American "Black Hegemony"

World Weekly 丨 American "Black Hegemony"

This week, Russia's "special military operations" against Ukraine entered a new stage, and the situation in Eastern Ukraine suddenly heated up, affecting the global nerves. As the war continues, the international community has become more and more aware of the US "black hand" behind this conflict.

On Monday, the United States, Britain, Canada and other countries said they would continue to send more arms to Ukraine. In Russia Today's view, the United States does not want peace in Ukraine, but does everything in its power to turn the Ukrainian conflict into a "proxy war" against Russia.

The latest issue of the US "Foreign Affairs" magazine also admitted that the continuous escalation of the Russian-Ukrainian conflict is largely due to the role of the United States.

"The Price of Hegemony"

On April 21, Russian President Vladimir Putin ordered the cancellation of plans to storm the Azov steel plant in Mariupol, Ukraine. The next day, UN Secretary-General Spokesman Diarik announced that UN Secretary-General António Guterres will visit Moscow and Kiev next week to meet with Russian President Vladimir Putin and Ukrainian President Zelenskiy respectively to discuss urgent measures to achieve peace at an early date.

Efforts for negotiation and consultation continue. At the same time, many Western countries, led by the United States, continue to step up military assistance to Ukraine. On April 21, Ukrainian Prime Minister Šmigar visited Washington, D.C. On the same day, after talks with Shmigar, US President Biden announced that he would provide another batch of additional military assistance to Ukraine.

US President Joe Biden: Today, I announced an additional $800 million to further enhance Ukraine's operational capabilities in the east and the Donbass region.

According to a U.S. Defense Department statement, the military assistance included 72 155-millimeter howitzers, 72 howitzer tractors, 144,000 shells and at least 121 tactical drones. Biden also pledged $500 million in direct economic aid to the Ukrainian government in addition to military aid.

Usa Today reported that with the addition of the additional $1.3 billion, the United States has provided up to $4.3 billion in military and economic assistance to Ukraine since Biden took office.

On April 15, German Federal Chancellor Schoerz said Germany would allocate 2 billion euros for foreign military aid, most of which would go to Ukraine.

On April 19, Dutch Prime Minister Rutte said on social media that the Netherlands would supply Ukraine with "heavier" weapons such as armored vehicles.

On April 21, Spanish Prime Minister Sánchez Sanchez announced that the country would supply Ukraine with the largest military equipment to date. On the same day, Germany reached an agreement with several Eastern European countries, including Slovenia, to ship heavy weapons to Ukraine.

On 22 April, the Government of Canada announced that it had supplied Ukraine with four M777 howitzers and an unknown amount of ammunition.

On the same day, the British newspaper The Guardian also reported that dozens of Ukrainian soldiers were training in Britain to learn how to use British armored vehicles, and the British army was also training Ukrainian soldiers in Poland how to use anti-aircraft missiles.

In this regard, Russian Foreign Minister Lavrov bluntly said that Russia is not fighting Ukraine, but with the United States and NATO.

Tracing back to the source, this war that occurred in Ukraine and made both Russia and Ukraine pay a price was the result of the Long-term provocation and containment of Russia by the Western world, especially the United States.

American political scientist John Millsheimer: We strongly encourage Ukraine's willingness to join NATO, we (the United States) strongly push Ukraine to join NATO, we (the United States) try to build Ukraine into a Western fortress on Russia's borders, even though Russia has made it clear that these are absolutely unacceptable to them. What is causing Russia to do this today? The answer, in my opinion, is simple, it's The United States.

In Grand Fantasy, Mearsheimer proposed the concept of "liberal hegemony." Mills Sea defaults to the fact that, in essence, the United States has been trying to reshape the world according to its own intentions. The Washington Post also bluntly pointed out: "Nearly two months after Putin launched a special military operation against Ukraine, the Biden administration and its European allies have begun to plan for a very different world." In this world, they no longer try to coexist and cooperate with Russia, but actively seek to isolate and weaken Russia as a long-term strategy. ”

"The United States and its allies plan to isolate Russia for a long time"

On April 20, the United States announced a new round of sanctions against Russia.

White House Spokesperson Psaki: This morning, the Treasury Department sanctioned Transkapital Bank. The Russian commercial bank serves a number of banks around the world to circumvent international sanctions. More than 40 individuals and entities were also sanctioned.

