The Chinese Embassy in the Maldives issued a notice on adjusting the requirements for remote prevention and control

According to the WeChat public account of the Chinese Embassy in the Maldives "Happy and Safe Horse Substitute", in order to prevent the cross-border spread of the epidemic and ensure the health safety of passengers and the normal operation of flights, the following adjustments are made to the pre-departure testing requirements for returnees from Malaysia: First, shorten the pre-departure closed-loop management time limit; second, implement pre-boarding "double nucleic acid" testing for all returnees, that is, the first nucleic acid test must be carried out within 48 hours before boarding, and the last nucleic acid test must be within 12 hours before boarding. If it is really difficult, on the basis of the last nucleic acid test performed within 24 hours before boarding, an antigen test within 12 hours before boarding is added. Third, for those with a history of previous infection, the requirements for pulmonary imaging diagnosis and certification are cancelled, and the remaining prevention and control requirements remain unchanged. In order to ensure the implementation of a new round of remote prevention and control measures, combined with the actual work, the relevant requirements are further clarified as follows:

I. Prevention and control requirements for project personnel of Chinese-funded enterprises

(1) All Chinese-funded enterprise projects (including those who have worked and lived in Malaysia for more than 6 months) must go to the designated testing institution of the Embassy for the first nucleic acid test 10 days before boarding, and after the test result is negative, they must enter 10 days of isolation observation and closed-loop management; before boarding, regardless of what kind of vaccine has been vaccinated, they must complete two nucleic acid tests according to the time limit required above. After the test result is negative, apply for a health code from the embassy in time. Any one-time positive nucleic acid test or symptoms during the interval observation period shall be immediately suspended from the arrangement for returning to China, and its close contacts shall also be handled accordingly.

(2) All personnel of Chinese-funded enterprises (including long-term work and residence in Malaysia) shall submit the information of the persons to be arranged to return to The Embassy and Overseas Chinese Office for the record (sending the mail to the [email protected]) at least 10 days before the flight departure, and the main body of the report is the headquarters of the company or the general contractor of the project.

Submissions include:

1. The letter of commitment based on the flight, the letter of commitment is signed by the main person in charge of the submitting unit and stamped with the official seal, including: the first negative nucleic acid test result report, true and reliable; after the test, it will enter a single room for 10 days of isolation, fully enclosed management, prohibit going out, monitor body temperature every day, and carry out epidemic prevention training and distribution of epidemic prevention materials;

2. Flight personnel information sheet in flight units;

3. The first negative nucleic acid test report of the individual;

The Embassy will report the confirmation after receiving the email, and if the reply email is not received, it will be deemed that the report is not approved.

The following circumstances will not be reported for return:

1. There is no clear date of the flight;

2. Failure to meet the requirements for the first test and isolation on the 10th day in advance (the start time of the first test does not include the day of flight departure, such as the flight departure time is September 27, and the first test time is September 17);

3. Each reporting unit has more than 3 people per flight.

(3) The materials for applying for a health code are as follows:

1. 10 days before boarding, before entering the closed-loop management, the nucleic acid test negative report issued by the person at the designated testing institution of the embassy;

2. A 10-day self-isolation commitment signed and sealed by the main responsible person of the unit;

3. A negative nucleic acid test report issued by the person at the testing institution designated by the embassy within 48 hours before boarding;

4. Within 12 hours before boarding, the person issued a negative nucleic acid test report (or a negative nucleic acid test report within 24 hours + antigen test certificate within 12 hours) issued by the testing institution designated by the Embassy;

5. Ticket itinerary;

6. Proof of residency in Malaysia (including horse ID card and long-term visa or all horse visa extension records);

7. Vaccination certificate;

8. Submit relevant materials according to the epidemic prevention requirements of the transit country.

2. Prevention and control requirements for domestic temporary arrivals (business trips, visits, family visits, tourism, etc.) and landing crews

(1) For persons who come to Malaysia temporarily from China for business reasons (business trips, visits, family visits, tourism, etc.) and the crew members who intend to return to China, in principle, the last stop before returning to China should be the place of departure, and the remote prevention and control policy for local ordinary personnel coming to China shall be applied.

(2) The above-mentioned returnees must go to the designated testing institution of the embassy for the first nucleic acid test 7 days before boarding, and after the result is negative, enter the self-closed-loop isolation management for 7 days, before boarding, regardless of what kind of vaccine has been vaccinated, they must complete two nucleic acid tests according to the time limit required above. After the result is negative, apply for a health code from the embassy in time. Any one-time positive nucleic acid test or symptoms during the interval observation period shall be immediately suspended from the arrangement for returning to China, and its close contacts shall also be handled accordingly.

