Ghost animal divine doctors: the interests behind the industrial chain, and the old Chinese people who have been fooled

author:People's Daily

Zhang Wenrong, honorary president of Beijing Heniantang Traditional Chinese Medicine Hospital, was dismissed.

It is not because he "violated the ancestral precepts" and disclosed the "ancestral secret medicine recipe", but because he was involved in false propaganda of medical advertisements and was discovered by the public.

Ghost animal divine doctors: the interests behind the industrial chain, and the old Chinese people who have been fooled

On March 9, Beijing Heniantang Traditional Chinese Medicine Hospital, where Zhang Wenrong had been treated, issued a statement in which it decided to remove Zhang Wenrong from his position as honorary president, saying that its promotional information had nothing to do with the hospital

The matter was revealed, and the short video that began with the B station "33 Divine Doctors Disobeying the Ancestors Collection" unexpectedly became popular (the original video is no longer visible).

33 so-called "experts" dressed in different costumes advertised the "secret recipe of the divine medicine" from Chinese, Mongolian, Miao, and Tibetan medicines, repeating like a repeating machine: "After half a month / more than a month / repeated ideological struggle, I made a decision against my ancestors, and donated the ancestral century-old secret recipe to the country free of charge, so that even if I am gone one day, this medicine can still save more patients." ”

They formed the "Divine Doctor Universe", and Zhang Wenrong was a typical example of them.

In more than a dozen different scenes, a mechanical repetitive line of Zhang Wenrong was cut together: "From my great-grandfather, all the way to my 4/5 generation, I have treated gastrointestinal diseases/ eye diseases / cardioencephalopathy / cerebral thrombosis / stroke / lumbar protrusion this disease ... I can assure you that curing a good one will henceforth be cut off from the disease. ”

In the video, he claims that starting from his great-grandfather, the family has specialized in treating a disease for generations, involving diseases such as polymorphism, lumbar protrusion, eye disease, and heart disease.

The repetitive ghost animal techniques fill the comedic effect, but behind the absurdity is a whole serious chain of interests and industrial chains, which are fooled by the old Chinese people.

The path of the gods of counterfeit medicine

Judging from the style of the video, the ages are different, some are long, some are quite new, and there are three things in common:

First, in the form of news interviews as a table, in the form of advertisements, the host has a look, and there is a live audience.

Second, make the word of "God." Exotic frontiers, ancestral secret recipes, expert titles, and years of practicing medicine have shaped a sense of authority.

Third, the goal is clear, the elderly common chronic diseases, TV broadcast, platform endorsement.

The absurdity is: the old god doctor who beats iron, the magic medicine that flows with water.

In the relevant video of the B station "Divine Doctor Universe", the up masters took stock of the pictures of the divine doctors who have frequently been sent on the TV screen in recent years, many of which contain similar thunderous words

These young people who naturally can't be blinded by not watching TV, but the old people are easy to get caught, and the black hand behind the peddling of magic medicines is precisely to see this.

There is data to support it.

According to a spot check by the Advertising Supervision Department of the State Administration for Market Regulation, in the third quarter of 2020, it was found that some TCM medical institutions in various provinces (autonomous regions and municipalities) published advertising clues suspected of violating the law, a total of 4574 times, 4564 times of traditional media, and 10 times of Internet media.

Henan, Jilin, Inner Mongolia, and the top 3 in the number of advertising leads investigated reached 2945, 841 and 284 times, respectively. The TOP 3 in the second quarter is: Jilin, Shanxi, Yunnan. These places are also the places where the advertisements for the divine medicine and magic medicine appear in groups.

From the report released in the second quarter, more details can be obtained: these suspected illegal advertisements are mainly subordinate channels of local satellite television, such as life, urban, rural and TV drama channels, accounting for 73% of the total, and 3 local satellite televisions on the stars, which are the unpopular Xinjiang, Qinghai, Gansu satellite television, and 13 broadcast channels.

Referring to the definition of "counterfeit drugs" in the Drug Administration Law of the People's Republic of China (2019) and the judgment on the crime of producing and selling counterfeit drugs, the "fake drugs" that are packaged as "miracle drugs" mainly step on the thunder of "passing off non-drugs as drugs" or "the indications and functional indications indicated by the drugs are beyond the prescribed scope".

How does the industrial chain of "counterfeit drugs" become "miracle drugs" work? In an interview with the media, Zhang Wenrong admitted that he said his lines according to the director's requirements, but he was only one of them, from Zhang Wenrong's predecessor, Liu Hongbin, an old lady who has stepped off the "altar", we can see more doorways.

Liu Hongbin changed 9 identities in 3 years, selling "miracle drugs" on various David TV

Liu Hongbin's name appeared in a 2020 "Second-Instance Criminal Judgment on the Crimes of Beijing HuajueDa Science and Trade Co., Ltd. and Zhang Yuankun for Producing and Selling Counterfeit Drugs".

In 2011, defendant Zhang Yuankun established a company to engage in TV shopping business activities, and was also responsible for selecting and purchasing products, and then passed on advertising videos and qualifications to the corresponding advertising companies for review and broadcast, and organized employee training, publicity, and external sales.