On April 19, led by European countries Liechtenstein, the United States, Australia, Germany, Japan and other countries proposed to the United Nations General Assembly a draft to limit the one-vote veto power of permanent members, pointing the finger at Russia.

Greenfield, the Permanent Representative of the United States to the United Nations, claimed that Russia's repeated abuse of the veto has had an impact on the current international multilateral dialogue model.

However, UN data shows that since 1946, the Soviet Union and Russia have used the veto 143 times, of which Russia has only 29 times. By contrast, the United States used it 86 times, more than britain, France, and China combined.

Since the Russian-Ukrainian conflict, this wave of US-led and joint "anti-Russian" has been fierce.

On April 20, local time, the G20 Finance Ministers' Meeting was held in Washington, D.C.

When the Russian representatives attending the meeting spoke, a group of senior US and European officials, led by US Treasury Secretary Yellen, left the meeting one after another in protest. Some online attendees also turned off their cameras.

The G20 is an important platform for the study of global economic issues, whether from the purpose of the establishment of the agency or the daily meeting activities, it is a deliberative and coordinating platform in the economic field, and does not involve any political issues.

The UAE's Gulf Today website commented that a divided G20 would further worsen the global economy.

On April 19, the International Monetary Fund released its latest World Economic Outlook report, which expects global economic growth to be 3.6 percent this year, down 0.8 percentage points from its January forecast.

GEORGIEVA, MANAGING DIRECTOR OF THE INTERNATIONAL MONETARY FUND: The tricky thing is that the negative impact of the conflict is spreading in many places. We are lowering our economic forecasts for 143 countries, which is equivalent to 86% of global GDP. In particular, inflation is accelerating as supply chains continue to disrupt.

In addition to political, military, and economic hegemony, there is also an American hegemony, which is not easy to detect, and is rarely questioned and challenged, that is, the hegemony of public opinion.

On April 11, britain's Newspaper The Times reported that the White Helmets group, which was active in the War in Syria, was producing training videos for the Ukrainian military to instruct it to "save lives and document war crimes" during the war.

Members of the White Helmets: We provide civil defense guidance to the Ukrainian people and our colleagues, teach them how to deal with Russian bombing, and pass on to them the experience we have gained over the past few years.

The full name of the "White Helmets" organization is the Syrian Civil Defense Organization, so named because its members wear white helmets when they carry out their activities. During the Syrian war, the "White Helmets" showed the image of a humanitarian organization, claiming political neutrality, in fact, its founder is a former British intelligence officer, who has been obtaining financial support from many Western countries, and has repeatedly created fake videos to smear the Syrian government.

The most important proponent behind the organization is none other than the United States.

In 2016, when the war raged in Syria, a photo of an Aleppo boy was widely reprinted by Western media.

The boy's name was Omran, and his face was disheveled, his face was covered in blood, and his eyes were dazed and heart-wrenching.

At the time, the White Helmets claimed that Omran, who was rescued by them from a bomb attack made by the Syrian government, was hit by shrapnel and seriously injured. The U.S. State Department called the child the "true face" of the war in Syria.

But after that, Omran's father clarified to the media more than once that this was not the case.

Omran's father: Thank goodness, it was a minor injury, a very minor injury.

Reporter: Was it the shrapnel hit that was injured?

Omran's father: No, no, no, it was a rock. I also had multiple injuries, and my hand was also injured, slightly.

According to his recollection, after the White Helmets rescued Omland, they did not check the wounds or take them to the hospital at the first time, but let many reporters take pictures and videos around the terrified children.

Omran's father: If the child is slightly injured and people sympathize with him for shedding tears for him, that is a personal emotional reaction. But if crying is to manipulate someone else's compassion, it's something else.

On April 7, 2018, the Syrian opposition claimed that the town of Duma in the Eastern Ghouta region had been attacked by chemical weapons, while releasing a live video of the White Helmets. Six days later, on the evening of April 13, the United States joined forces with Britain and France to carry out precision strikes against Syrian military installations on the grounds that "the Syrian government uses chemical weapons". A year later, however, in 2019, Liam, the BBC producer in charge of Syrian news coverage, spoke out on social media, saying that the video of the chemical weapons attack was a self-directed fake play, "After nearly 6 months of investigation, I can prove without a doubt that the scene of the so-called Duma Hospital is self-directed and self-acting." ”

Now, as the crisis in Ukraine intensifies, the "White Helmets", which are good at providing exclusive news materials, have appeared in a high profile, and their intentions and purposes are certainly intriguing.

