In Wang Sen's view, the most fundamental reason why Henan Water Investment Group has been able to develop rapidly and achieve a series of fruitful results over the past 10 years is the market-oriented thinking that enterprises have been practicing. Who would have thought that this local state-owned enterprise with an important mission and a large scale of assets was once trapped in financing at the beginning of its establishment.

The construction of water conservancy projects must be guaranteed by sufficient funds. Faced with the dilemma at that time, Wang Sen proposed when he took over as chairman of Henan Water Investment Group to innovate the model and revitalize assets.

Coinciding with 2012 Chinese Minmin Bank, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Water Resources, the China Banking Regulatory Commission, the Securities Regulatory Commission, and the Insurance Regulatory Commission jointly issued the Opinions on Further Improving Financial Services for Water Conservancy Reform and Development, allowing reservoir assets and irrigation district assets to be used as collateral loans. After hearing this news, Wang Sen was very excited, but how to use reservoir assets as collateral, there is no mature experience to learn from.

Wang Sen went to the relevant departments of the Sasacy Commission of the provincial government at that time, communicated with them many times, and asked them to issue a warrant that could be used for mortgage loans in accordance with the relevant policies of the document. After some communication and consultation, the Sasacy Commission of the provincial government agreed to issue a state-owned asset warrant with a face value of 2 billion yuan to the reservoir assets managed by Henan Water Investment Group. With this warrant, Henan Water Investment Group went to the bank to raise 1 billion yuan of funds, effectively solving the funding problem in the development process of the water investment group. Henan Water Investment Group also set a precedent for reservoir asset financing.

Driven by the market-oriented thinking, Henan Water Investment Group has the courage to try, forge ahead, and use almost all financing tools. By the end of 2020, a total of 160.708 billion yuan of financial credit has been obtained, and 80.554 billion yuan of financing has been realized. In particular, in 2020, the main credit of Henan Water Investment Group has been rated as A- and A3 by the international authoritative credit rating agencies Fitch and Moody's, marking that after the national water conservancy investment company in China's water conservancy industry, the local state-owned water conservancy investment company has also officially entered the "A range" of international rating. At the same time, Henan Water Investment Group successfully issued a five-year offshore senior unsecured fixed interest bond with a coupon rate of 2.80% in the international capital market, setting a new low yield for overseas bonds of state-owned enterprises in Henan Province, highlighting the strength and image of state-owned enterprises in Henan Province.

In order to explore the market-oriented mechanism of water resource allocation in Henan Province, in 2017, Henan Water Investment Group established the Provincial Water Rights Collection, Storage and Transfer Center, which opened a precedent for the market-oriented operation of water rights trading in the South-north Water Diversion Project and laid a good practical foundation for the development of the water rights trading market in our province.

In addition, Henan Water Investment Group has explored the integration mode of "investment, financing, construction, management and transportation" of water conservancy projects according to local conditions, overcome the problem of "rebuilding light pipes" in the past, realized the sustainable operation of water conservancy projects, and promoted the market-oriented reform of water conservancy in Henan Province.

Through exploration and innovation, today, Henan Water Investment Group has developed into a large-scale enterprise group with 91 holding companies, nearly 4,000 employees and assets of nearly 80 billion yuan, enjoying high visibility and strong influence in the country, and the overall scale has jumped from the fourth square to the first square in the country.

Create a scientific water control system

Explore and solve Henan's water problem with systematic thinking

Henan Water Investment Group has been established for more than 10 years, and has been committed to becoming the operation manager of water assets, the integrator of water resources, the innovator of water control technology and the forerunner of solving Henan water problems. Therefore, in addition to market-oriented development, innovation-driven, and revitalization of assets, there is also an important achievement that promotes the popularization of scientific water management in the province.

Taking river pollution control as an example, the previous common practice was to dig up silt, remove weeds, plant trees, etc., but after two or three years, or even after a heavy rain, it returned to its original state. In response to these problems, Henan Water Investment Group put forward the concept of systematic water management.

"When building the Pingyu project, we put forward the 'joint management of water and soil', and carried out the traceability of the river pollution section in accordance with the concept of 'pollution in the river, roots on the shore', and achieved very good results." Wang Sen said.

In terms of benefits, in the Pingyu project, 17 technologies such as ecological pollution interception, in situ ecological restoration, and solid waste recycling have been put into application, saving about 400 million yuan in project investment compared with traditional methods.

Up to now, Henan Water Investment Group has invested a total of 695 million yuan to build and renovate 9 sewage treatment plants in the province, and the scale of sewage treatment has reached 400,000 tons / day. Among them, the Suixian sewage treatment plant project was vigorously promoted by Qu Jiuhui, an academician of the Chinese Academy of Engineering, in the CCTV-2 CCTV financial channel "China Economic Lecture Hall" program for China's sewage treatment concept plant version 1.0, which initially realized the new concept of "sustainable water quality, energy recovery, resource recycling, and environmental friendliness", and the effluent quality reached the class IV water standard.

The project "Research and Demonstration of Key Technologies for Urban Water System Governance and Water Ecological Restoration" project initiated by Henan Water Investment Group achieved 4 results and won the second prize of Henan Provincial Science and Technology Progress Award in 2019.
