Explore the establishment of mixed-ownership companies and cultivate the "Yuhaitang" brand with the government's enterprise operation. At the township level, the Sanxing Pastoral Complex Management Committee was established with the town party secretary as the director and the mayor as the deputy director, and on the basis of the confirmation of the rights of village collective assets and the establishment of villagers' economic cooperatives, the village-level level introduced the private capital of Sanxingzhen Township and cooperated with village-level economic organizations to establish Shanghai Yuhaitang Ecological Agriculture Technology Co., Ltd., with a shareholding ratio of 20% of the village economic organization and 80% of the private capital. Shanghai Yuhaitang Ecological Agriculture Technology Co., Ltd. is generally responsible for the industrial investment, project construction, operation and maintenance involved in the municipal rural revitalization demonstration village of Xin'an Village, and develops the road of rural revitalization in the form of a mixed-ownership company, which is the first case in Shanghai and even the whole country. Since its formal establishment in June 2018, Shanghai Yuhaitang Ecological Agriculture Technology Co., Ltd. has reached cooperation agreements with major well-known universities, large state-owned enterprises, and expert academicians and doctors to focus on the development of rural industries, make use of the advantages of land and natural resources in rural areas, and cooperate in water environment, clean energy, intelligent information application, planting, breeding and subsequent derivative products of characteristic agricultural products. In the past five years, it has successfully built industrial demonstration projects such as "Haitang Left Bank", "Tangshang People", "Internet + Smart Energy", "Non-point Source Pollution Control", "Green Ecological Breeding" and "3A Scenic Area".

To create Xin'anli scenic spot, it has built the left bank of Haitang, Haitang workshop, Haitang Bonsai Scenic Area, Straw Hat Forum, Dao Dream Space, Rice Field Station, Daylilies and Flower Sea, Xin'an Old Street, Visitor Center, Tangguo Paradise and other scenic spots, creating a scenic spot pattern of "Begonia Flowers Happy Anli, Enjoy the Eighteen Views of Begonias", and supporting characteristic homestays, hotels, etc. Yuhaitang Xin'anli Scenic Area was successfully approved as a AAA national tourist attraction in November 2020, and the scenic spot has been completed to attract a large number of tourists, with more than 200,000 tourists in 2021. At the end of 2021, the company's tourism promotion cooperated with Spring Group to establish a tourism joint venture company, and strive to build the scenic spot into a 3A-level characteristic tourism mecca integrating scenic spot sightseeing, cultural appreciation, ecological leisure, scientific research and scientific innovation.

Around Xin'an Village and surrounding villages, create three "one" industries with "one flower", "one grass" and "one lake". "A flower" refers to a begonia flower. Xin'an Village has successively planted more than 100,000 begonia plants, forming a land landscape of Huajao Island with Begonia Flower Stream, Church District, Sanxing Secret Garden, Haitang Left Bank and Tangshang Renjia as the core area, and the Begonia corridors on both sides of the main roads such as Honghai Highway, North Star Highway and Haiqiao Highway as a series, with points and surfaces, dots and lines combined. "A grass" refers to Chongming bitter grass. In 2020, Chongming Bitter Herb successfully applied for intangible cultural heritage. And cooperate with Shanghai University of Traditional Chinese Medicine, Shanghai Institute of Materia Medica, Chinese Academy of Sciences and other professional institutions to research and develop bitter herb products, and have developed bitter herbal tea series products, bitter grass food, bitter grass drinks, bitter herb cosmetics and other products. In 2021, we will organize the planting of more than 1,000 mu of bitter grass, build a pilot workshop for bitter grass production and processing, and produce a series of bitter grass products such as bitter grass tea, bitter grass eggs, bitter grass coffee, bitter grass essential oil, etc., and are currently building an industrial chain with Xin'an Village as the core that integrates the research and development, production, processing and sales of bitter grass in one, two and three industries. "A lake" refers to Haitang Lake. The total area of Haitang Lake is 440 mu, of which 252 mu are aquaculture water surface. Yuhai Begonia Company cooperated with Shanghai Ocean University to breed hairy crabs from Jianghai No. 21. At the same time, as the winning work of the Rural Revitalization Design Competition of the Municipal Planning and Resources Bureau, through the creation of a lakescape, a comprehensive project combining agriculture and tourism was formed, and the hairy crabs farmed in 2021 won the gold medal of the "15th Crab Culture Festival Wang Bao and National River Crab Competition".
- Build new energy power generation and new energy parking lots to meet leisure and tourism needs.
Through cooperation with Shanghai Electric Group, a smart microgrid system integrating "wind, solar storage and charging" has been tailored. Make full use of village committees, residential roofs, straw hat forum buildings and vacant land, install 500KWP crystalline silicon photovoltaic modules, 10KWP thin-film photovoltaic modules and 5KW small fans, and build energy storage systems while generating electricity to meet the production and living electricity consumption of village committees, pastoral complexes and nearby residents. In addition, the construction of new energy parking lot covers an area of 3.98 acres, with 44 small motor parking spaces, 3 large parking spaces and 50 non-motor parking spaces. Equipped with 10 new energy parking DC and AC charging piles, and 22 electric vehicle charging piles for tourist vehicles, it can quickly replenish power for new energy vehicles. The completion of the project will meet the overall parking function of the demonstration village, and arrange a green agricultural products display and trading market, and at the same time use the roof of the carport and other facilities to lay photovoltaic panels to further improve the new energy microgrid system of Xin'an Village.
After nearly five years of rural revitalization, Xin'an Village has greatly improved its village appearance, infrastructure, industrial development, and villagers' living standards. In terms of village style, highlight "Chinese elements, Jiangnan charm, island characteristics", and continue Chongming's characteristics of "white walls and gray tile sloped roofs, adjacent to the water and full of gardens". In terms of infrastructure, relying on the construction of rural revitalization demonstration villages, Xin'an Village has been built as an old service center, functional facilities such as meal assistance have been built, infrastructure such as roads, bridges, and street lamps have been continuously improved, and the living environment has been continuously improved. In terms of industrial development, with land consolidation as the base and modern agricultural development as the background, the development model of "industry-university-research integration" has been formed, and five major areas have been formed in the whole village, and the development of green seed breeding and extended products has been developed, further accelerating the transformation of planting structure and promoting industrial integration.
