Mobile payment, brush face into the community... Nowadays, people leave a large number of "digital footprints" in their daily lives. Will these "digital footprints" be "tracked," collected, or even misused?

Recently, the 2022 Global Digital Economy Conference was held in Beijing. At the meeting, a large number of innovative achievements such as 5G were unveiled, showing the convenience brought by digital technology to people in communication, shopping, entertainment and other scenarios; At the same time, the demonstration of vulnerability attack and defense of the car simulation platform has also made people realize the importance of digital security.

Development and security, like two wings of one body. At present, what are the shortcomings of the mainland digital economy in the field of security? How can we better ensure digital security in the future?

1. Digital security issues cannot be ignored

On August 7, the day of Li Qiu, Li Xiang, who lives in The Haidian District of Beijing, received a bicycle purchased online early in the morning. It took him 2 hours to assemble the car and was happy with the look and performance.

"Now online shopping is very convenient, I usually 'buy, buy and buy' online, but there are also troubles. For example, the platform's algorithm makes people very helpless, simply 'invincible'. In the past few days, since I searched and browsed the bicycle, several apps (mobile Internet applications) are frequently recommending related products and short videos to me, which makes people feel like they are 'leaked' and 'spied on'. Li Xiang said.

Nowadays, new formats such as online shopping and online education are developing rapidly, communication big data itinerary cards, epidemic prevention health codes and other widely used, digital technology has been integrated into various life scenarios, inadvertently changing people's lifestyles. At the same time, new scenarios and models such as intelligent inspection and digital factories are rapidly emerging, and a large number of traditional enterprises have "gone to the cloud" to accelerate the pace of digital transformation. The rapid development of the digital economy, the wide scope of radiation, and the unprecedented depth of influence have provided a strong impetus for the sustained and healthy development of the economy and society.

The data shows that from 2017 to 2021, the scale of the mainland's digital economy increased from 27.2 trillion yuan to 45.5 trillion yuan, ranking second in the world in total, with an average annual compound growth rate of 13.6%, and its proportion of GDP increased from 32.9% to 39.8%, becoming one of the main engines driving economic growth.

However, while the digital economy is booming, the widely criticized "big data killing", as well as "information cocoon", App "eavesdropping" and other issues have also followed, data privacy protection, digital platform credibility, product security issues, etc. have caused people to worry.

As Fan Youshan, vice chairman of the All-China Federation of Industry and Commerce, said, while the digital economy breaks through the restrictions on the flow of traditional production factors and improves market efficiency, it also brings information security issues that cannot be ignored.

Wu Hequan, an academician of the Chinese Academy of Engineering, believes that the epidemic has made working from home, remote learning, and online life a long-term habit of people. With the opening up of the network environment and the increase of user roles, the expansion of protection boundaries brings new personal security risks. At the same time, 5G commercialization promotes the development of the industrial Internet, and the connection between enterprises and intranets increases the risk of industrial network security. In the era of the Internet of Everything, urban security has received more and more attention.

"Today's world is experiencing major changes unprecedented in a century, the digital economy has become an important engine for a new round of global scientific and technological revolution and industrial change, the basic role of digital security is becoming increasingly prominent, and a new round of transformation and upgrading of digital security is imminent." Wu Hequan said.

2. The foundation of the rule of law for digital security has been continuously consolidated

A few days ago, the Ministry of Industry and Information Technology organized a third-party testing agency to inspect the life service categories, daily tools and other Apps that the masses are concerned about, put forward rectification requirements for 368 Apps that were found to infringe on the rights and interests of users, and notified the Daily Excellent Fresh, Multi-point and other apps that collected personal information beyond the scope.

Wang Peng, head of the Information and Communications Administration of the Ministry of Industry and Information Technology, said that in the first half of this year, the Ministry of Industry and Information Technology completed a total of 6.3 million App tests, achieving full coverage of the mainstream app stores on the shelf in the mainland, and the App governance ability was significantly enhanced. In the future, we will strengthen the protection of the rights and interests of telecommunications and Internet users, further standardize the business behavior of basic telecommunications enterprises and Internet enterprises, and create a good environment for information consumption.

Industry insiders said that data operators, as processors of data activities, must strictly comply with relevant laws and assume the responsibility of protecting data security.