Rizk, political commentator for the Lebanese newspaper The Lighthouse: They [Ukrainians] may be able to learn from the Syrian White Helmets how to fabricate (facts) and how to use specific equipment (to make news) in order to make reports in the British or other European media look more credible. They will continue to demonize Russia, branding the White Helmets and those in Ukraine as heroes.

"U.S. Media War Reports Urgently Need To Be Reconstructed"

On April 19, the US magazine "National" pointed out that in March alone, the three major US television networks reported on the Russian-Ukrainian conflict for a total of 562 minutes, while they almost turned a blind eye to conflicts in other regions.

For example, the ongoing civil war in Yemen, from 2015 to 2019, the total coverage time of the three major US television networks was only 92 minutes. The Tigray war in Ethiopia, which has killed 500,000 people in the past two years, has only been mentioned sporadically.

On the one hand, the United States and Western media focused on the Russian-Ukrainian conflict; on the other hand, for the Russian media, Western countries openly took "silence" or "silence" measures.

At the end of February, the European Union announced that it would ban Russia Today and the Russian Satellite News Agency and its subsidiaries from spreading so-called "toxic and harmful false information" in Europe, while the US company Meta announced that it would restrict access to Facebook within the EU to "Russian state-owned media". On March 12, YouTube, a video platform owned by Google, announced that it would block users from accessing "Official Russian Media" channels worldwide.

The long-winded unilateral information bombardment coupled with the pro-Ukrainian and anti-Russian political stance has made the mainstream Western media report on the Russian-Ukrainian conflict appear one-sided.

American political scientist John Millsheimer: In the West, especially in Europe and the United States, the mainstream media almost completely denies my views. For obvious reasons, they would rather blame Russia for all the problems than blame NATO and the West for the crisis.

Former US Secretary of State Henry Kissinger once said: "Being an enemy of the United States may be dangerous, but being a friend of the United States is fatal." Today, the correctness of this statement has once again been verified in the case of Ukraine.

On April 12, foreign affairs magazine published an article titled "The Temptation of Ukraine," stating: "The war provides an opportunity to encourage Europe to balance Russia so that the United States can focus on Asian security and domestic reconstruction in the future." ”

"The Temptation of Ukraine"

Indeed, as the war in Ukraine continues to escalate, European countries have been tied to the chariot of American hegemony, paying a huge price. ECB President Christine Lagarde pointed out that there has been a certain degree of stagnation in the European economic recovery. The Carnegie European Center, a think tank, warned: "On Ukraine, European unity is fading." ”

On April 18, Germany's Der Spiegel magazine reported that Finland's parliament will formally discuss the country's accession to NATO starting this week. Former Finnish Prime Minister Alexander Stubb said Finland had a 99.9 percent chance of applying to join NATO at the end of the debate. Finland will submit its application in May or not, with or without Sweden's participation, and will likely be approved at the NATO summit at the end of June.

On March 31, NATO released its 2021 annual report. The report shows that in 2021, the military expenditure of NATO's member states except the United States increased by 3.1% year-on-year, which is the seventh consecutive year of growth and is also more than $1 trillion for four consecutive years. According to the agreement of the NATO special summit on the 24th, the military expenditure of member states will continue to grow.

At the beginning of the establishment of NATO, the first secretary-general, Hastings Ismay, clearly pointed out that the purpose of NATO was to "drive out the Russians, invite the Americans, and suppress the Germans."

On the evening of April 20, local time, before the second round of voting in the French general election, the current French President Macron and the "National Union" candidate Le Pen conducted a 170-minute long televised debate. In addition to the economic and people's livelihood and European issues, the sensitive Russian-Ukrainian issue has also become an important topic of this debate. Le Pen has vigorously called for the inability to ban Russian oil and gas, arguing that doing so would be tantamount to "cutting the belly." Macron seems to want to concoct a French version of "Russiagate" to attack Le Pen for its close relationship with Russia.

