Previously, US President Biden had vigorously promoted the "Indo-Pacific economic framework" at the US-ASEAN special summit, but the effect was not good. Because the United States, out of the interest of protecting its own employment, has not provided the expanded market access that Asian countries want, and the IPEF is likely to focus more on setting rules than opening up markets, although there are 7 ASEAN countries in the first 13 countries to start negotiations announced so far, this structure is difficult to attract Southeast Asian countries to join, and it is unknown whether the negotiations will achieve the results that the United States wants.
