According to Hi-Hee-Ry Canadian immigration experts, from November 16, 2022, Canada will adopt a new NOC 2021 occupation code to replace the previous NOC 2016 version.

What are the implications for applicants of the new NOC?

Take the fast track as an example: applicants for EE have required applicants in the past, and past work experience is in the NOC 0/A/B category, but from November 16, 2022, only positions that meet the TIER 0/1/2 category can apply for EE, so if the applicant has submitted ee enrollment but has not yet received the invitation letter (ITA), then it is necessary to update the EE profile after November 16, 2022 with a new TIER category and five-digit occupation code.

At the same time, the fast track application requirements will also change after November 16, 2022, as follows:

The new NOC 2021 Occupation Classification also brings some new immigrant occupations to Canada, (which used not meet categories 0/A/B, but now meets T0-T3)

New immigration occupations

According to the Department of Immigration's latest MEMO, NOC 2021 will introduce new qualifying occupations for the Canadian Fast Track.

The following 16 occupations qualify for fast-track applications

  • Payroll Administrator;
  • Dental Assistants and Dental Laboratory Assistants;
  • Nurse assistants, caregivers and patient service staff;
  • Pharmacy technical assistants and pharmacy assistants;
  • Assistant teachers for primary and secondary schools;
  • Sheriff and Bailiff;
  • Correctional personnel;
  • Law enforcement and other regulatory personnel;
  • Beautician, electric hair removalist and related professions;
  • Residential and commercial builders and service providers;
  • Pest treatment workers and control workers;
  • Other repairers and service providers;
  • Transport truck drivers;
  • Bus drivers, subway drivers and other public transport drivers;
  • Heavy Equipment Operator;
  • Aircraft assembler and aircraft assembly inspector.

The following three occupations are no longer eligible for fast-track applications

  • Other performers;
  • Lecturers and instructors in recreation, sports and fitness;
  • Tailor, fur trader and headdresser for women.

Although these three occupations are downgraded, they will still be eligible to apply for other immigration channels, such as certain categories of the provincial nomination program. The new TIER system has 516 career codes, up from 500 in NOC 2016.

New version of the National Occupational Classification

The National Occupational Classification of Canada, fully known as national Occupational Classification, or NOC for short. The NOC is Canada's standard for classifying and defining all occupations and is the only designation reference for the Department of Immigration when reviewing an applicant's occupation.

Current version

Currently, the noc version currently in use by Canada's federal and provincial immigration authorities is the 2016 version. Employment and Social Development Canada (ESDC) has also been using this version as a reference standard for reviewing labour market impact assessments (LMAs). For example, when applying for immigration to Canada, we often see a sentence like this: applicants need to have full-time NOC 0, A, B work experience within xx years.

NOC 0, A, B refer to:

NOC 0: Management skills Type 0 jobs are usually of a managerial nature, and those beginning with 00 usually refer to senior management positions;

NOC A: Skill Type A jobs are inherently professional and usually require a college degree, such as accounting/engineer, etc.;

NOC B: Skill Type B Jobs are technical industry occupations that usually require a college diploma or professional training.

In addition to categories 0/A/B, some immigration programs even allow applicants for C/D positions to submit applications:

NOC C: Semi-low technology, technical content and education requirements are not high, such as warehouse managers, retail store salesmen, transport truck drivers, etc.;

NOC D: Low technical content and academic requirements, it is an entry-level difficult position, such as cashier, cleaner, food and beverage and related product processing workers.

The above five occupational codes will no longer apply to Canadian immigration applications starting in November 2022!

New version of NOC 2021

NOC 2021 will replace the original NOC 2016 with the all-new TEER career code.

TEER chose the first letters of the four words Training, Education, Experience and Responsibilites.

The original 0/A/B/C/D classes will be replaced by classes 0, 1, 2, 3, 4, 5.

The new version of NOC 2021 uses five levels to categorize occupations:

  • T0: Management occupation
  • T1: Usually requires a college degree or multiple years of T2 career experience.
  • T2: Need to complete a higher education program of more than two years at a community college, technical college or CÉGEP; or complete a 2-5 year apprenticeship program; or professions with supervisory and significant safety responsibilities (police or firefighters); Or have years of experience in a specific T3 career.
  • T3: Complete less than two years of post-secondary education courses at a community college, technical college or CÉGEP; or less than two years of apprenticeship training; Or more than six months of on-the-job training, training courses or work experience with a certain secondary school degree, or many years of experience in a specific T4 career.
  • T4: Graduated from secondary school; Or have weeks of on-the-job training and some secondary education experience; Or have years of experience in a specific T5 career.
  • T5: Short-term work experience with no formal educational requirements.

New version of NOC benefits

Statistics Canada believes that the main reasons for replacing the 0AB skill type with the TEAER skill type model are as follows:

  • The TEER model provides a clearer indication of the level of education and work experience required for a particular occupation;
  • TEER is able to better classify low- and high-skill jobs.

With the new TIER skill types, stakeholders such as employers/USCIS/Labour departments are able to better understand the skills required for each occupation.

Immigration planning

The above series of changes will take effect in November 2022, and now there are more immigrant occupations! Unlike last year, this year's willingness to immigrate from domestic applicants has become stronger.