French President Emmanuel Macron: You depend on Russia, you depend on Mr. Putin.

Macron criticized Le Pen for recognizing Crimea as Russian in 2014 and for getting a loan from a Russian bank.

French President Emmanuel Macron: You don't talk to other country leaders, when you talk about Russia, you talk to your bankers, and that's the problem, Madame Le Pen.

Le Pen countered that Macron had also received Putin at the Palace of Versailles in France, and that macron had met with Putin many times before the Russian-Ukrainian conflict began.

The debate between the two sides seems to have morphed into a debate about who is more pro-Russian. On April 22, according to Efe Paris, all the latest polls predicted that Macron would beat Le Pen by 6 to 14 percentage points. If re-elected, the Russian-Ukrainian issue will continue to be the number one diplomatic problem facing Macron.

Macron has long argued that Europe cannot follow the United States for a long time and try to drive Russia out of the continent, which is unwise.

French President Emmanuel Macron: We are part of Europe, and so is Russia. If we do not reach any useful consensus with Russia at any time, then we will continue to be in a very unhelpful state of tension, and we will continue to be trapped in the conflict in Europe. Europe will also continue to be the battlefield of the strategic struggle between the United States and Russia, and the consequences of the Cold War will still be felt on the mainland.

On April 21, British Prime Minister Boris Johnson began a two-day visit to India. "India Express" believes that Johnson's trip undertakes a "strategic mission", that is, how to bridge the "significant differences" between India and the United States and European countries on issues such as sanctions against Russia. On April 22, Johnson held a joint press conference after his meeting with Modi.

Indian Prime Minister Narendra Modi: We stress the need to achieve an immediate ceasefire in Ukraine and to resolve the issue through dialogue and diplomacy.

Since the escalation of the Russian-Ukrainian conflict, India has advocated dialogue and diplomatic settlement, has not joined Western sanctions, continued to buy Russian oil, and abstained in the vote of the United Nations Security Council on the US Russia-related proposal, which has made the West quite critical.

On March 31, British Foreign Secretary Teras, Deputy U.S. National Security Adviser Singh and Russian Foreign Minister Lavrov visited India on the same day. Terrass wants India not to buy Russian oil. Indian Foreign Minister Jaijashankar hit back with a single number.

Indian Foreign Minister Jaijay: I just saw a report today that the UK imported 15% more oil from Russia in March than in the same period in previous years. If you look at the main buyers of oil and gas from Russia, they are mostly European countries.

Singh, deputy assistant for national security affairs, warned India "not to try to provoke the hegemonic position of the US dollar", and any country that wants to conduct local currency transactions or establish a local currency payment mechanism through the Russian central bank to circumvent US sanctions against Russia will face serious consequences.

After meeting with Modi, Russian Foreign Minister Lavrov said that Russia and India have implemented a ruble-rupee trade payment mechanism and will further strengthen this payment system.

In early April, an article on the Website of the Indian Express further pointed out that NATO is a threat to world peace, and the root cause of the current Russian-Ukrainian crisis is the logic of NATO's expansion. "NATO is a threat to world peace and must be dismantled," the article said. As NATO has demonstrated in the past, far from upholding the 'collective security' it promised, it has created a grave sense of insecurity for countries opposed to U.S. interests. ”

Capital controls politics, and politics serves capital

In addition to continuing the Cold War mentality and pursuing new Hegemony of the American style around the world, the essence of American politics can be said to be closely linked to capital. In fact, "American hegemony" was initially linked to money. In 1803, the United States bought Louisiana for $15 million, and in 1867 it bought Alaska for $7 million. Behind these "cabbage-priced" territorial expansions is the absolute hegemony of the United States in the Western Hemisphere.

Now, the Washington Post reports that both parties will spend a record amount of campaign money in this year's upcoming 2022 U.S. midterm elections. According to the nonprofit "On Our Behalf," candidates who receive more campaign money in U.S. congressional elections have a 91 percent chance of winning the election. Politicians who come to power by "fighting for capital" will also return to monopoly capital groups to facilitate their global expansion.

As a result, capital controls politics, and politics serves capital, which has long become the rule of the game under the table of American "black hegemony".

