In recent years, Tiantai County has deeply implemented the national strategy of national fitness, continuously promoted the equalization of high-quality sports public services, pioneered the work mechanism of grass-roots sports committees in the province, adhered to party building to lead sports, built a solid fortress of grass-roots sports committee party branches, and party building from "1.0 building branches" to "2.0 excellent services" to "3.0 strong functions", gradually building "good governance party building 4.0 model", and opening up the "last kilometer" of grass-roots sports services. Through three years of reform and practice exploration, the coverage rate of sports committees has reached 100%, the number of people who live in villages to manage sports has reached 134,000, the number of people participating in sports events has increased by 77.3%, the pass rate of national physical fitness monitoring has reached 94.5%, and the participation and satisfaction of mass sports have increased significantly.
Building branches, party building leads the grassroots grid to "rule as one"
The first is to build a system and strengthen organizational guarantees. Establish grassroots sports committee party branches, effectively enhance the pertinence and effectiveness of grassroots sports party member management, and form a set of top-down scientific organizational structure and service system. At the same time, we will build the activity position of the party branch of the grass-roots sports committee, and set up the village sports committee studio at the township, film and village levels, extend the management tentacles of the party members of the sports committee, and promote the "party building + sports" to take root at the grass-roots level. At present, there are 374 administrative villages and 21 communities in Tiantai County, with a total of 423 grassroots sports committees.

Implement the "party to manage the party and strictly administer the party" into the whole process and all aspects of the construction of the team, and standardize and promote venue management, service supply, activity organization and other work through the formulation of 16 management methods such as the work system of the party branch of grass-roots sports committees and the management methods for the points of sports committees. At the same time, we will improve the incentive methods, set up special funds, ensure that the work is quantifiable, operable, incentivable and sustainable, and establish a good working mechanism for grass-roots sports committee members. Up to now, 3.25 million yuan has been invested in the work of sports committee members, effectively enhancing the enthusiasm and effectiveness of grass-roots sports committees.
The third is to increase internal strength and stimulate the kinetic energy of the team. Adhere to party building to lead cultural construction, implement the "360 Plan" for improving the quality of party members, regularly hold salon activities, launch a la carte training, carry out party member demonstration posts, star workstations, popularity rankings and other creation activities, strengthen the internal execution and organization of the system, implement the "five members" responsibilities of party members and cadres of sports committees, effectively enhance the cohesion and combat effectiveness of the party branch of sports committees, promote the improvement of the ability and quality of party members, and effectively promote the healthier lifestyle of the masses and more harmonious neighborhood relations.
Excellent service, party building leads the sports health "one-click direct"
The first is to build a platform to achieve a map of services. Practice the purpose of "strengthening the leadership of party building, condensing sports forces, serving the grass-roots masses, and shouldering the construction of windows", deepening digital reform, and launching the "Sports Commissioner e Station" platform in Zhejiang to achieve "one machine inquiry and one station supply" for sports services. Relying on the party members and cadres in the sports committee, carry out grid information collection, can report and correct errors in online sports venues, make reservations, apply for venue construction, realize all-weather monitoring of grass-roots sports needs, and strive to enrich the "peripheral nerves" of grass-roots sports party organizations to feel the sports people's feelings.
The third is excellent service, sports guidance is more scientific. Relying on the functional party branches of grass-roots sports committees, set up "sports service supermarkets", carry out grass-roots activities under the "party members leading geese" to send services, guide the party group teams of each party branch to be guided by the needs of the masses, formulate a "big menu" of services, and the masses can enjoy fitness skills training, fitness lectures, sports exhibitions and other service content with one click. Up to now, a total of 3380 sports activities have been organized, benefiting more than 100,000 people.
Strong function, party building leads to help development "run rich together"
The first is to focus on project construction and strengthen the group to achieve common prosperity. Give play to the political attributes of party organizations in organs, establish a mechanism for leading party members' sports projects, and the branches will mobilize party members of branches to take the initiative to claim tasks such as coordination and communication, planning and guidance, construction supervision, and use management of sports projects according to the key points of sports work. For example, the sports committee of Pingqiao Town, Tiantai County, led the introduction of the Baxi comprehensive outdoor sports and leisure project, providing more than 50 jobs for Baxi Village, directly generating more than 5 million yuan in revenue in 2021, and the collective income of the village exceeded 800,000 yuan; the sports committee of the Hou'an Area of Jiejie Town drained and gathered passengers by running large-scale events such as national air volleyball exchange activities and national gateball championships, bringing more than 5 million yuan of income to Hou'an Village every year.
