Afforestation in Xiong'an New Area follows the principles of near-natural forests, native crown seedlings and heterogeneous, multi-layered and mixed, as a senior forestry engineer who graduated from Hebei Forestry College and has dealt with trees for half a lifetime, Liu Zhijun's understanding of this principle is much deeper than most people. Liu Zhijun is exactly fifty years old this year, half a hundred, and it is not an exaggeration to say that he has been engaged in forestry for half a lifetime. After walking out of the school, Liu Zhijun first stayed in the Baima State-owned Forest Farm in Yi County for nine years, and then served as the director of the State-owned Forest Farm in Qiaojiahe for six years. In 2007, Liu Zhijun, who had been training at the grassroots level for more than ten years, returned to the county seat and continued to work with saplings and grass at the seedling management station of the YiXian Forestry Bureau.

The following year, in early spring and February, Liu Zhijun set foot in Xiong'an for the first time. Yi County is a semi-mountainous area, and the Taihang Mountains are winding and undulating, interspersed with hills and plains. Yi County and Xiong'an New Area are seventy kilometers apart, do not underestimate this space distance of less than 100 kilometers, standing on the land of Xiong'an, looking far away, there is no mountain at the end of the field of vision, only the horizon. As far as tree species are concerned, there is almost no particular difference in the entire North China Plain, and most of them are native tree species such as poplar, willow, elm, locust and tsubaki trees. Among these trees, Liu Zhijun loves willow trees alone. When I was in school, I copied a thick copy of the ancient poem of "Wing Liu". Although there are spring flowers in spring, in Liu Zhijun's eyes, the first to convey the news of spring to people is actually willow trees, especially the weeping willows that are photographed by the riverside. Every year, as soon as the spring begins, the willow tree begins to secretly exert force, and the spores bulge little by little. It is still warm and cold at first, and it only takes a light inch of force to spew out. The color of spring begins with the goose yellow of willow buds, goose yellow, tender green, water green, new green, emerald green, turquoise, turquoise, oil green, and finally the weathered daisy green and old green. Only this green, endless life. I would like to ask which forestry person who plants green and protects green does not love this green that gives people hope and vitality?

While Liu Zhijun was still deliberating and weighing left and right, Shi Qiwang had already arrived in Xiong'an New Area as a camper of the Xiong'an New Area Planning Work Camp.
On April 25, 2017, the Xiong'an New Area Planning Work Camp was launched in the Academic Lecture Hall on the second floor of the China Academy of Urban Planning and Design, optimizing and improving the overall layout plan of the overall planning of the Xiong'an New Area and the control plan of the starting area. Shortly after the CPC Hebei Xiong'an New Area Working Committee and the Hebei Xiong'an New Area Management Committee were approved for establishment, the five major construction central enterprises gathered in Xiong'an New Area. The Fifth Survey and Design Institute of China Railway Construction sent a team of six people, and Shi Qiwang, born in 1989, was one of them.
As a centralized bearer of Beijing's non-capital function relief, the development orientation of Xiong'an New Area is to build a high-level socialist modern city, an important level of the Beijing-Tianjin-Hebei world-class urban agglomeration, a new engine of a modern economic system, and a national model for promoting high-quality development. According to the construction plan of Xiong'an New Area, afforestation projects should be launched before the start of large-scale urban construction. Millennium plan, national events, first plant green, then build a city, the future Xiong'an residents out of their homes, 300 meters into the park, 1 kilometer into the forest belt, 3 kilometers into the forest. This also means that Xiong'an's "millennium plan" should start from a tree and a forest. So what kind of "forest" can be adapted to the positioning of the "millennium plan", and what kind of "forest" can match the positioning of "national events"?
The Xiong'an New Area Planning Work Camp attended by Shi Qiwang is a temporary institution that adopts a semi-military management model on a daily basis, and the average age of the campers is less than 40 years old. On the first day of arriving in Xiong'an, Shi Qiwang received overalls, a set of army green camouflage uniforms. For the memory of camouflage uniforms, he is still stuck in the stage of military training in college. At this time, at another time, the same colors, the same clothes, worn on the body again, the feeling is already very different. Before coming to Xiong'an, Shi Qiwang was engaged in railway-related greening design at the Fifth Survey and Design Institute of China Railway Construction, and greening the landscape along the railway line and around the station station was his main work. Shi Qiwang has never participated in a greening project of more than 10,000 mu, and this record was broken as soon as he arrived in Xiong'an New Area.
