In the new era of entering the information society, the digitization, networking and intelligence of the manufacturing industry are inseparable from software, the operation and business innovation of important information systems in the fields of finance, communications, and electric power require the bearing and driving of software, and the development of emerging fields such as big data and artificial intelligence is inseparable from the progress and promotion of software technology. In Zhang Han's view, Changsha has a good manufacturing foundation, and the industrial layout of "three wisdoms and one core" has been basically completed, forming a national advanced manufacturing cluster such as construction machinery and rail transit. For example, Changsha has the Software College of the National Defense Science and Technology University, Central South University, and Hunan University selected as the National Demonstration Software College, and the level of basic education and vocational education in Changsha ranks in the forefront of the country, and has formed a software talent training system that covers the echelon of high-end and low-end talents, collegeization and vocational education. The market space is still very large, the current market share of independent industrial software is only 6%, with the existing market space brought about by localization substitution and the incremental market space brought about by manufacturing upgrading.
To this end, Zhang Han suggested the promulgation of the "Measures for the Identification of the First Edition of Industrial Software in Changsha", identifying a number of local "first-edition" software products, industrial control systems, industrial databases, etc., focusing on cultivating an independent industrial software system. For products and services identified as "first edition", according to R & D investment, a certain proportion of subsidies are given to R&D enterprises; according to the purchase amount, a certain proportion of subsidies are given to user units, forming a virtuous circle of "promoting use with research and promoting research with use".
At the same time, the "four ends" come together, at the production end, to promote the development and application of production control software, the formation of production scheduling, process control, business management and other intelligent manufacturing solutions, the construction of intelligent factories, digital workshops; on the equipment side, lead the formulation of new intelligent car architecture national standards, the development of intelligent complete sets of equipment, intelligent hardware and other embedded software; at the platform end, support leading enterprises to build a comprehensive, industry-oriented industrial Internet platform, encourage all kinds of developers to develop a number of specific industries, specific scenarios, Industrial APP with specific performance to create a leading industrial Internet highland in China; on the security side, accelerate the development and operation of industrial software on the domestic computing architecture to achieve intrinsic safety of industrial control.

Cultivate excellent ecology, promote the application of pilot demonstrations, carry out key core technologies to "unveil the leader", support enterprises to cluster innovation in the form of consortiums, encourage local industrial software enterprises to actively participate in the national strategy, and undertake major information engineering projects. Open application scenarios, include industrial software products in the key support areas of the municipal intelligent manufacturing pilot demonstration, and promote the integration and application and innovative development of industrial software in advanced manufacturing technologies and industrial fields such as engineering machinery, rail transit, agricultural equipment, aerospace (including Beidou), integrated circuit design and equipment, intelligent vehicles, and industrial robots.