On April 21, 2022, Biden began a journey to "pull sponsorship" for the Democratic Party. Previously, the Capitol Hill newspaper disclosed that Biden had told former President Barack Obama, who visited the White House, that he planned to run for re-election in 2024. There is no doubt that the situation in Ukraine will be a focus of bipartisan contention. But for Biden, Ukraine has a different meaning.

On March 24, the Russian Defense Ministry released a diagram titled "Coordinating Relations between Biological Laboratories and Scientific Research Centers in Ukraine and the United States."

Kirilov, head of the Radiation, Chemical and Biological Defense Forces of the Russian Armed Forces: The constant availability of information allows us to track the operation of the U.S. government's biological laboratory projects with Ukraine, which are closely related to the current leadership of the United States, in particular the Rosemont Seneca Investment Fund. The investment fund, led by Hunter Biden, is involved in funding (biology lab) projects. The fund has found at least $2.4 billion in huge sums of money for lab projects. The funds are also closely related to major contractors in the U.S. military, including Metabiota and Boreck Wych.

The Russian military said that international finance giant George Soros and the entire Democratic Party top brass are behind the biological laboratory project.

Kirillov, head of the Radiation, Chemical and Biological Defense Unit of the Russian Armed Forces: The scale of the laboratory project is staggering. In addition to the U.S. military, USAID, the George Soros Foundation, and the U.S. Centers for Disease Control and Prevention are all directly involved in the implementation of the (Biological Laboratory) program. The laboratory's oversight operations are overseen by leading research institutions, including los Alamos National Laboratory in the United States, which led the Manhattan Project in the development of U.S. nuclear weapons. All of the agencies' actions are led by the Pentagon.

On March 26, the British "Daily Mail" corroborated the Russian military's above statement. According to the Daily Mail, a large number of emails leaked from Hunter Biden's personal laptop show that it did help U.S. contractors raise tens of millions of dollars to conduct research on deadly pathogens in Ukraine.

The emails show that Metabiota, a medical company that assists Hunter Biden, is one of the sub-contractors of the U.S. Department of Defense that specializes in diseases that can be used as biological weapons and can cause pandemics.

Although Metabiota is ostensibly a medical data company from California, on April 14, 2014, Mary Gutierry, vice president of the company, said in an email to Hunter Biden: "As promised earlier, I have prepared an attached memorandum outlining our activities in Ukraine and how to potentially leverage Metabiota's team, networks and concepts to ensure that Ukraine's culture and economy is independent of Russia and continues to integrate into Western society." ”

On April 8, 2014, Burisma executive Company Ozalsky asked in an email, "What kind of cooperation does Metabiota want to seek in Ukraine?" Given that Metabiota is a subcontractor of B&V, does Metabiota want to rebuild relations with various ukrainian government departments? Or do you want to dredge up Ukrainian government agencies and find partners in Ukraine to finance project management? The company mentioned in the email has been working for the U.S. Department of Defense's "Research into Potentially Dangerous Biological Agents" program since 1993.

In 2010, under a contract with The US Defense Threat Reduction Agency-DTRA, a U.S. Department of Defense, BerkWich built a P3-level biological laboratory in Ukraine's Odessa region near the Russian border, according to the Daily Mail. The U.S. Department of Health and Human Services says the use of such laboratories is primarily to "study sources or toxins that can spread through the air and lead to potentially fatal infections." In 2012, Boreck Wych was awarded a five-year, $85 million renewal contract from the U.S. Department of Defense for the lab project.

According to open SECRETS, a political donation tracking site, between 1990 and 2016, BLACK &VEATCH spent most of his donations in support of Republican politicians.

In an email in a 2014 email to the world's top investors such as Goldman Sachs and Morgan Stanley, Former Clinton Administration Deputy Secretary of the U.S. Army Rob Walker said he would secretly use his Pentagon connections to get the deal done. U.S. federal government spending records show that Metabiota received a $18.4 million grant from the U.S. Department of Defense that year.

In the eyes of some American media, politicians claim to punish corruption in other countries on the one hand, but they themselves are caught up in it. This is reminiscent of the 1904 metaphor of the "banana republic" in which the American writer O. Henry mocked politicians for intervening in the affairs of small Caribbean countries and profiting from them.