Daqinghe Forest is the first project of the whole area of Xiong'an New Area, the angle between the Baigou Diversion River and the Daqing River, between the starting area of the new district and the county seat of Xiongxian County, with a planned area of 10,000 mu. Ten thousand acres! An exciting number. This shock gave Shi Qiwang courage and made him make up his mind. After the end of the work camp, he resolutely resigned from the fifth survey and design institute of China Railway Construction, the original unit, and stayed on the construction site of Xiong'an New District, becoming a member of the ecological construction company of Xiong'an Group. During the period of the work camp, Shi Qiwang and his colleagues withstood the test of purgatory, countless plans, countless modifications, in Shi Qiwang's view is a kind of happiness, the work camp schedule is "early to go to bed and get up early": go to bed in the morning, get up in the morning.
In November 2017, the first tree in Xiong'an New District took root in the Daqinghe Forest, a slightly thin and weak whitebark pine. In this 10,000-acre forest area, 57 species and 537028 trees have been planted. Shi Qiwang can accurately count the number of green seedlings to single digits, of course, his footprints are also deeply imprinted in this thousand-year-old beautiful forest.
"Millennium Xiulin" was originally one of the many green planning and design schemes of Xiong'an New Area, but unfortunately that the scheme was eventually eliminated, but the name was fortunately preserved. The Xiong'an New Area, which is a millennium plan, must have a thousand-year-old xiulin forest.
Every time he walked in the Daqing River forest, Shi Qiwang had to suppress his impulse to sweep the code. Each tree in this woodland is hung with a two-dimensional code picture, which is the exclusive "ID card" of the trees, just scan it with the "Xiong'an Forest" App, and the source, variety, origin and other information of the tree will be displayed at a glance. When scanning the two-dimensional code, the prompt tone, "ding, ding, ding", even if it is repeated thousands of times, Shi Qiwang is not tired of listening, he always feels that it is the most beautiful sound in the world, pleasant to the ear and pleasant to the heart.
Among the many tree species, Shi Qiwang likes the whitebark pine the most, which is a unique tree species in China, and when it grows, the tree is tall, the jade tree is windy, and it is evergreen in all seasons. It will be a rare touch of green on the North China Plain in the winter. The bark of the white bark pine is like the camouflage suit on Shi Qiwang's body, so he prefers to regard it as his campmate, because they are based on the same chance, they have bid farewell to their respective past yesterday, actively or passively chose the land of Xiong'an, re-rooted, living happily, and thriving. Occasionally, Shi Qiwang will also recall that when he gave up his work in Beijing and first came to Xiong'an, his parents did not have too many objections, and the doctoral sister of Beihang University, who had already taken root in Beijing, and the second sister of the master's degree of Capital Normal University did not approve or oppose, they just gave their brother pertinent opinions and suggestions separately.
Today, Xiong'an New District is five years old, and the spring colors of Xiong'an in 2022 are getting brighter and more vivid every day, and the flowers are blooming and greener every day. When he saw the 2019 social recruitment notice of China Xiong'an Group, Liu Wenyong worked at the State Power Investment Group Shannan Electric Power Co., Ltd. on the brahmaputra river in Tibet. After a brief discussion with his lover, Liu Wenyong signed up online.
Liu Wenyong is a native of Guanzhong, Shaanxi, who grew up on the edge of the Wei River and looks up to see the Qinling Mountains. After graduating from Hebei University of Engineering in 2008, majoring in water conservancy and hydropower engineering, Liu Wenyong stayed in Baoding, North China Plain, for love. He first joined the Fifth Bureau of China Hydropower and then jumped to the Tibet branch of the State Power Investment Corporation, and each job change made Liu Wenyong more and more distant from home.

Standing on the edge of the Brahmaputra River, Liu Wenyong was overwhelmed with emotion. Is it worth it to resign, which means to give up high salaries and the treatment of model workers in central enterprises? The river gushed and rolled forward, giving Liu Wenyong a firm answer. How fortunate to be able to participate in the construction of Xiong'an New Area and realize greater life value on a larger platform! The Brahmaputra River enters India, the Brahmaputra River, and into Bangladesh, the Jamuna River. The Bay of Bengal in the Indian Ocean will be the final destination of the Brahmaputra. The sea is the home of the river, and Liu Wenyong, who has passed the age of establishment, also wants to go home.

Baiyangdian is the largest freshwater lake on the North China Plain, known as the "lower reaches of the Nine Rivers" since ancient times, and the nine rivers in the upper reaches converge here to pass through the Jinmenhai River. In 1963, when the Haihe River flooded, the water level of Baiyangdian exceeded 11 meters for 13 days. In recent years, the "Nine Rivers" have been cut off one after another, leaving only the Fu River, the Xiaoyi River and the Baigou Diversion River. Since the 1960s, Baiyangdian has dried up six times, especially from 1983 to 1988 for five consecutive years, and the world-famous "kidney of North China" has gradually become exhausted. Restoring the water quantity and water quality of Baiyangdian is the trend of the times, but the construction of flood control embankments in Xiong'an New Area is even more imperative.
