How can we intensify the fight against trafficking in women and children?

In this regard, Chen Wei submitted a bill that "the criminal law should increase the punishment for receiving buyers" and put forward five suggestions: First, improve the mechanism and establish a correct concept; second, increase the intensity of punishment; third, strengthen scientific and technological empowerment, fully cover iris entry and fingerprint collection, make good use of the national platform for recognizing relatives and finding relatives, and curb the buyer's market; fourth, deepen the publicity of the legal system; fifth, include it in the government assessment.

Although chen wei believes that "many buyers are indeed very poor", "deepening the publicity of the legal system is still indispensable", Chen Wei put forward three specific suggestions for this:

(1) Deepen publicity on the legal system and form a good atmosphere of not being able to buy, not daring to buy, and not willing to buy.

(2) Strengthen case-based arguments, expanding the scope of influence of trial and adjudication in such cases.

(3) Carry out relevant publicity activities in various forms.

In response to the last point of the proposal, which is included in the government assessment, Chen Wei said: "The legal responsibility of the number one in the township and county (city, district) where the abducted women and children are located should be implemented, and the legal responsibility of the local public security household registration management should be strictly enforced, so that the abducted women and children cannot settle down in the local area and cannot apply for a household registration." ”

To this end, Chen Wei also went to the courts at all levels in Zhejiang to conduct a detailed understanding of such cases, and based on the analysis of more than 20 cases in which about 30 people were sentenced to criminal punishment, it was found that the punishment for abducting and trafficking women and children was generally more than five years, with the maximum 1 person being sentenced to 13 years in prison, while the general sentence for bribing women and children was less than one year, and most of them applied a suspended sentence.

Compared with the national cases, during this period, more than 500 cases of abduction and trafficking of women and children were concluded nationwide, which decreased year by year, of which about 10 were sentenced to life imprisonment. More than 350 cases of buying and selling abducted women and children were concluded, most of which were sentenced to suspended sentences or even exempted from criminal punishment.

Chen Wei talked about a news she had seen: a father received a call from his wife at home when he was on a business trip, saying that the child was missing. The father's heart fell into the ice cave, but he still forced himself to calmly guide his wife to find it. The father mobilized all the forces of his relatives and friends, and called the police to intercept the various intersections in the city, and forty minutes later, the news came and the daughter found it.

My father immediately booked a ticket home and did not travel for three months.

"Forty minutes of loss caused him to dare not take half a step away from his daughter for three months," Chen Wei was a little excited, "not to mention that after those women and children were abducted and sold, the family has been looking for it all their lives. ”

In addition to liberating the abductees themselves, Chen Wei also stressed that attention should be paid to the psychological problems of the abductees.

Slavery, rape, even abuse... After suffering from these, "there will certainly be no small fear in the psyche." ”

Chen Wei also mentioned a similar case: a female college student was deceived by human traffickers and locked up in a cave, escaped again and again, was surrounded by people from the whole village again and again, was caught and beaten all over the body, and was still running away after giving birth to a child for the buyer.

With the passage of time, the villagers "saw nothing strange", and even the court, when faced with the abducted women's divorce, "did not pronounce the divorce, for fear of destroying the happiness of the family".