Although in the context of the bipartisan struggle in the United States, the so-called "insider" of various mutual attacks is still only "Rashomon". But in history, there have been many acts of politicians using the "carrot and stick" American hegemony to open the way for capital.

In the 1970s, the Bush family, which started with oil, helped then Vice President Of Iraq Saddam Hussein come to power, but launched the Gulf War and the Iraq War to oust Him from power. The triangular relationship of "political family-money-hegemony" is disclosed in the book "American Dynasty: The Aristocratic Rule, Wealth, and Political Deception of the Bush Family" by Kevin Phillips, a former think tank in the White House.

Those who climbed to the top of American power after the Cold War, with the exception of the first African-American president, Barack Obama, are all related to the white political family supported by money.

Speaker of the U.S. House of Representatives Pelosi: This (midterm) election is crucial, and our democracy is in jeopardy...

According to Reuters, Pelosi, who says she wants to "maintain democracy", is the speaker of the most "money-pulling" in US history. Over the past 20 years, Pelosi has raised more than $1 billion in campaign funding for Democrats.

In 2012, Pelosi and her family publicly pledged to lead "the most honest, open, and moral Congress in history," and in January, her only son, Paul Pelosi, 53, was investigated for the sixth time by the FBI for allegedly bribing San Francisco city officials.

Pelosi: I've always stressed one thing, our children, our children, our children...

Among all the troubles caused by Paul, the most eye-catching is the relevant reports of the US media on his involvement in Ukraine in 2019.

In November 2019, the National Archives news network reported that Pelosi's son, Paul, may have been involved in a corruption scandal in Ukraine. According to the media report, Paul Pelosi served as a board member of Viscoil Holdings in the United States in 2013, which runs the Ukrainian related business of gas company NRGLab.

Pelosi's son Paul Pelosi: My name is Paul Pelosi. Of course, I'm a director of Viscoil Gas. Viscoil is here today, and we'll explore how to accelerate our arrival into the future.

In this NRGLab promotional video, Pelosi also stands for Paul in the film.

According to the National Archives, Viscoil's primary mission in the U.S. is to "maintain contact with government officials and key figures in the oil and gas industry" and to cultivate "an important network of contacts, including politicians, so that the company can enter the high-level political arena."

In March 2017, Paul Pelosi led a group of American businessmen on a visit to Ukraine. Although the trip was said to be an unofficial act to discuss and promote the so-called "youth football program", the contacts were basically Ukrainian government officials.

The National Archives news network quoted Paul's ex-girlfriend (Karena Feng) as saying, "Paul never hesitates to reveal the identity of 'Nancy Pelosi's office' when connecting with international business."

Peter, author of "The Secret Empire: How the American Political Class Hides Corruption and Makes Family and Friends Rich", laments that the exchange of power and money has formed a legally operating ecology in the United States. And this is the true essence of the so-called "American democracy" and "American hegemony."

American hegemony is the source of turmoil in the world

Although some Western politicians claim that the United States "dominating the world" is a "benevolent hegemony", Schlesinger, a special adviser to former US President John F. Kennedy, bluntly described the United States as "a terrible nation". He said: "There is a destructive desire in our bodies. We slaughtered Indians and enslaved blacks from the beginning. It's just that in the past, when we did these things, we had the Bible and the prayer book in our hands. ”

Schlesinger's words somewhat illustrate the hypocritical nature of "American hegemony." Whether it is the expansion of foreign countries in history or the successive wars launched under the guise of "humanitarianism", American hegemony is the source of turmoil in the world.

In 2020, American columnist Carl Thomas wrote America's Expiration Date: The Decline of Empires and Superpowers. Thomas cites the theory of the Englishman Sir Grubb that the average cycle of "hegemonic powers" is 250 years, and the final period of great powers will be a "period of decline". According to this calculation, by July 4, 2026, the United States will usher in the age of 250.

Intriguingly, just a year later, the Washington Post published an article titled "The Decline of the American Superpower," claiming that it was only in 2001 that the United States "did justice" and "fight terrorism" fall into the "decline trap." In fact, americans are still unwilling to admit that the pretentious "American hegemony" has long left the seeds of inevitable decay.

