Gao Delong assembled the explosive device with the timer so that it became a time bomb, and he alone had no way to send the explosive device everywhere, so he found his landlord Zhai Yongping.
Zhai Yongping is a drug addict, Gao Delong lied that he was a drug dealer who could provide her with supplies, but needed her to help him transport supplies, and Zhai Yongping agreed to him.
On the sixth day of the Chinese New Year in 2004, when families were reunited, Zhai Yongping and Gao Delong walked through the streets and alleys to deliver explosive devices to the perpetrators of the school violence cases one by one.

Soon after the police launched an investigation, they discovered the relationship between the families who were delivered the explosive device, their children were once classmates, involving a school violence case, and soon the police linked the case to the hospital bombing four years ago, locked the suspect's target, and launched an arrest operation against Gao Delong.
In the end, the police successfully arrested Gao Delong in Baoji, and in his confession, it was found that an explosion had also been created in 2001.
