Since ancient times, the northern slope of the Tianshan Mountains, that is, the land of abundant people, is in the Tianshan Mountains and the northern plains desert slow accumulation zone, the land is fertile, the rain is sufficient, the tianshan primitive forest in the south, retaining water and fixing water, regulating air humidity, the Tianshan Mountains are higher in altitude, there are snow mountain glaciers that do not change all year round, the mountainside temperature is low, the rainfall is abundant, the variety of animals and plants is diverse, a large area of slow accumulation veins under the mountain, walking farmland and villages, with the rain washing, the Tianshan Mountains continue to bring a large amount of rich black soil to the slow accumulation zone, At the same time, the northern slope of the Tianshan Mountains, the shallow rivers and ditches merge, every ravine you see on the map, there is a clear spring or a big river flowing down, encountering rainy weather, flash floods, a few days and nights the sound of water is thunderous, blocking traffic, washing away the expansion of the embankment, the waist-thick century-old pine trees are uprooted, rushing down, sleeping at night, lying on the bed, the ear is still three or four kilometers away from the rumbling sound, which almost accompanied my entire childhood.

I believe that the southern Tianshan Mountains should build a number of small reservoirs depending on the direction of the ravine and the height of the downstream terrain, because the large reservoirs cost money and require more funds, and do not conform to the objective geomorphological characteristics of the Tianshan Mountains, which are long in depth, many ravines, many scattered waters, and difficult to gather. The use of a number of small reservoirs, the autumn rainwater, spring glacial snowmelt collection, to maintain a fixed amount, this amount, is completely able to meet the reservoir jurisdiction of the downstream villages and towns in the summer irrigation water consumption, excess water, the average annual pool to the downstream, does not affect the downstream Jimsar County, Mulei County, Qitai County cultivated land water, at the same time the upstream water storage increases, the amount of land irrigation is normal, in order to ensure that the downstream groundwater level does not decline, maintain a basic state.