In recent years, the mainland has promulgated laws and regulations and strategic plans such as the Cybersecurity Law, the Data Security Law, the Personal Information Protection Law, the National Cyberspace Security Strategy, and the Regulations on the Security Protection of Critical Information Infrastructure, and issued regulations and normative documents such as the Measures for Network Security Review, the Measures for Security Assessment of Cloud Computing Services, and several provisions on the security management of automobile data (for trial implementation), and the foundation of the rule of law for digital security has been continuously consolidated.

In the digital age, opportunities and risks coexist.

Experts said that the mainland is accelerating the layout of "new infrastructure", if not establish a solid security defense line, the digital economy can only be "beach building".

A few days ago, at the 10th Internet Security Conference, Zhou Hongyi, founder of 360 Group, revealed that a state grid army attacked important infrastructure such as the mainland government, finance, scientific research institutes, military industry, aerospace, and medical industry for nearly 10 years, without a trace, until it was captured. Zhou Hongyi believes that under the dual security challenges of internal and external security, risks are spread across all scenarios of digitalization.

"As digital technologies serve the social economy more broadly and deeply, the consequences of their security problems will be even more severe." Wu Hequan said that in the face of increasing cyber risks, individual combat has become impossible to deal with, and ensuring digital security requires breaking the situation of separate battles and achieving coordinated joint defense.

Wu Hequan said that digital security is no longer a simple technical issue, but a system engineering involving business, management, processes, teams and other aspects. Digital security requires international cooperation, but the basis is the establishment of a system of digital security technologies, products and services that are independent and controllable by the mainland.

3. Establish and improve the digital security guarantee system

According to reports, from 2020 to 2021 alone, Singapore, Japan, South Korea, New Zealand, China and other countries have upgraded or passed laws and regulations related to data and privacy protection, while Brunei, India, Indonesia, Vietnam and other countries are deepening their data protection frameworks.

For the mainland, how to build a solid digital security barrier in the future?

"We should actively promote the new development of digital security technology, give play to the new role of market players, improve new rules, and help build a new great wall of digital economic security." Fan Youshan said that leading network security enterprises should give full play to their own technology, talent advantages and technological innovation as the main body, carry out digital security basic theoretical innovation, major issue research and core technology research, and help the technological innovation and development of digital security technology. All network security enterprises should actively participate in the formulation of international standards and rules for cyberspace to help form a benign data security governance system.

Wang Yiming, vice chairman of the China Center for International Economic Exchanges, said that at present, the global cyberspace game has intensified, which not only brings increasingly severe challenges to mainland network security, but also provides major opportunities for the development of the network security industry. It is necessary to make overall plans for development and security, and establish and improve a data security guarantee system. Strengthen the construction of network security infrastructure, improving network security dynamic perception, threat discovery, emergency command, coordinated disposal, and attack traceability capabilities. Improve hierarchical and categorical management measures, standardize the whole life cycle management of data collection, transmission, storage, processing, sharing, and destruction.

"As the country attaches more and more importance to cyberspace security and the further release of the demand of the whole society for the network security industry, the mainland network security industry will enter a period of rapid development and usher in new opportunities for high-quality development." Wang Yiming said.

Sui Jing, director of the Cyber Security Administration Bureau of the Ministry of Industry and Information Technology, said that it is necessary to consolidate the security base, enhance the security resilience of key infrastructure, and build a network security collaborative protection system of co-construction, sharing, sharing and co-maintenance. Promote breakthroughs in key technologies, and comprehensively enhance core capabilities such as network security risk perception, monitoring and early warning, real-time blocking, and traceability. Accelerate the gathering of resources, accelerate the construction and improvement of a benign ecology for the coordinated development of production, education, research and application.

"Digital security is an important foundation for the construction of digital China and the development of digital economy." Zhang Wang, deputy director of the Information Development Bureau of the Central Cyberspace Administration and a first-level inspector, said that all walks of life in industry, academia, research and application should strengthen technical cooperation and promote the in-depth development of theories and technologies related to network security and data security. Timely formulate emergency response plans for various problems, and carry out actual combat drills in a timely manner to improve the emergency response capabilities of major safety incidents.
