In order to effectively prevent electric bicycle fires and effectively curb the frequent occurrence of electric bicycle fires, Yanliang District has carried out a one-month special rectification action for electric bicycle fire safety in the whole district since April 18, eliminating the lack of supervision and forcing the implementation of responsibility, and comprehensively doing a good job in the comprehensive management of electric bicycle fire safety.
On April 18, in accordance with the requirements of the district party committee and the district government, the district safety committee office, together with the district government office, the district emergency management bureau, the public security sub-bureau, the district fire brigade, the district financial media center and other departments, adopted the "four noes and two straights" (no notice, no greeting, no report, no escort, go straight to the grass-roots level, and directly inserted into the scene) to carry out special supervision and inspection of the safety issues related to electric bicycles in the whole district. On August 1, 2021, the Ministry of Emergency Management promulgated the Regulations on the Management of Fire Safety in High-Rise Civil Buildings.
Article 4 of the Provisions clarifies that "the owner and user of a high-rise civil building are the main body responsible for the fire safety of high-rise civil buildings and are responsible for the fire safety of high-rise civil buildings." Article 47 clarifies that "anyone who parks an electric bicycle or charges an electric bicycle in a public foyer, evacuation walkway, stairwell, or safety exit of a high-rise civil building and refuses to make corrections shall be ordered to make corrections by the fire rescue agency and fined between 2,000 and 10,000 yuan for commercial units and individuals, and between 500 and 1,000 yuan for non-commercial units and individuals."