(3) Please self-isolate for 7 days in a place where there are conditions for living alone in an attitude of being responsible for yourself and others. Quarantine starts on the 7th day before boarding. During the quarantine period, please do not go out or contact with others except for testing, and fill in the "Self-Health Monitoring Form" truthfully every day.

(4) The starting time of pre-boarding testing and health monitoring does not include the day of flight departure. If the flight departs on 27 September, the 7th day before boarding is 20 September. The Embassy in Malaysia does not accept "double testing" reports and "self-health monitoring forms" that do not meet the above time limit requirements.

The materials for applying for a health code are as follows:

1. 7 days before boarding before entering the closed-loop management, the person issued a negative nucleic acid test report at the designated testing institution of the embassy;

2. Completed and signed "Self-Health Monitoring Form";

3. A negative nucleic acid test report issued by the person at the testing institution designated by the embassy within 48 hours before boarding;

4. Within 12 hours before boarding, the person issued a negative nucleic acid test report (or a negative nucleic acid test report within 24 hours + antigen test certificate within 12 hours) issued by the testing institution designated by the Embassy;

5. Ticket itinerary;

6. Residents in Malaysia must provide a certificate of residence and visa for The person temporarily coming to Malaysia from China must provide the Chinese Exit Stamp, the Maldives Entry Stamp, and all Maldives visa extension records on their passports (if the period of stay exceeds the visa-free time, they must provide it);

7. Vaccination certificate;

8. Submit relevant materials according to the epidemic prevention requirements of the transit country.

3. Requirements for prevention and control of personnel with a history of previous infections

For those who have been diagnosed with new crown pneumonia or have not been diagnosed but the nucleic acid test result has been positive, they should be regarded as personnel with a history of previous infection, and while doing various prevention and control requirements according to the above personnel classification, they should also carry out prevention and control and review processes in accordance with the requirements of this article, and submit relevant supporting materials.

First, a pre-trial confirmation of recovery must be conducted. I must complete two nucleic acid tests within 3 days prior to the submission of the pre-trial application, and the sampling time of the two tests should be later than the date of diagnosis or positive test results, and at least 24 hours apart. All obtain a negative report certificate and report to the Consular and Overseas Chinese Department of the Embassy for pre-examination (send an email to the [email protected]).

Second, after the pre-trial confirms that the parties are cured, they must carry out closed-loop management and health monitoring for 14 days from the date of passing the pre-trial. If there are suspected symptoms such as fever, cough, diarrhea and so on during this period, nucleic acid testing should be carried out in time, if the result is negative, 14 days of closed-loop management and health monitoring should be re-carried out; if the result is positive, it should be treated in time, and when applying for a health code again, the process should be re-completed from the pre-trial link of confirming the recovery.

The third is to do a good job of relevant testing before boarding according to the above requirements.

Fourth, on the protection on the way back home

(1) Taking the plane is a high-risk link of infection with the virus, please arrange a reliable car to the airport in a closed loop as much as possible, and the personnel and drivers who intend to return to China must wear N95 masks and gloves, and carry disinfectant alcohol, of which the personnel who intend to return to China should also wear protective clothing and goggles.

(2) When handling baggage security checks, boarding passes, baggage check-in, departure, waiting for flights and other procedures, be sure to maintain social distancing and disinfect carry-on baggage and hands at any time. Please avoid shopping, eating and drinking at the airport. If you need to go to the toilet, please disinfect the hand and related facilities in time.

(3) Please wear protective clothing, goggles, N95 masks and gloves throughout the cabin, avoid eating, drinking and going to the toilet in the cabin, so as to minimize the risk of infection during the journey.

(4) After the plane lands, please disembark the aircraft in an orderly manner and try to maintain social distancing. Health declarations to customs, entry formalities, nucleic acid testing should still be done, social distancing should be maintained, and contact areas should be disinfected at any time.

Please have the self-Malaysia plan personnel strictly abide by the above requirements, the relevant enterprises and individuals should be responsible for the submitted materials, once found to be forged, fraudulent and other improper behavior, the Embassy in Malaysia will notify the relevant domestic departments in accordance with the law and regulations to severely punish, and suspend the examination and issuance of health codes for relevant enterprises and individuals.