On the first day of work, Liu Wenyong became a member of the construction army of the ecological flood control embankment project in the ring starting area of Xiong'an New District. The total length of the ecological flood control embankment project in the starting area of the ring is 100 kilometers, the flood control standard is once in 200 years, and the embankment level is 1. In addition to the northwest embankment, the rest of the embankment projects are all under construction in 2019, of which the right embankment of the South Juma River, the right embankment of the Baigou Diversion River, the left embankment of the PingHe River, and the Baiyangdian Wharf Section of the Xin'an North Embankment Flood Control Project, a total of more than 40 kilometers, must be completed before the main flood season in 2020, with flood control capabilities. Not only that, the ecological flood control embankment in the starting area should not only meet the flood control function, but also take into account the ecological greening, in the outer layer of the homogeneous earthen dam, according to the slope ratio of 3:1, a layer of ecological embankment was added, which was specially used as a green layer for the water conservancy ecological landscape.
Since taking root in Xiong'an New District, every year in July, Liu Wenyong's heart will slip to his throat. The flood season in Xiong'an is mainly concentrated between late July and early August every year, which is what the locals of Baiyangdian call "seven down and eight up". Liu Wenyong's heart was seven up and eight down, worried and uneasy.
On the evening of July 12, 2021, the dark clouds in Xiong'an New Area pressed the ground, and the storm soldiers approached the city, who expected that it was a false shot, and the clouds opened and the fog dispersed in the middle of the night. But the trepidation and uneasiness in Liu Wenyong's heart did not diminish in the slightest. The hot and humid weather remained until July 17th, when a long-planned heavy rain began, and then it was out of control. The "7.20" torrential rain and flood disaster occurred in Zhengzhou, Henan, bounded by the Zhanghe River, and Hebei, which is separated by a river, is also full of dangers.
During that time, all the construction personnel of the ecological flood control embankment project in the starting area of the ring changed their identity, and their work focus was no longer construction, but flood prevention and flood control, emergency rescue and disaster relief. Fortunately, the ecological flood control embankment in the completed ring starting area has resisted the test, although there have been sporadic dangerous situations, but there is no danger in the end, and the Xiong'an New Area is safe and secure.
After the wind and rain, Liu Wenyong strolled along the ecological flood control embankment in the starting area of the ring. The seedlings planted here are also part of the millennium forest in Xiong'an New District, with rounded mantou willows, whitebark pines in camouflage uniforms, and the famous Somei Yoshino cherry blossoms... Liu Wenyong kept on walking and searched forward. In fact, he didn't know that there could be no tree of his heart here.
The tree that Liu Wenyong had in mind was Tibetan sea buckthorn, and in the county of Cuona in Shannan, where he had worked, there was one of the most beautiful sea buckthorn forests in China, each of which was more than five hundred years old, including many thousand-year-old trees. When he first left Shannan, Liu Wenyong once thought of bringing back a sea buckthorn sapling, but he finally planned to run aground for various reasons. To this day, I often regret it. In Liu Wenyong's cognition, sea buckthorn is not only a plant that prevents wind and fixation, but also represents the spirit of perseverance, indomitability and non-giving up until the goal is achieved. If the distant Tibetan sea buckthorn is doomed to lose the land of Xiong'an and has no chance to be transplanted into the thousand-year-old beautiful forest, then let yourself become a sea buckthorn and guard this fertile land!

Peng Zhanqi was one of the first designers to participate in the planning of the relevant parts of the "Hebei Xiong'an New Area Planning Outline". At the same time that the "Outline" was approved, he also considered that he would change from a planner of dreams to a builder who rolled up his sleeves and worked hard
Who can live without regrets? At the beginning of work, an elder once told Peng Zhanqi in a serious voice that everyone's life is a history of compromise, without exception. At that time, Peng Zhanqi did not agree, and only felt that the old man's reminder was a manifestation of the loss of morale in the twilight years, and he felt that his life was in his own hands. My fate is up to me. The east wind blows, the war drums beat, the war flag hunts, who am I afraid of? Peng Zhanqi, who belongs to the sheep, is a stubborn and sharp sheep.
