The Iranian Aircraft Manufacturing Industry Corporation (Hesa) built the HESA Karrar (Striker) jet in 2010, which may have referenced the American MQM-107 Streaker target aircraft imported during the Pahlavi period. In appearance, the striker is very similar to the MQM-107 Streaker, but according to the report of the developer, it is not completely imitated by the latter, and also refers to the South African "Skua" target machine. Skua's technical data was sold to Iran by a user state. Iran has changed the design several times on the basis of the MQM-107 Streaker and the Skua.

Development began in 2002, probably as the "Hadaf-1" at the time. In 2004, Iranian Defense Minister Ali Shamqani visited the forward's miniature model. HESA said the aircraft had been under development for years, but analysts did not believe it.

On August 23, 2010, Ahmadinejad announced that the Striker was Iran's domestically produced "long-range unmanned bomber", which was the first long-range drone produced in Iran. Multiple sources said the aircraft had been exported to lebanon's Allah party and was used in the Syrian civil war. As a target aircraft, it is used for target testing of the Mersad surface-to-air missile system, the S-300PMU-2, the Sayyad-2/3 surface-to-air missile system, and the Fakour-90 air-to-air missile.