Knowing that it is selling "non-drugs", through Beijing Yangguang United Media Co., Ltd., China Television Blue Ocean (Beijing) Film and Television Culture Communication Co., Ltd., etc., in Gansu Satellite TV, Henan Satellite TV, Shandong Education Television and other television media, in the form of "Royal Medical Health Hui" and "Yaowang Yangsheng Hui" health programs, product promotion.

One of them is named "Yaowang Wind Pain Formula", which claims to be the secret recipe circulated by Sun Simiao of Yaowang, and is the ancestral secret recipe of Professor Liu Hongbin, a member of the Rheumatology Branch of the Chinese Medical Association, "giving medicine to the bones" can cure rheumatic bone disease.

The patient bought by phone, the company shipped through SF Express, along with the package, you can also issue a receipt stamped with the "Beijing Outpatient Charging Seal", together with another drug, with a total sales of nearly 6.7 million yuan.

According to another 2019, the surging news quoted the "Penalty Decision of the Municipal Central Branch of the Jinan Municipal Administration for Industry and Commerce against the Shandong Provincial Education Station", an advertisement without a drug production approval document also carried by Liu Hongbin, which was broadcast on the TV station, with an advertising length of 17 minutes and 30 seconds, an advertising fee of 800 yuan / minute, and an advertising fee of 14,000 yuan.

Some patients were invalid after taking it, reported the case, entered the criminal procedure, the company refunded 4 million yuan, and finally sentenced the defendant unit, Beijing Huajueda Science and Trade Co., Ltd., to the crime of selling counterfeit drugs, and was sentenced to a fine of 10 million yuan; the defendant Zhang Yuankun committed the crime of selling counterfeit drugs, and was sentenced to three years in prison, suspended for five years, and fined three million yuan.

Shandong Education Station was confiscated by the Jinan Municipal Bureau of Industry and Commerce a series (25 paragraphs) of advertising expenses of 220,000 yuan, fined 220,000 yuan.

Stealth of counterfeit medicine

Without watching TV, fake drugs are far away from us? Counterfeit drug dealers have long been online.

A "Cao Qinghua Coixin Dehumidifying Pain Relief Capsule" (referred to as "Cao Qinghua Capsule") sounds familiar. According to a criminal ruling of the second instance of Han Shaoyi's crime of producing and selling counterfeit drugs, in 2012, defendant Han Shaoyi purchased 3,000 boxes of "Cao Qinghua CoixIne Dehumidifying Pain Relief Capsules" produced by Xi'an Afanggong Pharmaceutical Co., Ltd. from a man in Henan Province.

Then he sold it to Zhang Feifei of Zhengding County, Hebei Province, at a price of 40 yuan per box, who sold 1,600 boxes to Jiang Moumou in Shenzhen for 80 yuan per box through Taobao, and got 128,000 yuan; and sold 13 boxes of Huang Moumou in Linli County, Hunan Province, at a unit price of about 350 yuan.

This drug has been identified as counterfeit. Han Shaoyi sold more than 170,000 yuan from the 2 counterfeit drugs (including Cao Qinghua capsules) sold.

On the official website of the State Food and Drug Administration, 138 Cao Qinghua capsule advertising records can be queried, focusing on 2012-2014 (source: State Drug Administration)

In the end, Han Shaoyi and Zhang Feifei were sentenced to two years in prison and fined 250,000 yuan for selling counterfeit drugs.

What the ruling did not make clear was whether the Cao Qinghua capsules produced by the aforementioned company were counterfeit drugs or whether the defendants were peddling counterfeit Cao Qinghua capsules.

However, this star pillar product of Xi'an Afanggong Pharmaceutical Co., Ltd. has been listed in serious illegal advertisements by the Food and Drug Administration of Fujian, Hebei and Wuhan for many years, and its propaganda routine is the same as the "divine doctor" who "violates the ancestors", and even "Cao Qinghua" has not found this person.

Ghost animal divine doctors: the interests behind the industrial chain, and the old Chinese people who have been fooled

The Wuhan Food and Drug Administration has taken administrative compulsory measures against two serious illegal advertising drugs, including Cao Qinghua Coixin Dehumidifying Pain Relief Capsules

But today, it can still be bought on the e-commerce platform at a price of 300 yuan / box, and in a drug flagship store of a platform, its cumulative evaluation is displayed as 1000+.

In terms of procedures, drug advertisements need to be filed for review, and it can be seen from a 2018 Hebei "Off-site Advertising Filing Catalogue" that the necessary conditions for compliance include: obtaining product approval documents and advertising approval documents, which are valid for 1 year.

However, Cao Qinghua Capsule, which was named and criticized, also has a national medicine approval document (B20020225), but according to the opening letter "B", it belongs to the health care drug, but in the past publicity, it asserted the healing effect and deliberately diluted the word "auxiliary treatment".

On the judgment document network, there were 20,000 judgments with the keyword "counterfeit drugs", an average of 3,131 cases per year from 2014 to 2019, accounting for 95.7% of criminal cases.