In 2003, the good fortune of this life year, Peng Zhanqi, who had just graduated from the North China Institute of Water Resources and Hydropower, sent the green light all the way to the Beijing Survey and Design Institute and became a water conservancy and hydropower engineering designer. He was involved in the first project in Chuzhou, Anhui Province, Langyashan Pumped Storage Power Station. "Surrounded by mountains also. Its southwest peaks, the forest is beautiful, the look of the blue but deep show, Langya also. After six or seven miles of mountain travel, I gradually hear the sound of water babbling, and the water that flows between the two peaks is also brewed. ”
The project site is only three kilometers away from Chuzhou city. After work, Peng Zhanqi went to the Drunken Pavilion alone to pay respects to Huaigu. Sitting in the drunken pavilion chanting "Drunken Pavilion Record", the first reading did not know the meaning of the book, and then read it is already a person in the book. Every designer has at least one quarter of the year at the project construction site, and Peng Zhanqi, who loves to walk, only sits at his desk at the Beijing Survey and Design Institute for one quarter, and the other three quarters are mostly shuttled on the project site he participates in. He hand-painted a map of his deeds, participated in the projects, visited the high mountains and rivers, the Jinsha River, the Yangtze River, the Lancang River, the Nu River... Wherever you have walked and seen, a red battle flag is planted on it. In 2012, Peng Zhanqi walked on the Congo River. On the way to the Democratic Republic of the Congo (DRC) scientific expedition, after traveling through the war-torn areas in the east, he unfortunately contracted malaria, fell ill shortly after returning to China, and went to several hospitals, and was finally diagnosed at Beijing Friendship Hospital. At this time, Peng Zhanqi was already in a coma with a high fever. In his confusion, he heard the doctor say, "Why did it come so late?" Use all the medicines that can be used! ”
Peng Zhanqi, who died nine times and struggled back from the brink of death, received nearly a month of anti-cancer treatment, because some of the drugs that rescued him before had a very high risk of cancer. During that month, patients in the same ward came and went, some recovered and discharged, and some passed away to be blissful. Health alternates with death, hope and disillusionment coexist, and Peng Zhanqi, who is born to die, has a new feeling for life, life and even compromise. There was a tree with a huge canopy outside the window, and when the autumn breeze was slightly cool, a tree was golden, and even the air around it was faintly golden, like a round of sun growing out of the ground. The attending physician told Peng Zhanqi that it was a ash tree.
When he said goodbye to the white wax, Peng Zhanqi was already in xiong'an new area. He was one of the first designers to participate in the planning of the relevant parts of the "Hebei Xiong'an New Area Planning Outline". At the beginning of 2018, the planning work was basically completed, Peng Zhanqi packed his bags and planned to return to Beijing, and the leader half-jokingly said to him: "Zhan Qi, this is going back? Why not stay here and turn the planning drawings drawn on paper into the real Xiong'an New Area? Think about it! ”
On April 14, the CPC Central Committee and the State Council issued a reply to the "Planning Outline of Hebei Xiong'an New Area".
At the same time that the "Outline" was approved, Peng Zhanqi also considered it, and he decided to stay in xiong'an new area, from a planner who rubbed shoulders with the millennium dream to a builder who rolled up his sleeves and worked hard. Just like the thousand-year-old Xiulin Forest, rooted in the xiong'an land, shaded by the world, the clear road is silent. A large number of ash trees have also been planted in the millennium xiulin forest, and the straight trunk is no different from the upright and resolute character of the northern Hanzi, and the orange and yellow and quiet beauty in autumn are also tinged with a touch of elegance and dignity unique to northern women. The newly planted ash trees are still young, and they are the sunshine of boys and the brightness of girls. No hurry, just like the young Xiong'an New Area, everyone can grow up together.
After becoming a Xiong'an native in 2018, Peng Zhanqi has done four things in four years: the construction of ecological wetlands, river comprehensive treatment and ecological embankments in the estuary to create ecological governance demonstrations; domestic garbage removal and industrial solid waste treatment, restoring the ecological background of the new area; the construction of major livelihood projects such as public welfare cemeteries and funeral homes in Xiong'an New District, comprehensive garbage treatment facilities and sanitation complex facilities in Xiong'an New District; and the establishment of a full-chain sanitation operation professional team from front-end sanitation cleaning services, garbage transfer to terminal disposal. Every piece is Xiong'an quality, Xiong'an speed. Former classmates and friends all know that he works in Xiong'an New District, and from time to time ask him about the construction progress of the new district. But whenever someone asked, Peng Zhanqi patiently answered one by one. In the era of information explosion, hot events emerge in an endless stream, Xiong'an New Area from the initial announcement of the headlines, slowly quieted down, whether it is newspapers, radio and television, or the Internet and self-media, the construction news of Xiong'an New Area has a law, a bit of a face, does not pursue heat, but comes with Its own Xiong'an temperature.
