, the crime of gathering a crowd to fight, the crime of intentional homicide, the crime of intentional injury, the crime of rape, the crime of illegal possession of firearms, the crime of fraud, the crime of opening a casino, the crime of accommodating others to take drugs, the crime of harboring others, the crime of stealing identity documents, and the crime of punishing several crimes at the same time, and decided to carry out the death penalty, deprive him of political rights for life, and confiscate all personal property.
Among the members of the mafia-related organization, defendant Wang Chengxian was convicted of the crimes of trafficking and transporting narcotics, illegal possession of firearms, fraud, and allowing others to take drugs, and was punished for several crimes at the same time, and decided to carry out the death penalty, deprive him of his political rights for life, and confiscate all his personal property; defendants Liu Peng and Zou Taoqian were sentenced to death for several crimes, suspended for two years, deprived of their political rights for life, and confiscated all their personal property; defendants Liu Yang, Yuan Jiao, Li Hongtao, Zhou Wen, and other crimes were sentenced to death concurrently, suspended for two years, deprived of their political rights for life, and confiscated all their personal property; defendants Liu Yang, Yuan Jiao, Li Hongtao, Zhou Wen, and other crimes were punished concurrently. Zeng Hao was sentenced to life imprisonment, deprivation of political rights for life, and confiscation of all personal property; the other 8 members of the underworld organization were sentenced to fixed-term imprisonment ranging from 12 to 25 years, and were also sentenced to confiscation of personal property; and the illegal gains of each defendant were recovered.
