From March 6 to 9, 2022, after the municipal government organized visits to Chuxiong City and Qujing City to study the pilot experience of reform, the Zhaoyang District Party Committee and District Government attached great importance to it, listened to the study report of the inspection team in a timely manner, and organized relevant departments at the district level to seriously study and deploy the reform of relatively centralized licensing rights, and on April 13, 2022, a reform work research group was established with the deputy district chief in charge as the leader and the director of the District Government Service Administration (hereinafter referred to as the "District Administrative Affairs Bureau") as the deputy leader. Conduct careful research and investigation in the 17 district departments involved in the transfer, and fully grasp the types of personnel, institutional establishment, number of documents, complexity and operation mechanism involved in the matters to be transferred. On May 21, 2022, the 27th (enlarged) meeting of the Standing Committee of the Sixth District Party Committee deliberated and adopted the Implementation Plan for the Reform of Relatively Centralized Administrative Licensing Rights in Zhaoyang District. On September 28, 2022, the Implementation Plan for the Reform of Relatively Centralized Licensing Rights in Zhaoyang District was deliberated and adopted at the third meeting of the Municipal Committee for Comprehensive Deepening Reform in 2022. On October 21, 2022, the mayor of Zhaoyang District presided over the Zhaoyang District Optimization of Business Environment, Promotion of Market Entity Multiplication and Promotion of "One Seal Management Approval" Promotion Conference. On October 22, 2022, the deputy district chief in charge convened the Organization Department of the District Party Committee, the Editorial Office of the District Party Committee, the District Finance Bureau, the District Human Resources and Social Security Bureau and the District Government Affairs Bureau to study the staffing transfer and funding guarantee of the "One Seal Management Approval". On October 24, 2022, the secretary of the district party committee organized the standing committee of the district party committee to hold a special meeting on the reform of relatively centralized administrative licensing rights in Zhaoyang District, locked down the transfer of staff, personnel, and made relevant requirements for the reform work. On October 25, 2022, the "Notice of the CPC Zhaoyang District Committee Zhaoyang District People's Government on Printing and Distribution<昭阳区相对集中行政许可权改革实施方案>" was issued. On October 26, 2022, the Director of the Organization Department of the District Party Committee presided over the mobilization meeting for the reform of relatively centralized administrative licensing rights in Zhaoyang District and a symposium for reform-related departments and transfer personnel. From October 27 to October 31, 2022, the District Administration Bureau organized the reform-related departments to sign a memorandum of understanding to transfer the matters, personnel, relevant materials and networks of the "one seal management approval". On November 1, 2022, the Zhaoyang District Party Committee and District Government held the launching ceremony of "One Seal Management Approval"... Zhaoyang District's "One Seal Management Approval" was the first to be launched in the city.
Process reengineering, innovative approval
Adhere to the reform of "one seal management approval", pay attention to system elements such as coordination, collaboration, and innovation, and make the approval process more in line with the needs of enterprises and the masses. The reform of "one seal management approval" is itself an opening proposition and an innovative project. Implement the acceptance mode of "comprehensive acceptance at the front desk, classified approval at the background, and delivery at the comprehensive window", compile standards for the acceptance and review of government service matters, subdivide the form of affairs, quantify the caliber of business, sort out the list of key points for the acceptance and review of clear matters received at the "minimum granularity", and scientifically set up "province-wide handling" and "cross-province through-office" windows. As of October 2022, the reform of the comprehensive window in five sub-fields: real estate registration, business start-up, civil affairs registration, public security business, and engineering construction has been completed, and the reform of the comprehensive window for non-discriminatory acceptance of other matters has been completed. Launched on November 1, 2022, as of November 16, 2022, a total of 19,654 cases have been processed.

In the government service hall of Zhaoyang District, Ma Yujie, a license worker at Zhaotong Mukang Pharmacy, is applying for a drug business license, she is the first certificate worker in Zhaoyang District to implement the reform of "one seal management approval, one thing at a time", and only needs to run twice from handing in materials to getting the certificate. In the past, to handle such procedures, it was necessary to have the administrative approval of multiple units, and after submitting the materials, it was also necessary for the clerks to go to the approval window of each unit to complete the procedures one by one, and it took many times to successfully handle all the procedures, but now only the clerks need to go to the administrative approval window to handle it successfully.
Ma Yujie said with satisfaction: "It took less than 10 working days from submitting the materials to getting the drug business license, and I didn't expect this license to be so smooth." During the whole process of applying for the certificate, I only ran twice, once to hand in the materials, and once to come and collect the certificate today. In the past, we had to run at least five or six times and four or five departments to apply for similar documents, and it took at least a month until we were physically and mentally exhausted to get the relevant documents. The reform of 'one seal to manage examination and approval, one thing at a time' has greatly facilitated the broad masses of the people to handle relevant documents. ”
"One thing at a time" creates an upgraded version of government services, greatly reducing the number of handling links, application materials, processing time and running, and improving the efficiency of government services. Zhaoyang District has held several meetings to refine and sort out various thematic matters, formulate the "Zhaoyang District "One thing at a time" management measures, and set up a comprehensive acceptance window of "one thing at a time". On October 18, 2022, four "one thing at a time" packages of "I want to open a small catering", "I want to open a supermarket", "I want to open a pharmacy" and "simple cancellation of enterprises" were launched for trial operation. Since the launch of the "One Thing at a Time" theme service, as of the end of December 2022, Zhaoyang District has handled more than 30 matters.
From "17" to "1"
Zhaoyang District's "one seal management approval" reform transferred to the district administrative examination and approval bureau administrative licensing and related matters, the implementation of special procedures, examination and approval supervision are both separated from each other, but also coordinated handling of the examination and approval model, the preparation and publication of the "special procedures list" and "administrative licensing matters list", clarify the responsibility boundary between the original administrative department and the district administrative examination and approval bureau, 171 examination and approval responsibilities of 17 departments are transferred to one department, to realize the transformation of administrative examination and approval services from "fragmented" to "integrated", and the operation of administrative examination and approval services from "differentiated" "Transforming to "standardization", enterprises and the masses have achieved "one form application, one set of materials, one window acceptance, one network handling, and one window delivery"... Behind the change from "17" to "1" is to optimize the business environment by reforming according to law, stimulate the vitality of market entities, promote high-quality development, and show the effectiveness of comprehensively governing the country according to law.

As of November 16, 2022, 975 cases of business have been accepted and closed by the District Market Supervision and Administration Bureau in the Zhaoyang District Government Service Hall, 281 cases of the District Health Bureau, 3,946 cases of the District Human Resources and Social Security Bureau, and 8 cases of "one thing at a time", with a total of 5,210 cases and a praise rate of 100%... The administrative examination and approval service work has always focused on the urgent problems and worries of the masses, and realized the people's expectations for a better life with institutional reform and innovation, and the sense of gain and happiness of enterprises and the masses has continued to improve.
The reform of "one seal management approval" is a long-term and arduous historical task, and it is also a profound social change.
