The blue-headed diving duck is a rare seasonal migratory bird that was once widely distributed in East Asia, migrating from north to south from mid-October to early November in search of warm wintering grounds. As early as 2012, the blue-headed diving duck was listed as a critically endangered species by the International Union for Conservation of Nature, and there are only about 500 remaining in the world, which is rarer than giant pandas.

The blue-headed diving duck is a bird of the genus Duck in the family Duckidae, also known as the Oriental White-Eyed Duck, the White-Eyed Duck, and the Blue-headed Duck. The male has a black-green head and a metallic luster, while the female is pure brown. Rounded body, rarely chirping, for deep water birds, good at folding wings diving. Omnivorous, feeding mainly on aquatic plants and fish, shrimp and shellfish. During the breeding season, male ducks assist females in choosing nesting sites, planing shallow pits in the ground or gathering a pile of reeds to build a nest. Males and females are involved in the rearing of chicks. In 2018, the blue-headed diving duck was found for the first time in Chishan Lake Wetland Park, which further confirmed the name of Chishan Lake Wetland Park as "Paradise of Hundred Birds".

In November 2017, Chishan Lake Wetland Park has successfully organized five International Bird Watching Festival activities since the first International Bird Watching Festival, and in April 2019, the Chuzhou Municipal Forestry Bureau established a bird watching base in Chishan Lake Wetland Park, relying on the park's good ecological natural environment and rich wild bird resources, cooperating with the university research team to carry out scientific research, science popularization, education and other activities, effectively promoting the development of ecological civilization construction, and gradually building Chishan Lake Wetland Park into a beautiful business card for the construction of ecological civilization in Lai'an County.