If you turn to history, the United States, which has always been positioned as a "country in the Western Hemisphere", first sought to establish world hegemony at the end of World War I, when the European imperialist countries were both defeated and the United States was regarded as the party of "picking peaches". The so-called "American-style global hegemony" has been in the "big triangle of the game" between the United States, Russia and Europe from the very beginning of its attempt to establish, and "suppressing Russia's control of Europe" has also become a part of the US global strategy.

After World War II, the United States and the Soviet Union established the Yalta system, and it is worth noting that the United Nations was built on the cornerstone of the Yalta system. Regrettably, however, the United States, with its status as a superpower, has since embarked on the road to hegemony. As the American historian Michael Hunt put it, "American policymakers measure the value of other nations and nations by racial hierarchy." They showed hostility towards a revolution that deviated from the American model. ”

During the Cold War, the United States gave dictates to third world countries, interfered arbitrarily, and claimed hegemony. The struggle for hegemony between the United States and the Soviet Union plunged the world into turmoil. From Truman's "containment strategy" to Nixon's "realistic deterrence strategy", building and maintaining US hegemony is its core strategic goal.

The end of the Cold War was originally an opportunity to establish a fair and rational new international political and economic order with the United Nations at the core, but the United States has continuously strengthened the unipolar hegemonic system that is detached from the United Nations system, with NATO as the core, and the United States as the only one.

On April 7, 2022, former US President Clinton posted in The Atlantic that the United States "opens the door for Russia to eventually join NATO." Russian Presidential Press Secretary Peskov refuted this: "I am sure that the United States has repeatedly said that (Russia) cannot become a member of NATO. In fact, it is said that on the contrary, the gate is closed, because it is fundamentally impossible. ”

In 1993, then-Democratic Senator Joe Biden strongly advocated the use of NATO's "iron fist" to promote American values.

Foreign Affairs Committee, Senator Joe Biden: We face Serb provocation and expansion, and this is no longer a civil war...

In 1999, the US-led NATO bypassed the United Nations to launch the Kosovo War, which marked a new round of expansion cycle. In 2001, two weeks after 9/11, Putin stated in German in the German parliament that "there is an ocean between Russia and the United States, and a great history between Russia and Germany."

Then German Chancellor Schroeder: I discussed with Putin whether Russia should be a member of NATO. From my point of view, this will be good for Putin, and it will be good for NATO.

Robertson, then SECRETARy General of NATO: I said to Putin at the time, very good, Mr. President, but we don't invite people to join NATO. Putin immediately said that Russia would not stand in line behind others in this way.

What the United States calls "queuing" means opening the door and letting others go to their homes and point guns at themselves.

Russian President Vladimir Putin: The remnants of the Cold War are preventing us from moving forward... I've heard from Western leaders that you're doing this or that to oppose us. I replied that this was done by the Soviet Union, not by me. You see, the root cause is still in their heads, they see us as the Soviet Union, it's not really like that, they can't understand it, they don't want to understand it, because that's what they think [the Western countries].

In contrast, the United States has demanded that other countries lay down their arms, but it has gone on a killing spree.

According to the Smithsonian Institution Magazine, since 2001, the wars and military operations launched by the United States in the name of "counter-terrorism" have covered "about 40% of the countries on this planet." According to research from Brown University's Cost of War project, the series of wars waged by the United States after the Cold War claimed more than 800,000 lives and displaced more than 38 million people.

From this point of view, for a long time, the United States has been interfering in the name of "democracy" and creating human rights disasters under the banner of "human rights." On the one hand, calling others an "evil country" and being a "lighthouse", while demonizing others, he has become "Voldemort".

History and reality have proved that the American-style "black hegemony", which has always been "belligerent" and "addicted to interference," is the real destroyer of international rules and world order, and the source of instability and uncertainty in today's world.

Stanford scholar Ian Morris once wrote a book, "How Long the West Will Dominate." He believes that in the 300 years dominated by the West, world history has been written by hegemonic countries. For a long time, the United States has always claimed to be a "city on top of a mountain" and a "lighthouse country," which has become the reason for the so-called "hegemonic legality theory" of the United States. Morris asked inexplicably, "Why must the West rule the world?" For the vast number of developing countries, is the so-called "American hegemony" necessarily a "necessity" of the world? In today's increasingly recognized "democratization of the international order", I believe that everyone has their own answers.
