-- Implement the strictest arable land protection system, strictly abide by the red line of permanent basic farmland, effectively solve the problem of non-grain cultivated land, continue to promote the construction of 12,000 mu of high-standard farmland every year, and ensure that the quality of farmland is improved by an average of 0.5 to 1 grade. Scientifically promote the transformation of cultivated land from drought to water and slope to ladder, strengthen the balance between cultivated land and subsidies, use the village collective economy to revitalize wasteland, promote the expansion of area and production, stabilize grain and increase income, and build the "second granary of Tianfu".

-- Deeply implement the industrial rejuvenation of the county, expand the three leading industries of modern agricultural seed industry, modern agricultural equipment and modern agricultural drying cold chain logistics, strengthen the intensive processing industry of characteristic agricultural and sideline products, promote the integrated development of the whole industrial chain of green agricultural industry, accelerate the construction of a demonstration park for the integration of three industries, and build 300 million industrial clusters of oil olives, flue-cured tobacco, sturgeon breeding and processing, and 8 industrial clusters of grain and oil, pigs, forest fruits, sericulture, potatoes, Mianning ham, meat (milk) cattle and prickly pears. By 2026, 5 provincial-level agricultural science and technology parks and 20 modern agricultural parks above the prefecture level will be built.
——Highlight the leading role of new industrialization, focus on improving the intensity of rare earth resource development, the scale of silica mine development in the county and surrounding areas, extend and expand the research and development of the whole industrial chain technology such as new technologies for the intensive processing of rare earths, comprehensive utilization of new materials, and new breakthroughs in key technologies, concentrate on promoting the supply chain extension of non-ferrous metals, strive to increase the rare earth mining and selection capacity to more than 80,000 tons (REO) and the metallurgical capacity to more than 60,000 tons (REO) in the county, and build a national rare earth economic development zone and a 10-billion-level green mining and metallurgical industry cluster; Actively promote the construction of Guodian pumped storage power generation and new energy industrial park projects in Mianning, and do a solid job in the implementation of photovoltaic projects with a total installed capacity of 1 million kilowatts. Increase the construction and application of new materials, and expand and strengthen industrial clusters such as building materials and equipment manufacturing.
——The integration of culture and tourism increases momentum. Grasping the major layout of the development of West Germany Miangxi and the same city, on the basis of the remarkable results achieved in the creation of "Tianfu Tourism Famous County" and "Sichuan Province All-Area Tourism Demonstration County", we will take advantage of the situation to plan and build the National Long March Cultural Park (Mianning Section), build a number of red cultural theme parks and red inheritance education and training bases, expand and implement commercial trade, modern logistics, financial services, cultural tourism, e-commerce and information, special catering, leisure and health improvement projects with the development of red resources as the traction, and deeply develop the "Space City" construction project. Concentrate on building red cultural tourism loops and boutique routes across regions, promote the integrated development of cultural tourism, special catering, and sunshine and health care between counties and counties, and build a demonstration area for the integrated development of three industries.

Accelerate the construction of 5G base stations and network coverage, and achieve in-depth 5G signal coverage in county and scenic spots, parks, market towns, schools, hospitals and other areas.