A list of counterfeit drugs is arranged as follows: Cao Qinghua capsules, Imperial Medicine Wind Pain Formula, Chen Li Ji Shu Jian Waist Pills, Special Nose Sensitive Pills, Bitter Melon Mulberry Leaves, Cordyceps Sinensis, Yizi Three-Leaf Tea...

On the judgment document network, there are 20,000 judgments with the keyword "counterfeit drugs" as the keyword

From the perspective of trial areas and courts, Guangdong, Jiangsu, Zhejiang, Hebei, Shanxi and Fujian have concentrated more than 1,000 cases, and Guangdong has the largest number of trials, with more than 4,000 judgments published.

Counterfeit medicine is not far away from us.

From the art of speech to the style of painting, the confusion of concepts, the concealment of sales channels, the complexity of compliance procedures, and the existence of loopholes in regulatory audits, all increase the difficulty and cost of identifying counterfeit drugs and false propaganda by the public, and the first judgment of the public is often the experience of not carefully investigating.

The contradiction between "not seeking medical treatment" and "believing in Divine Medicine"

Why it is so easy for elders to listen to the exaggerated propaganda of "miracle drugs", psychology has a series of explanations: survivor bias, excessive attention to "effective" cases, ignoring more ineffective cases, leading to blind optimism; individual "effective" may only play the role of "placebo", rather than the actual scientific effect, and even deliberately arranged childcare.

When people are unwilling or unable to judge, they tend to rely on authority, which may be television, experts, international certifications, and may be acquaintance opinion leaders.

In reality, there is indeed such a difference in response: there are reservations about the diagnosis and treatment of regular hospitals, but trust in miracle drugs, folk remedies, and "doctors" without medical qualifications.

Drug scams

On the first day of the Chinese New Year in 2020, one of my closest relatives accidentally fractured tibia and fibula, the county town needs the fastest sixth grade to arrange surgery, the family consulted no less than 3 orthopedic doctors in public hospitals, all recommended surgery, one or two relatives proposed, find a folk bone doctor, rely on similar massage operations to fix it, do not need surgery, the family tends to the latter, afraid of trouble, do not want to hurt the body, think that "surgery should not be done without doing it", but also worried about the risk.

Time was pressing, and finally we contacted the Provincial People's Hospital in Fuzhou, scheduled for the operation that night, and the doctor gave two sets of plans: minimally invasive intramedullary nails and traditional steel plates, the difference is not only the price, but also in the size of the incision and the length of postoperative recovery time.

The family chose minimally invasive in order to alleviate postoperative pain.

After the operation, this relative was bedridden, could not easily move around, could not do without crutches, for several months, she was depressed, and because of the remote medical treatment, the proportion of medical insurance reimbursement was low, spending more than her salary for one year, quite chagrin. So a year later, in order to avoid the small probability of sequelae, the family decided to remove the intramedullary nail, and she was afraid and hesitant. During a discussion, an elder recalled the benefits of the folk bone doctor.

Another of my closest relatives suffered from high blood pressure, and the doctor told her that the antihypertensive drugs could not be broken, and the blood pressure that fluctuated was at high risk, but she was always reluctant to eat, although she was not short of money, but only took the medicine when the blood pressure was particularly high and the body was unwell.

Behind "avoidance surgery", "minimally invasive surgery" and "last resort to medicine", there are two mentalities: fear of pain, unwillingness to increase the burden of family finances and care.

Such a mentality is also reflected in "believing in God to heal the divine medicine."

The elderly, suffering from chronic diseases, the current medicine, basically incurable, can only control the disease, alleviate the pain, but the physical pain, real and unbearable, is the source of their fear, try to avoid.

Modern medicine will not give efficacy guarantees, will always inform the risk, this is out of scientific rigor, the need for patients to know, but it can not completely eliminate fear and uncertainty, and patients always expect medicine to get rid of the disease, no recurrence after surgery, so "cure a good one, cure bad without money" has great temptation, and "ancestral secret recipe" is another set of methods outside of modern medicine, although scientific difficult to verify, a set of firm and decent flickering, some people are still willing to gamble.

Another reality comes from the accessibility of medical resource allocation.

Three months ago, Lanling County, Shandong Province, reported a fraud case. A middle-aged woman surnamed Fu practiced medicine by touching her bones with her hands to "cure diseases", and the network video showed that the "consultation room" was hung with "divine doctor" pennants, and hundreds of people lined up on the spot to wait for the "method" of the divine doctor, and most of them were middle-aged and elderly.

In addition to the deception routine, it should be seen that there is also the problem of insufficient medical resources in townships. The reality that the average number of people in the village clinic is only 2.35 in the country has made the miracle medicine a big hole.

Taken from the "2019 Statistical Communiqué on the Development of China's Health and Health Undertakings"

This gap in medical resources is also reflected in my relatives, because no one did surgery during the Spring Festival in the county hospital, they could only toss to the provincial city to find a surgical doctor on duty, so as not to endure the pain of 6 days of broken bones.

Bo Jun, the "Divine Doctor Universe" who "violated the ancestors" and "touched his bones to see a doctor", smiled, and also asked for more attention and understanding to the elders and elderly who were tortured by illness, innocently deceived, and secretive and jealous of medical treatment.
