Deng Lijia commented that Zhuzhou City has done a lot of in-depth exploration in the construction of the "power big data + ecological environment supervision" platform, and has achieved good experience, these experiences are really useful, and the cities and states in the province can learn from zhuzhou's experience; in particular, Zhuzhou has vigorously carried out technical research and established a power data collector production base, so that the price of power data collectors has been reduced from more than 100,000 yuan in the past to less than 1,000 yuan, and the next step for cities and states to carry out the construction of "power big data + ecological environment supervision platform" can directly go to Zhuzhou to purchase equipment. The Liling Sub-bureau promoted the reform of grid law enforcement supervision, and more than 500 grid members carried out inspections to find problems, which increased the front-line law enforcement force by 16 times, effectively resolved the contradictions of weak law enforcement forces and unclear territorial responsibilities, and improved the coverage of law enforcement.
Huang Yu pointed out that the Zhuzhou ecological environment department, together with transportation, water conservancy, agriculture and rural areas and public security and other units, formed a "4+ 1 rotation law enforcement office", regular consultations and joint law enforcement, changing the water control in Kowloon to a clenched fist attack, effectively ensuring the safety of drinking water sources in the Zhuzhou section of the Xiangjiang River. Liling City adopts the working mode of "block management, grid refinement, and responsibility to people", and implements hierarchical supervision of "village inspection, town disposal, and municipal law enforcement" to achieve seamless docking between administrative law enforcement and environmental supervision of towns and villages (communities).
It is understood that through the construction of the "power big data + ecological environment supervision" platform, the environmental violations of enterprises in Zhuzhou Have decreased significantly year by year, and only 29% of the disposal enterprises in 2017 and only 50% of the mass complaints in 2016 are handled in 2020. According to statistics, in the two months of 5 and 6 this year, the total number of suspected violations of the information prompted by 173 enterprises in the system reached more than 300, and after the completion of the platform system version 4.0 in July, the problem of overnight production and holiday production without opening environmental protection equipment has been completely eliminated, and the phenomenon of late opening and early closure of environmental protection equipment has been reduced by more than 90%. At the same time, Zhuzhou City's environmental law enforcement has been continuously strengthened, from January to September 2021, the city has filed a total of 213 cases, administrative penalties of 11.24 million yuan, an increase of 88% and 149% over the same period last year, and an increase of 60% and 78% respectively over the same period in 2019.
Since the beginning of this year, the villages (communities) in the city have carried out a total of 3412 inspections, 1810 village disposals, more than 430 town disposals, and more than 80 municipal law enforcement cases; 2010 inspections of industrial enterprises, 524 mines, 5923 livestock and poultry farmers, 643 river sand and gravel mining, 803 water bodies in market towns, and 195 crackdowns on crop straw burning, forming an effective deterrent to environmental violations.
